Qualcomm’s new center in Vietnam follows the merger of VinAI’s Generative AI research division. The center combines the group’s world-class expertise with deep understanding of machine learning, computer vision, and natural language processing in Vietnam. This is considered an important milestone for Qualcomm to improve its ability to develop foundational AI models, while affirming the company’s long-term presence in the field of research and development in Vietnam.

With a team of scientists , researchers and AI experts working in Hanoi and Ho Chi Minh City, Qualcomm's new AI R&D Center will be part of the Group's global AI Research group. This center will play a key role in developing generative AI and agentic AI solutions, applied in many fields such as: Smartphones, personal computers, extended reality (XR), automobiles and Internet of Things (IoT) applications.
Dr. Bui Hai Hung, former General Director of VinAI, is the Vice President of Technology at Qualcomm Corporation. He is responsible for strategic research direction in Vietnam and contributes to Qualcomm's AI research direction globally. Dr. Tran My An (An Mei Chen), Vice President of Engineering at Qualcomm, will lead the technical management.
The center will focus on technological innovation from basic research to platform building, promoting regional human resource development and academic collaborations, and directly contributing to Qualcomm's global product roadmap as well as the development of the AI technology industry in Vietnam.
Qualcomm's operations in Vietnam are closely aligned with national strategies on AI, semiconductor technology and digital transformation, with a focus on technology transfer, ecosystem development cooperation and internal capacity building.
Speaking at the event, Deputy Minister of Science and Technology Le Xuan Dinh affirmed that Qualcomm's launch of the AI R&D Center in Vietnam is an important milestone, opening a new step in technological cooperation between Vietnam and the United States in a new field of mutual interest.
According to the Deputy Minister, the presence of leading technology corporations such as Qualcomm not only promotes AI development in Vietnam, but also demonstrates a commitment to long-term cooperation, contributing to building a sustainable digital economy.

The Deputy Minister said that, as the state management agency for science, technology, innovation and digital transformation, the Ministry of Science and Technology is committed to always closely accompanying the development of technology in general and AI in particular in Vietnam. For AI to truly make a breakthrough, there needs to be synchronous coordination between the state, businesses, research institutes and universities. Therefore, the Ministry of Science and Technology is continuing to perfect legal frameworks to create the most favorable environment for AI research, development and application activities such as building investment incentive policies, supporting basic and applied research, developing high-quality human resources, as well as building necessary data and computing infrastructure. Currently, the Ministry of Science and Technology is urgently completing two important Law projects, the Law on Science, Technology and Innovation and the Law on Digital Technology Industry, which are expected to be passed by the National Assembly at the 9th Session. These two Law projects will pave the way for a series of innovative policies to promote the development of science, technology, innovation and digital transformation in the coming time.
"Qualcomm's choice of Vietnam as the destination for its AI R&D Center demonstrates its belief in the potential and capacity of Vietnam's IT workforce, and is also a vivid demonstration of the increasingly deepening comprehensive strategic partnership between Vietnam and the United States. The AI R&D Center, once operational, will enhance Vietnam's AI research capacity and become a talent incubation center, contributing to the training and development of international engineers, experts, and contributing to promoting sustainable socio-economic development in Vietnam and the region," Deputy Minister Le Xuan Dinh emphasized.

In recent years, Qualcomm has had many outstanding activities in Vietnam, being a partner supporting the 5G "Make in Vietnam" deployment programs of telecommunications enterprises. Qualcomm has cooperated with large Vietnamese corporations such as Viettel, VNPT, MobiFone in designing and manufacturing 5G equipment, Wifi Mesh, AI cameras... Notably, it has supported Viettel in developing 5G infrastructure network equipment according to Open RAN standards; cooperated with VNPT in testing 5G and deploying smart city platforms; supported MobiFone in its 5G network development strategy.
Qualcomm also actively supports the innovation ecosystem in Vietnam through the annual "Qualcomm Vietnam Innovation Challenge" program - where each year dozens of Vietnamese startups have the opportunity to access technology, consultants and financial resources to develop high-tech products.
Qualcomm has also made many contributions to educational activities such as donating computers to students in disadvantaged areas, providing STEM training, and supporting the Posts and Telecommunications Institute of Technology to implement research projects on 5G, AI, and IoT.
