Efforts and timely attention

A month has passed since Lao Cai officially entered the merger era, marking an important turning point in the process of restructuring the province's administrative apparatus. The first days of this change inevitably had difficulties and challenges, but with the continuous efforts of the staff, civil servants, and public employees, along with timely attention from the provincial government, Lao Cai is gradually overcoming the transition period, moving towards a future of strong and sustainable development.

Family of 4. The eldest daughter is 7 years old and has a severe motor disability, the second daughter has just entered kindergarten age. The young couple's economy mainly depends on their salary, so balancing life and work is difficult and requires both husband and wife to make efforts... That is the story of Ms. Hoang Hai Yen (Center for Investment Promotion, Trade and Enterprise Support, Department of Finance) and Mr. Hoang Thanh Nam (Department of Construction).

Both young officials working at two key departments of the province, Yen and Nam were among the first batch of officials transferred to the new provincial center. They faced difficulties on all fronts, no housing, unfamiliar roads, disrupted living habits, and their children's education had to be "set up" from scratch... but both husband and wife encouraged each other to try their best to complete the assigned work.

Ms. Yen shared: “With the current economic conditions, we are trying to rent a level 4 house for 3 million VND/month. On the night of July 31, a storm with wind and rain blew away part of the ceiling, causing part of the house to leak, rainwater flooded into the house, I am calling someone to repair it to avoid the sun and rain. However, the work at my office is still guaranteed not to be blocked or interrupted.”

"What I worry about most is my eldest daughter's health. She has a severe motor disability and often has to undergo physical therapy. Now in the new place, I have not found the nearest medical facility or suitable doctor to take care of her," Yen shared.

However, those difficulties did not discourage Ms. Yen. She always tried to arrange for her family to have the most basic conditions, while completing her work well at the office. She hoped that the province would have a social housing policy for officials and workers from Lao Cai (old) to the new provincial center after the merger.

Sharing the same sentiment with Ms. Yen, Ms. Do Thi Thu Hien, an officer of the Provincial Party Committee's Propaganda and Mass Mobilization Department, was also one of the people who had to move from the old Lao Cai provincial capital to the new provincial capital in the first phase. Ms. Hien's family situation was also difficult as she had to be away from her family.

Ms. Hien said: "My mother is old and weak, she needs someone to take care of her, and my child is in 12th grade and needs her to be by her side. However, because of my job, I have to move around with the office, so all the housework has to be done by my husband."

Despite being busy and worried, Ms. Hien always maintains a sense of responsibility and is determined to complete all assigned tasks well. She takes advantage of her days off to visit her family and at the same time encourages her colleagues to try to overcome difficulties and complete their tasks well.

“I realize that I am more fortunate than many other colleagues. In the office, there are two couples who both work in the new center, and several days a week they still have to travel 400km back and forth because at home (old Lao Cai) they still have an elderly mother who is seriously ill and needs her children to take care of her at night, and they have not yet rented a house at the new workplace. However, we still encourage each other, no matter what the initial difficulties are, we will overcome them,” Hien shared.

Despite the difficulties, the first batch of cadres who arrived at the new provincial center all showed a sense of responsibility, enthusiasm and took over the work effectively and promptly. Many young cadres are also trying their best to contribute to the development of Lao Cai during the merger period. Deputy Secretary of the Provincial Youth Union Hoang Manh Linh is one of them.

Mr. Linh shared: “The merger is a big policy, a revolution to streamline the apparatus. Work seems to have taken me away, and I am completely assured in my work. As a young generation, a pioneering force, full of energy, I believe that not only me but also many cadres, party members, civil servants, public employees, and workers of the old Lao Cai province have the same thoughts as me.”

Lao Cai Provincial Youth Union has created the best conditions for new cadres and civil servants by arranging accommodation at the Youth Guest House, a convenient and fully equipped location. This careful preparation has helped the Provincial Youth Union cadres overcome all challenges, ensuring that work is not interrupted or backlogged after a month of merger.

