Inspired by Resolution No. 68-NQ/TW
Deo Ca Group has just sent Document No. 682/2025/ĐCG to the Prime Minister proposing a plan to expand the entire North-South expressway in the East from a limited 4-lane scale and a roadbed width of 17 m to a planned scale of 6 lanes.
The scope of the plan proposed by Deo Ca Group includes the expansion of the North-South expressway in the East, including 19 component projects that have been and are being invested in the period 2017 - 2025, with a total length of 1,241 km, expected to be completed in 2025 - 2026 (of which, there are 3 projects implemented under the PPP method that are in the toll collection and capital recovery phase).
“This proposal is based on the implementation of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development, aiming to create preferential mechanisms and encourage the private sector to participate with the State in key national infrastructure investment projects,” said Mr. Nguyen Quang Huy, General Director of Deo Ca Group.
- Investment scope: in the immediate future, consider the Hanoi - Ho Chi Minh City section including 18 component projects (8 component projects in the 2017 - 2020 period and 10 component projects in the 2021 - 2025 period), with a total length of 1,144 km.
- Investment scale: expand from 4 lanes, 17 m wide, to 6 lanes complete according to planning.
According to preliminary research, it can be divided into 3 component projects:
+ The Northern region project includes component projects: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung. Total length is about 300 km, total investment is about 45,375 billion VND.
+ The Southern region project includes component projects: Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay. Total length 463 km, total investment of about 56,341 billion VND.
+ The Central region project includes component projects: Bung - Van Ninh, Van Ninh - Cam Lo, Cam Lo - La Son. Total length 203 km, total investment of about 25,043 billion VND, needing state budget support of about 7,914 billion VND, accounting for about 32% of total investment for the expansion.
It is known that the first important highlight in the plan to expand the entire North-South expressway in the East proposed by Deo Ca Group is the proposal to the Prime Minister to agree on the plan to divide the component projects of the overall project to expand the 1,241 km long North-South expressway in the East into 7 component projects, or 3 component projects.
The second important highlight is that Deo Ca Group wants to be assigned by the competent authority to propose the Investment Project to expand the entire North-South Expressway under the PPP method, according to the provisions of the Law on Investment under the public-private partnership method.
In case of choosing to divide the overall project into 3 component projects, the investor proposes that the Government consider assigning Deo Ca Group (in a joint venture with a number of large enterprises such as Vietnam Expressway Investment Corporation, Infrastructure Development and Financial Investment Corporation, etc.) to prepare proposals for Component Project 1 (from Mai Son to Hoai Nhon, 651 km long) and Component Project 3 (from Cam Lam to Dau Giay, 278 km long); assigning Son Hai Group to prepare proposals for Component Project 2 (from Hoai Nhon to Cam Lam, 312 km long).
The Ministry of Construction will act as the competent authority, coordinating with the Ministry of Finance to consider state budget support options for a number of component projects (if necessary).
“When assigned to prepare a project proposal under the Law on Investment under the public-private partnership method, Deo Ca Group commits to completing the proposal to meet the target of completing the Project in 2027 - 2028 and bear all costs if the Project is not approved by the competent authority,” Deo Ca Group stated in document No. 682.
According to calculations, if the overall project is divided into 7 component projects, the total investment of the component projects will be about 180,361 billion VND, the state budget will support about 12,500 billion VND (accounting for 7%), the capital arranged by the investor will be about 167,861 billion VND (accounting for 93%). The payback period for each project is about 9 - 22 years.
In case the overall project is divided into 3 component projects, the total investment of the component projects is about 181,169 billion VND, the state budget supports about 4,000 billion VND (accounting for 2%), the capital arranged by the investor is about 177,169 billion VND (accounting for 98%). The payback period is about 19 - 23 years.
Regarding the financial plan, the State will collect fees according to the approved Project on Toll Collection for Expressways Using Public Investment Capital for the expressway sections that have been invested in by the public, with a total estimated budget revenue of about VND 9,118 billion, then hand over to the investor of the expansion project to continue implementation when the expansion construction is completed.
