Construction in parallel
In less than a month, the Lao Cai- Hanoi -Hai Phong railway project will begin construction (December 19). To serve the project's site clearance, Hai Phong city is implementing 14 resettlement area construction projects in related communes and wards.
Duong Kinh resettlement area is a pre-approved project and started on August 19, 2025. After 3 months since the groundbreaking date, this place has changed significantly.
On the construction site, whether sunny or rainy, the sound of excavators, bulldozers, and the voices of engineers and workers exchanging work create a lively atmosphere. Mr. Bui Van Dat, a construction site technician at Loan Khai Investment and Construction Trading Company Limited, said: Currently, the contractor has mobilized 20 excavators, 3 bulldozers, 6 rollers, and more than 70 engineers and workers to organize construction in 3 shifts. Although the weather conditions have been unfavorable recently, the construction volume has reached 35%. "We aim to complete the project early, before the contract deadline, and hand it over to the investor and the city to put it into use," Mr. Bui Van Dat added.

The atmosphere at the construction site of two resettlement projects serving the site clearance of the Kien Thuy district project (now Kien Thuy and Kien Hai communes) and An Lao district project (now An Khanh and An Hung communes) is bustling and urgent.
Engineer Hoang Van Tuan, Commander of the resettlement area construction site in Kien Thuy and Kien Hai communes, said that after receiving the site from the local government, the unit simultaneously implemented construction of 5 resettlement areas in Kien Thuy and Kien Hai communes.
The construction unit identified this as a national key project, so the early completion of the construction of the resettlement area will contribute significantly to speeding up the project's site clearance. The completion time of the 5 resettlement areas according to the contract is mid-November 2026, so the contractor mobilized maximum human resources, materials, and equipment to organize construction in 3 shifts, determined to put the resettlement areas into use as soon as possible.
According to information from the Department of Construction, in addition to the 3 resettlement projects in the east of the city that have started construction, the remaining 11 resettlement projects are completing procedures to start construction this November and December.

The resettlement area is better than the old place.
Mr. Dao Ba Nghia, in Du Vien village, An Khanh commune, although somewhat sad when coming here, he will no longer be attached to the land where his family has lived for many years. However, with the resettlement area having synchronous technical and social infrastructure, Mr. Nghia is more assured. "The resettlement areas have spacious roads, underground electricity system, lighting, drainage, and synchronous trees. Moving here, people can do business or create jobs for themselves after their land is recovered," Mr. Nghia is optimistic.
In order to speed up the progress of construction of resettlement areas serving the Lao Cai-Hanoi- Hai Phong railway project, the City People's Council recently adjusted the public investment plan for 2025 for 3 resettlement projects in Kien Thuy area (now Kien Thuy commune, Kien Hai commune); An Lao area project (now An Hung commune, An Khanh commune) and Duong Kinh area project, each project was adjusted to increase by 100 billion VND/project.
Identifying the end of 2025 as an urgent period to speed up the progress of projects related to the fields of transport and construction, the Hai Phong Traffic and Agricultural Construction Investment Project Management Board (the investor of the 3 resettlement areas) together with local authorities and construction units accelerated site clearance and construction.
By November 18, the resettlement project in Duong Kinh area had disbursed 99% of the capital allocated in 2025. It is expected that the two resettlement projects in Kien Thuy and An Lao areas will disburse 100% of the allocated capital by the end of January 2026.
According to the Director of the Department of Construction, Le Quy Tiep, the resettlement areas serving the project are invested by the city to ensure the following principles: convenience, large scale and new housing is better than the old one. The areas are invested in synchronous technical infrastructure, social infrastructure and smooth traffic system, connected to existing roads and residential areas; have synchronous wastewater treatment and drainage systems.
The investment in the construction of resettlement areas is carried out in accordance with the direction of the City Party Secretary Le Tien Chau. That is, the implementation must be quick but must ensure quality and technical requirements so that the new residence must be better than the old one.
The Lao Cai-Hanoi-Hai Phong railway construction investment project through Hai Phong city has a main line of 89.8 km and two branch lines of 20.57 km, passing through 23 communes, wards and special zones. The land area to be cleared is up to more than 624 hectares, of which the western area is more than 218 hectares, the eastern area is more than 405 hectares. The total number of households whose land must be recovered for the project is 6,096 households.