Not only are the cadres in the State administrative agencies adapting well to the new working environment, but the officers and soldiers in the armed forces are also starting to work smoothly and effectively. Captain Nguyen Hai Nam, Assistant to the Propaganda Department, Political Department, Provincial Military Command, has also quickly adapted to the new working environment.

Captain Nam shared: "After 1 month of working, I deeply feel the care and sharing from leaders and teammates, which helps me understand the difficulties in the process of innovation and reorganization of the apparatus."

With the qualities of "Uncle Ho's soldiers" and determination, Mr. Nam proactively learned about the area, grasped the work and completed the assigned tasks well.

"I have to put my mission first and strictly follow the organization's assignments and dispatches," Captain Nam affirmed.

He also expressed his confidence that with the help of his superiors and teammates, he will always be ready to work with his teammates to receive and complete assigned tasks well, and join hands to build the unit to grow stronger and stronger.

To support cadres, civil servants, public employees and workers to stabilize their lives during the merger period, the People's Council of Lao Cai province has just passed a Resolution stipulating support policies for cadres, civil servants, public employees and workers working at the provincial and commune administrative centers of Lao Cai province.

According to this resolution, Lao Cai province will support travel expenses for cadres, civil servants, public employees, and people working under labor contracts to work at the provincial administrative center and communes and wards (new) with support levels ranging from VND 600,000 to VND 1,200,000/person/month, depending on the distance. In addition, the province will also support housing costs at the rate of VND 1,500,000/person/month for cadres working at the new provincial administrative center and VND 800,000/person/month for cadres working at communes and wards. The implementation period of this policy is from August 1, 2025 to the end of January 2027.

Immediately after the People's Council Resolution was passed, Ms. Hoang Hai Yen was moved: "Not only me, all the cadres who came to the new provincial center were very happy. That is the timely support of the province for the cadre team during this period. This special attention is also a source of great encouragement for all of us."

As for Ms. Do Thi Thu Hien, the joy seemed to spread even more. She said, "With the attention of the province, the agency and colleagues, she and her colleagues will certainly try their best to complete the assigned tasks well.

One month after the merger, Lao Cai has shown positive signs in the process of converting and operating the 2-level local government model. The efforts of the staff, civil servants and public employees, along with the timely attention and support from the province and local authorities, have created an atmosphere of innovation and a steadfast belief in the leadership of the Party. So that each person, each cadre and party member knows how to overcome difficulties, integrate and be ready to receive and excellently complete assigned tasks.

With steady steps and high determination, Lao Cai is moving towards a bright future, where socio-economic development is closely linked to people's satisfaction and happiness.

Provincial Party Secretary and Chairman of the Provincial People's Council Trinh Xuan Truong signed Resolution No. 03/2025/NQ-HDND dated July 31, 2025 stipulating support policies for cadres, civil servants, public employees, and workers working at the provincial and commune administrative centers of Lao Cai province.

Accordingly, cadres, civil servants, public employees, and people working under labor contracts who are assigned by competent authorities to work at provincial administrative centers, communes, and wards (new) are supported with travel expenses based on the distance from their permanent residence to their working agency headquarters (except in cases where there is a shuttle bus) as follows:

1. Travel expense support:

a) From 25 km to under 50 km: 600,000 VND/person/month.

b) From 50 km to under 100 km: VND 900,000/person/month.

c) From 100 km or more: 1,200,000 VND/person/month.

2. Accommodation support:

Officials, civil servants, public employees, and people working under labor contracts who are assigned by competent authorities to work at provincial, commune, and ward administrative centers (new), if the distance from their permanent residence to their working agency headquarters is 25 km or more and they are not provided with official housing, will be supported with accommodation as follows:

a) Going to work at the new provincial administrative center: 1,500,000 VND/person/month.

b) Working in communes and wards: VND 800,000/person/month.

Support period: The support regime prescribed in this Resolution shall be implemented from August 1, 2025 to the end of January 2027.
