The consortium of Dai Dung Group, Construction Corporation No. 1 (CC1), and Hoa Phat Group (referred to as the DCH Consortium) has recently submitted a proposal to the Ho Chi Minh City People's Committee to participate as the EPC (Engineering, Procurement, and Construction) general contractor for urban railway projects in the city.
According to the document, the DCH consortium expressed its desire to research and invest in three key railway lines: Metro Line 2 (Ben Thanh - Tham Luong), the Thu Thiem - Long Thanh railway line, and the Binh Duong New City - Suoi Tien line.

The DCH consortium emphasized that its members currently have a solid foundation in the fields of materials, steel structures, engineering solutions and construction, especially underground projects and EPC general contracting roles.
This has been demonstrated through large-scale projects in which members of the consortium have participated in construction, such as: two underground stations (Ba Son station, City Theatre station) and the depot of Line 1 (Ben Thanh - Suoi Tien).
The DCH consortium believes that, with its existing experience and team, it can quickly mobilize the necessary resources to implement projects, ensuring quality, progress, and efficiency, thereby contributing to the economic growth of Ho Chi Minh City.
In the context of the city accelerating the progress of key infrastructure projects, the DCH consortium proposes that the Ho Chi Minh City People's Committee consider creating favorable conditions for the consortium to study participation in railway projects in the city, especially those railway projects scheduled to commence in 2025 in accordance with Resolution 68/NQ-TW on the development of the private economy.
According to the planned schedule, Ho Chi Minh City will begin construction of metro line 2 (Ben Thanh - Tham Luong) at the end of 2025.
To complete the project in the shortest possible time, the city will select a construction contractor under the EPC model. Therefore, this is an opportunity for large domestic businesses to participate in the investment.
