“At 9pm, the Prime Minister called me to ask if a vaccine fund could be established. I replied that it could be established. That very night, we convened a meeting and assigned tasks to the Departments and Bureaus to implement the regulations and establish the fund. We assigned the Department of Public Administration to develop Circular 41 that very night. And at 8am the next day, we placed both the Circular and the Decision to establish a COVID-19 vaccine fund on the Prime Minister's desk,” Mr. Phoc recounted.

He added that there were nights when the Prime Minister chaired meetings until 2 a.m. Other members of the Government also worked hard for the health and lives of the people during the pandemic.

Even when we accompanied the Prime Minister in Ho Chi Minh City and Binh Duong, the 4 Ministers arrived at Tan Son Nhat airport but had nothing to eat. After searching for more than an hour, we found 4 packs of instant noodles. After eating, we boarded the plane and arrived home late at night. During the epidemic period, all sectors focused on fighting the epidemic to save people and serve the economy ,” Mr. Phoc shared.

Mr. Phuc also gave an example of the urgent work of the Government and the National Assembly. According to the Minister of Finance, Resolution 43 of the National Assembly was issued on January 11, 2022 on economic policy issues, 17 days later the Ministry of Finance submitted to the Government to issue Decree 15 (effective February 1, 2022).

“Thus, just 20 days after the National Assembly Resolution, the Government Decree was issued to support businesses and people,” said Mr. Phuc.

During the COVID-19 pandemic, the Government has implemented flexible fiscal policies, demonstrating determination.

“The Government has directed the fight against the pandemic while creating favorable conditions for businesses and people to develop their businesses. In 2021, fiscal policy alone has exempted, reduced, and refunded taxes, fees, and charges of VND132 trillion, of which exemption and reduction is VND24 trillion, and extension is more than VND108 trillion. In 2022, we will mobilize the largest resources, implementing the largest tax exemption and deferral policy of VND200.3 billion. In 2023, the Government directed the Ministry of Finance, we plan to exempt, reduce, and refund VND195.4 billion,” said Mr. Phoc.

COVID-19 vaccine fund has surplus of more than 3,118 billion VND

The COVID-19 Vaccine Fund collected 10,791 billion VND, of which 7,672 billion VND was spent on vaccines, with a surplus of 3,118.9 billion VND, with a total of 693,476 donations.
