Aiming to become an industrial city according to Resolution No. 09 of the Politburo on building and developing Khanh Hoa province by 2030, with a vision to 2045, in recent times, Ninh Hoa town has been synchronously invested in infrastructure, increasing the urbanization rate; at the same time, implementing an urban development program to ensure synchronization and modernity associated with promoting the potential and strengths of the locality...

Focus on increasing urbanization rate

Ninh Hoa has 7 wards/27 commune-level administrative units with a total urban land area of ​​nearly 8,929 hectares, accounting for 7.67% of the town's total natural area, of which the urban residential land area is nearly 486.4 hectares, accounting for 5.45% of the urban land area and 24.23% of the town's total residential land area. Currently, the town is a type IV urban area with 7 wards and 4 communes: Ninh Tho, Ninh An, Ninh Xuan, Ninh Sim meeting the criteria of a type V urban area. The town strives to basically meet the criteria of a type III urban area by 2030. The urbanization rate of the town in 2020 will reach 55.45%; in 2021 it will reach 55.61%; in 2022 it will reach 55.77%; in 2023 it will reach about 56%.

According to the report of the Town People's Committee, besides the advantages, the urbanization process in the town is facing difficulties due to the old urban areas that have been spontaneously formed for a long time, leading to a chaotic housing situation, unreasonable traffic distribution, and zigzag roads; many alleys are very narrow and dead-end, so expansion will be very difficult due to large compensation when reclaiming land; the plots of land are distorted and do not follow construction standards, causing waste in land use. Therefore, the wards in the town have been and are being planned and renovated to serve as a basis for investment in renovating old urban areas to overcome the above-mentioned shortcomings.

Mr. Le Minh Tam - Vice Chairman of Ninh Hoa Town People's Committee said that in recent years, the Central and the province have paid attention to investing in many synchronous traffic works; National Highway 1, National Highway 26, National Highway 26B and many provincial roads, inter-commune roads, urban roads have been invested in upgrading and regularly maintained to serve the socio -economic development of the town.

In 2024, the town has focused on investing in projects to create momentum for urban development to improve low standards of traffic infrastructure; technical infrastructure; lighting systems for inter-commune roads, Provincial Road 7, National Highway 1. In addition, in the town, there are new residential infrastructure projects that have been completed such as: Infrastructure of Phuoc Da 1 Residential Area, My Le Residential Group, Van Thien (Ninh Da Ward); Infrastructure of Vinh Thanh Residential Area (Ninh Trung Commune). At the same time, the town continues to inspect, review, and prioritize investment in framework infrastructure projects, key traffic works for urban development; projects to develop new urban areas and social housing; urban technical infrastructure projects; establish and adjust zoning plans, detailed plans, and general construction plans for communes in the area to ensure they are consistent with the socio-economic development situation.

Urban development connected with economic zones

Currently, Ninh Hoa town has 9 communes and wards planned to be located in Van Phong Economic Zone (EZ). In recent years, the urban development of Ninh Hoa town has always been associated with the development orientation of Van Phong EZ. The development space of the entire northeastern sub-region of the town belongs to the South Van Phong area, playing the role of a logistics service center and providing human resources for economic activities of tourism and industry along Van Phong Bay, so the speed of investment as well as urbanization is increasingly promoted.

At the conference to review 3 years of implementing Resolution No. 05 dated January 11, 2021 of the Provincial Party Committee on the development of Van Phong Economic Zone in the period of 2021 - 2025, Mr. Vo Ngoc Minh - Standing Vice Chairman of the Town People's Committee said that in order to develop in the right direction, effectively promote resources, potentials, strengths, and synchronously link with the development of Van Phong Economic Zone, the town identified planning and planning management as one of the strategic issues that need to be focused on. In the immediate future, the town will focus on directing and completing the Project to Adjust the General Planning of Ninh Hoa Town to 2040 and reviewing and adjusting a number of zoning and detailed planning projects. Accordingly, the scope of the Project to Adjust the General Planning of Ninh Hoa Town includes the entire boundary of the town, including a part of the town's area (about 18,197 hectares) belonging to Van Phong Economic Zone. For this area, the town will carry out urban planning to ensure updating, matching and inheriting in accordance with the contents within the scope of the Project to Adjust the General Construction Planning of Van Phong Economic Zone to 2040, with a vision to 2050. At the same time, closely coordinate with the Management Board of Van Phong Economic Zone in the planning of 6 functional sub-zones. The town also orients the planning of the development of the town space to connect with strategic projects of the South Central Coast - Central Highlands, Khanh Hoa province and Van Phong Economic Zone.

According to Mr. Minh, the Project to Adjust the General Planning of Ninh Hoa Town to 2040 is being organized by the Town People's Committee to collect opinions from agencies, units, and residential communities in the area, and is expected to be completed in October 2024. At the same time, the Town People's Committee is developing a project to establish 7 communes into wards and zoning plans (scale 1/2,000) in the area to contribute to ensuring the criteria for building the province into a centrally-run city by 2030. The Town has been focusing on coordinating and implementing site clearance for investment projects such as: Van Phong - Nha Trang Expressway; Khanh Hoa - Buon Ma Thuot Expressway; Upgrading and expanding DT 652B and DT 652D routes; Upgrading and expanding Provincial Road 1B; The coastal route from Van Luong commune, Van Ninh district to Ninh Hoa town... The town will focus on effectively implementing the urban development program to ensure synchronous and modern urban development associated with promoting the potential and strengths of each locality. From there, it will contribute to completing the urban criteria to realize the goal according to the urban development program of the province until 2030, Ninh Hoa will become a district of a centrally-run city.
