On the afternoon of May 16, Minister of Finance Nguyen Van Thang presented the State budget settlement report for 2023.

According to the report, the final state budget revenue in 2023 is 1,770,776 billion VND, an increase of 150,032 billion VND (9.3%) compared to the estimate.

Of which, central budget revenue is 927,511 billion VND, an increase of 63,944 billion VND (7.4%) compared to the estimate; local budget revenue is 843,265 billion VND, an increase of 86,088 billion VND (11.4%) compared to the estimate.

Notably, for the budget revenue from crude oil, the final revenue was 61,971 billion VND, an increase of 19,971 billion VND (47.6%) compared to the estimate. Crude oil revenue increased significantly compared to the estimate due to the increase in oil price and payment output compared to the plan.

Meanwhile, the balance of revenue from import-export activities decreased by 8.1%, reaching VND219,651 billion, down VND19,349 billion. This decrease was mainly due to the decline in global trade, the decrease in world demand for goods, the narrowing of the number of orders, affecting Vietnam's import-export activities.

The final settlement of the State budget in 2023 reached VND 1,936,912 billion, including expenditures transferred from previous year's sources according to regulations; down VND 139,332 billion (6.7%) compared to the estimate.

Specifically, the central budget expenditure settlement is 697,112 billion VND, equal to 83.9% and the local budget expenditure settlement is 1,239,800 billion VND, equal to 99.6% of the estimate.

The report also said that the state budget deficit in 2023 is VND 291,564 billion, equal to 2.83% of realized GDP, down VND 163,936 billion (36%) compared to the estimate.

Regarding public debt targets, Vietnam's total public debt in 2023 is VND 3,722,699.95 billion, equal to 36.07% of GDP.

Government debt is more than 3,428,046 billion VND, equal to 33.22% of GDP.

Government-guaranteed debt is more than VND 283,530 billion, equal to 2.75% of GDP.

Public debt targets in 2023 are within the limits allowed by the National Assembly.

Besides positive results, the report also pointed out some shortcomings, such as some taxes and localities' revenue have not met the estimate; public investment disbursement is still slow and prolonged; practicing thrift, fighting waste, and complying with financial discipline in some places is not strict; and slow preparation and submission of state budget settlement in some units.
