Established in 2005, the Project Management Board for Investment and Construction in Thuong Tin District has achieved many results, contributing to the overall socio -economic development of the entire district.

The Project Management Board for Investment and Construction in Thuong Tin District is responsible for organizing and managing investment and construction projects funded by the City budget and the District budget, from the investment phase to the completion of the investment and approving the final accounts for the projects.

Simultaneously, the organization implements investment and construction projects using investment capital from various economic sectors and projects with budget support when assigned the task. It coordinates with relevant organizations and units in compensation and land clearance work, and provides resettlement support for projects when assigned the task.

Through its formation and development, the department's model has grown stronger, with a management structure including a director, deputy director, department heads, specialists, and contract workers in various specialized departments. The total number of permanent and contract employees as of the reporting date is 44.

15 years of reaping the rewards

After the merger of Ha Tay province into Hanoi city, Thuong Tin district initially faced many difficulties, mainly depending on budget subsidies from the city. However, in the 15 years since the merger, under the leadership and guidance of the Party Committee, People's Council, and People's Committee of Thuong Tin district, the District Investment and Construction Project Management Board has achieved many results, contributing to the overall socio-economic development of the entire district.

Regarding school construction, thanks to the city's attention in 2009 and 2010, Thuong Tin district basically eliminated all temporary and dilapidated semi-permanent classrooms in accordance with Plan 86/KH-UBND dated June 16, 2009, of the Hanoi People's Committee on eliminating temporary and dilapidated semi-permanent classrooms in the 2009-2010 period. Building schools that meet national standards according to the city's new criteria also aims to fulfill the targets of the new rural development program.

Currently, the district is continuing to build schools that meet national standards in order to achieve the goal of building schools that meet national standards in line with the objectives of building advanced new rural areas and model new rural areas.

Regarding the construction of transportation routes, considered the district's core infrastructure, most inter-commune roads in the district have been built, eliminating dirt and gravel roads. Main roads within the communes have also been newly constructed, with widened roadbeds and sidewalks, in accordance with the criteria for advanced and model new rural development.

In parallel, the district's provincial road network includes two roads: Road 427 and Road 429. These two roads have projects underway for renovation, repair, and installation of lighting systems. National Highway 1A also has a project for renovation, upgrading, and expansion to ensure traffic safety.

In addition, roads have been and are being constructed according to the plan, with concrete and asphalt surfaces. Investment in lighting systems has also been prioritized for these roads.

Regarding the construction of health stations, 27 out of 29 health stations in the 29 communes and towns have been newly built. The health stations have been invested in and constructed to ensure sufficient functional rooms in accordance with the standards of Circular 32/2021/TT/BYT dated December 31, 2021, issued by the Ministry of Health on the basic design guidelines for commune, ward, and town health stations, as well as the regulations of advanced new rural areas and model new rural areas.

The Board is also tasked with constructing and repairing office buildings for the People's Committees of communes and towns, renovating lakebeds, and improving irrigation systems within the district.

In the industrial and environmental sectors, the Investment and Construction Project Management Board is assigned to manage several industrial clusters and craft villages in the district. It exercises the rights and obligations of the investor in the construction of technical infrastructure for industrial clusters when assigned by competent authorities; and organizes the management of projects to maintain environmental sanitation and the central district parking area as assigned by the District People's Committee.

Efforts to overcome difficulties

During the implementation of the aforementioned project, the Thuong Tin District Investment and Construction Project Management Board also encountered many difficulties and challenges in payment and disbursement, which were delayed due to several reasons such as: some projects required land compensation and clearance; some projects required the selection of design consulting contractors and a two-step process, thus affecting project progress and disbursement.

Furthermore, from 2021 to the present, the prices of construction materials (steel, sand) on the market have increased dramatically, while the government's published material prices have not been adjusted in time, leading to contractors who have signed contracts but are proceeding with slow construction. In 2022, the whole country in general and Hanoi in particular continued to be heavily affected by the Covid-19 pandemic.

However, overcoming difficulties and challenges, the Thuong Tin District Investment and Construction Project Management Board has achieved significant accomplishments, contributing to making Thuong Tin a district with breakthroughs in technical infrastructure construction.

Several key projects have been and are being invested in and constructed in the district, such as: The project to expand National Highway 1A (old), funded by the Hanoi City budget, covering half of the cross-section through Thuong Tin district: from Km189 to Km194, with a total investment of 247.268 billion VND, is currently under construction, reaching approximately 60% completion, and is expected to be finished in 2023.

The project to renovate and upgrade Provincial Road 427, the section from National Highway 21B to the Khe Hoi intersection (Phap Van-Cau Gie Expressway) in Thuong Tin district, has a total investment of 200.610 billion VND. Construction is currently underway, with approximately 45% of the work completed, and is scheduled for completion in 2023.

The Ha Hoi-Quat Dong inter-communal road project, with a total investment of 85 billion VND, is expected to be completed in 2024. The project also includes an overpass at the intersection of Provincial Road 427 with the North-South railway and National Highway 1A (Duong Truc Nguyen bridge).

For the remainder of 2023, the Thuong Tin District Investment and Construction Project Management Board will continue to implement the preparation, submission for appraisal, bidding, and contract signing for projects assigned in 2022. The focus will be on investment preparation for projects assigned in 2023. This includes implementing projects to build national standard schools and projects in communes aiming to achieve advanced new rural development standards.

Simultaneously, continue to organize the construction of ongoing projects; disburse funds for projects, submit final accounts and settle accounts for projects that have been handed over and put into use according to regulations; implement the remaining projects allocated capital in 2022 and projects allocated capital in 2023; hand over construction sites to contractors for projects that have already been contracted; and carry out investment preparation work for 2023 and subsequent years.
