+ It can be affirmed that the ethnic minority, mountainous, border and island areas of the province have now undergone strong, comprehensive and substantial changes. The most important thing is that the regional gap has been gradually narrowed; the material and spiritual life of the people has been significantly improved.
Most notably, 21/25 targets of Resolution 06 have been completed and exceeded the schedule; the remaining 4 targets are guaranteed to be completed in 2025. The province has completed the National Target Program on Sustainable Poverty Reduction 3 years ahead of schedule, and by the end of 2024, there will be no more poor households according to the Central standards. The average income of people in this area reaches nearly 84 million VND/person/year.
Socio-economic infrastructure has been invested in a more synchronous and modern way. Transportation, irrigation, electricity, water, schools, medical stations, cultural institutions, etc. have been strongly upgraded, creating a new look for disadvantaged areas. Defense and security potential has been firmly consolidated, political security and social order and safety have been maintained, no hot spots or complicated spots have occurred. These results confirm that Resolution 06 has gone in the right direction, promoting effectiveness and practicality for the development of the province.
- Among the 25 targets of Resolution 06, many targets have been achieved and exceeded ahead of schedule. In your opinion, what is the decisive factor that led to this result?
+ There are 3 key factors. First is the strong and consistent leadership and direction of the Provincial Party Committee, People's Council and People's Committee. The Standing Committee and Standing Committee of the Provincial Party Committee directly inspected and supervised at the local level; the whole province carried out 36 provincial-level inspections and 45 inspections by departments and branches, promptly removing obstacles for the grassroots.
Second, the province's specific mechanisms and policies are issued promptly, using the state budget as "seed capital" to mobilize more socialized resources; focusing on investment in infrastructure, production, social security and basic welfare.
Third, it is the consensus of the people. Ethnic minorities believe in and actively respond to the policy; boldly change production models, participate in poverty reduction programs, and build new rural areas. This is the most important factor ensuring the sustainability of results. The consensus from the province to the grassroots, from the political system to the people has created the comprehensive results of Resolution 06.
- With the goal of improving the quality of life of people, especially ethnic minorities, mountainous and border areas, and gradually narrowing the regional gap, what policies and orientations does the province have in the 2026-2030 period, sir?
+ In the period of 2026-2030, Quang Ninh continues to set the goal of rapidly narrowing the gap in living standards and income between ethnic minority areas and the general level of the province, striving for the average income per capita of ethnic minority areas to reach at least half of the average income of the whole province by 2030. Along with that, focus on building synchronous, modern infrastructure, connecting with developed regions. Strive to have no more poor households according to the province's standards; newly escaped poverty households in need have full access to policy credit sources. Firmly consolidate national defense and security, social order and safety, and maintain national border sovereignty .
- With its role, what advice will the Department of Ethnic Minorities and Religions give to the province to continue promoting socio-economic development associated with ensuring national defense and security in ethnic minority, mountainous, border and island areas?
+ In the coming time, the Department of Ethnic Minorities and Religions will continue to synthesize and develop a draft project to implement the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, Phase II, integrated with other national target programs according to the Central Government's guidance. In particular, the focus is on advising on restructuring production, promoting production - processing - consumption linkage models; supporting the development of sustainable livelihoods for people; strongly prioritizing resources for essential infrastructure such as transportation, irrigation, clean water, schools, health care , culture... creating a foundation for long-term development.
