Efforts to implement digital transformation

Cao Bang strives to carry out the task of digital transformation (DT) with 3 main pillars: digital government, digital economy and digital society, in the spirit of taking people as the center, the subject, the goal, the driving force and the resource for development. Thereby, it contributes significantly to administrative reform, improving the investment environment, supporting people's lives and production and business activities of enterprises.

Developing connection infrastructure, building and exploiting databases

The provincial data integration and sharing platform (LGSP) has been deployed, operated stably, connected to the national LGSP, and is ready to exploit the national population database. The specialized data transmission network has been connected and monitored by the Central Post Office's monitoring system to 100% of district and commune People's Committees across the province. The provincial intelligent monitoring and operation center (IOC) continues to be tested with 4 subsystems, including: monitoring some socio-economic indicators, monitoring public administrative services, monitoring health sector information, and monitoring tourism information.

Build LGSP at provincial level, meeting LGSP needs between information systems, between provincial information systems and information systems of ministries, branches and national information systems. Equip a network information security monitoring system to meet the requirements of ensuring network information security according to the "4-layer" model, combined with the national network information security monitoring system, integrate a centralized anti-malware system to ensure information security for the province's shared information systems and information systems of state agencies, minimizing risks, threats and information insecurity on the network. The provincial online conference system is restructured and expanded throughout the province, unified with the system of Party agencies connecting to the commune level, meeting the direction and operation from the Government level with the implementation of 4-level connection (from the central level to the commune level) with 22 provincial-level bridges, 10 district-level bridges and 161 commune-level bridges.

Responding to the national digital transformation day, the province organized the announcement and deployment of the following platforms:

Cao Bang Digital Citizen, Vietnamese Farmers.

The provincial public service portal (PPS) was built to ensure functional requirements, technical features, and synchronous connection with the national public service portal, meeting the requirements of providing online public services for organizations and individuals. More than 200 portals/websites of departments, branches, districts, cities, communes, wards, and towns are operating, attracting a large number of people to access and find information.

The creation and development of data continues to receive attention. The Department of Information and Communications is coordinating with units to complete specialized databases including: construction, transportation, natural resources and environment, industry and trade, agriculture and rural development, information and communication, culture, sports and tourism; the city's urban infrastructure database management system and a number of other industry and sector databases shared at the provincial level integrated on the geographical database. Deploying a digital citizen platform; the data center on the cloud computing platform is being deployed in the form of service rental to serve the development of the provincial digital government, ensuring 5 standards, technical regulations and requirements on network safety and security.

Developing digital government, digital economy and digital society

Chairman of the Provincial People's Committee Hoang Xuan Anh said: The Provincial Party Committee issued a resolution on building e-government towards digital government and digital transformation by 2025, with a vision to 2030. In particular, it identified three major goals: perfecting e-government, towards digital government - developing digital economy - developing digital society, narrowing the digital gap. The resolution identified the goal of linking the digital transformation process, developing digital government with administrative modernization to improve the effectiveness of administrative reform, improve the investment and business environment; developing a safe and widespread digital environment to form digital citizens and a digital society. With the strong direction of Party committees and authorities at all levels, the participation of the entire political system, the active participation of the entire population and the business community, in recent times, digital transformation in the province has achieved many important results. Cao Bang is considered one of the provinces that has done a good job of cleaning up population data, ensuring “correct - sufficient - clean - alive”. The quality and efficiency of providing and using online public services in the province is increasingly improved.

100% of state administrative agencies at all three levels (province, district, commune) maintain effective use of the document management and operation system VNPT-iOffice to process work records in the network environment, and at the same time perform digital signature of electronic documents, interconnect and send them to the interconnection axis. The province's official email system is maintained to operate stably, 100% of cadres, civil servants, and public employees in state administrative agencies from the provincial to the commune level are provided with official email boxes to serve work exchanges; expanded to public service units, Party agencies, and socio-political organizations.

  By implementing support models, guiding people to implement and use online public services, online payment of fees and administrative procedure fees, it contributes to speeding up the progress of handling administrative procedure records, ensuring that 100% of records are processed correctly and before the deadline, reducing the time to process online records compared to direct submission. Currently, the Provincial Public Service Portal is providing more than 1,500 full-process online public services and partial online public services; nearly 80% of records are submitted online; many online public services have online payment transactions; over 70% of electronic result records, digitizing records and results of handling administrative procedures.

Digital economy and digital society in the province have developed and transformed. High-speed fiber optic internet has covered 100% of commune, ward and town centers; 100% of enterprises and cooperatives have registered to use electronic invoices; nearly 89% of the province's population has smartphones; 98% of the population has an electronic health book; nearly 80% of people aged 15 and over have transaction accounts at banks or other licensed organizations. Many hospitals, schools, organizations and enterprises apply non-cash payment methods. The utilities of Project 06 are being promoted to be applied in the task of socio-economic development.

The education and training sector is implementing a plan to hire information technology services including: education sector database software and education records management under the "Provincial Smart Education Ecosystem". The Department of Transport is implementing a project to digitize traffic infrastructure (surface and underground infrastructure) on GIS digital maps, sharing them with relevant agencies for exploitation and use in the construction and maintenance of traffic works, and traffic planning management. The Department of Health is implementing a remote medical examination and treatment consultation system (Telehealth)...

Digital platforms serving tourism operate stably such as: Smart tourism portal (caobangtourism.vn); smart tourism application on smartphone (Cao Bang Tourism app) with utilities for looking up maps, finding accurate information about locations, automatic programming according to needs, booking hotel and restaurant services easily, saving time and costs for tourists; helping individuals and businesses expand business opportunities, promote, create chain links, develop a complete chain of tourism products and services.

Responding to National Digital Transformation Day, the province organized the announcement and deployment of the Cao Bang digital citizen platform. Creating a connection and interaction channel between people and the government through applications on mobile devices, aiming to develop and improve the quality of online public services associated with people and businesses./.