“This is the most optimal financial solution for the expansion of the North-South expressway in the East, because it almost does not require the use of budget capital, while the State still collects a large amount of funds during the expansion process,” said a representative of Deo Ca Group.
Many prospects
Deo Ca Group is not the only unit "applying" for the position of investor to implement the project to expand the North-South expressway in the East under the PPP method.
Last weekend, Mr. Nguyen Viet Hai, Chairman of the Board of Directors of Son Hai Group, signed a document to send to the Prime Minister proposing to invest in the complete expansion of 263 km of the North-South Expressway (from Hoai Nhon to Nha Trang) with 100% investor capital.
Accordingly, Son Hai Group wishes to be considered by the Government as the leading investor, cooperating with a number of capable investors to research and implement the complete investment of the North-South expressway projects in the East, continuously 263 km from Hoai Nhon to Nha Trang (including component projects: Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang) under the PPP method.
The investor commits to self-arranging 100% of capital sources (including the investor's equity and other legally mobilized capital), not using state capital, self-implementing the project construction with a progress of no more than 24 months and a 10-year construction quality warranty.
In Document No. 198/CV-TĐSH sent to the Ministry of Construction earlier this week, Son Hai Group proposed that the Minister of Construction consider assigning Son Hai Group as the investor to research and prepare a proposal to expand the component projects of Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Nha Trang - Cam Lam under the PPP method at the investor's expense.
“In case the project proposal is not approved, the investor shall bear all costs and risks. The investor commits to completing the project proposal on time as required by the Ministry of Construction,” said the leader of Son Hai Group.
Previously, on May 30, 2025, Deputy Minister of Construction Bui Xuan Dung chaired a meeting on studying the expansion of the eastern sections of the North-South Expressway under the PPP method.
At this meeting, Son Hai Group said that the time to collect tolls to recover capital for the North-South expressway projects is currently set to not exceed 18 years, therefore, it is necessary to arrange state budget capital to participate in supporting project implementation to ensure feasibility.
In order to mobilize capital from social resources and minimize the state capital involved in project implementation, Son Hai Group proposed to study and calculate increasing the toll collection period for capital recovery at the North-South Expressway expansion projects in the East to a maximum of 25 years. In case the toll collection period is longer than 25 years, then state capital support is needed to participate in project implementation.
Regarding the scale of the project, Son Hai Group proposed to divide the expansion investment projects into complete scale according to the scale and length of the component projects in the 2017 - 2020 phase and the 2021 - 2025 phase that were previously divided to be suitable, scientific and convenient in the management of construction and operation in the future.
In addition, to attract more investors to meet the requirements for implementing this full-scale expansion project, the investor proposed that the Ministry of Construction report to the Government for a specific mechanism on experience in contributing equity capital to implemented projects equal to 20 - 30% of the required equity capital of the project under consideration.
According to Dau Tu Newspaper , a number of large domestic enterprises are ready to follow the footsteps of Deo Ca Group and Son Hai Group in submitting proposals to participate in expanding the eastern North-South expressway sections. This is a very positive signal for the expansion of the eastern North-South expressway to a planned scale, because according to calculations by professional agencies, there are quite a few North-South expressway component projects that are not financially feasible to implement under the PPP method.
Specifically, in the Investment Project to build some sections of the North-South Expressway in the East in the period of 2017 - 2020, only 5/11 component projects can be invested in expansion by PPP form without using state budget capital.
In the North-South Eastern Expressway Investment Project for the 2021-2025 period, up to 10/12 component projects have low expected traffic volume and may have difficulty attracting investors.
“However, if the equity ratio is reduced; there is active participation of financial institutions and the project is divided into reasonable components through the combination of component projects with different levels of investment attractiveness (high and low) to optimize financial efficiency..., the expansion of the entire North-South expressway in the East under the PPP method will still have significant appeal to private investors,” commented a leader of the Transport Design Consulting Corporation.
