Halfway through the implementation of the socio-economic development tasks in 2024, officials, party members, people and the business community of Quang Ninh are very excited and proud of the results the province has achieved in all aspects of work; at the same time, they are determined to complete the targets and tasks set for the whole year.
Looking back at the first 6 months of the year in implementing socio-economic development tasks, Quang Ninh faced many difficulties, especially increasingly complex non-traditional security challenges; global macroeconomic instability, negative impacts of climate change; and at the same time, it was necessary to focus on solving newly arising complex problems... With flexibility and unity in leadership and management; high solidarity and consensus of cadres, party members, forces, people and business community, many socio-economic indicators of the province in the first 6 months of the year exceeded expectations. The province's economic growth reached 9.02% (ranked 8th in the country); FDI attraction reached 1.55 billion USD (ranked 3rd in the country). In the context of land use fee collection only reaching 21% of the target assigned by the Central Government, the total budget revenue in the first 6 months of the year of the province still reached 29,130 billion VND, equal to 54% of the estimate assigned by the Central Government, equal to 101% compared to the same period in 2023.
More specifically, with strong investment in tourism - a smokeless industry with a lot of room for development, the total number of visitors to Quang Ninh is estimated to reach over 10.4 million, an increase of 18% over the same period in 2023, of which international visitors are estimated to reach nearly 2 million, an increase of 140%; total revenue from tourism increased by 34% over the same period. Along with that, industry and construction is estimated to increase by 7.68%; processing and manufacturing industry is estimated to increase by 23.05%, continuing to play a role as a new driving force in the province's economic growth. People's quality of life is constantly improving and enhancing; the people's hearts are firmly in the hearts of the people, national defense and security are ensured... This result continues to be the driving force for Quang Ninh to strive to complete its tasks throughout 2024.
It is forecasted that the difficult situation will continue in the last months of the year. The province has clearly identified the tasks that need to be focused on and prioritized, which are: Ensuring even economic growth in all sectors, fields, and localities; overcoming the problems in the low disbursement of public investment capital; establishing new enterprises; resolving the problems in state management of land, public investment, finance, budget, site clearance, as well as minimizing traffic accidents, work accidents, drowning accidents, etc.
Based on the assessment of difficulties and shortcomings, entering the implementation of tasks for the last 6 months of the year, all levels, sectors and units are focusing on promoting solutions and action programs to realize the goal of maintaining a GRDP growth rate of over 10%; total state budget revenue in the area reaching 55,600 billion VND; total social investment capital increasing by over 10%, focusing on attracting FDI capital of at least 3 billion USD; developing at least 2,000 new enterprises, creating about 30,000 additional jobs...
At the 19th session of the 14th Provincial People's Council, which was recently held successfully, many important contents were approved, continuing to be the basis for all levels and sectors to concretize with practical actions in their localities and units. Leaders at all levels, sectors and localities have made suggestions and expressed their determination to realize the socio-economic development goals for the whole year of 2024. The immediate focus is on removing "bottlenecks", especially for economic sectors, ensuring high targets to compensate for some sectors that did not meet the scenario in the first 6 months of the year; speeding up the implementation of non-budget projects, disbursing public investment capital; creating maximum conditions for enterprises to soon put some processing and manufacturing projects into production, creating new and increased capacity.
To maintain double-digit economic growth, the province has clearly identified three pillars: Developing the processing and manufacturing industry; increasing the disbursement rate associated with improving the efficiency of public investment and non-budgetary capital construction investment; maximizing the remaining large space, creating a breakthrough development in the fields of tourism, services, marine economy and digital economy. In particular, the province continues to implement solutions to attract businesses to carry out import-export activities, especially through the Hoanh Mo - Dong Trung border gate pair and the Bac Phong Sinh - Ly Hoa customs clearance; developing a number of new tourism products to put into operation and expand tourism space, regional and intra-regional linkages associated with the province's heritages and key tourist destinations; synchronizing solutions to attract new generation foreign direct investment (FDI) capital into key economic zones and industrial parks, ensuring the completion of the FDI attraction target in 2024...
Sectors, units and localities promote the spirit of solidarity, make the highest efforts to act, overcome difficulties, be proactive, flexible, creative, effective, and adapt to the new situation; strengthen discipline and administrative discipline in performing public duties; strictly handle the situation of fear of responsibility, shirking, avoiding, working half-heartedly, not daring to advise, not daring to propose, and shirking responsibility; assign and assign specific responsibilities to each agency, unit and locality... In particular, improve the quality and effectiveness of management and operation of budget revenue and expenditure and disbursement of public investment capital; improve the effectiveness and efficiency of comprehensive state management in all fields, especially in planning, land, resources and environment.
At the same time, focus on effectively implementing Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development associated with the working theme of 2024; build and complete the Code of Conduct and brand identity of Quang Ninh province. Pay attention to properly, fully and promptly implementing the poverty reduction policies of the Central and the province and effectively implementing projects under the National Target Program on Sustainable Poverty Reduction with the goal of maintaining the entire province with no poor households according to the Central's multidimensional standards; completing the target of no poor households and reducing 50% of near-poor households according to the province's criteria...
With the identified goals and targets, all levels, sectors, units, localities, business communities and people in the province have been and are unifying and unanimously implementing them with the highest determination.
