The Politburo and the Secretariat assessed that the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms violated the principle of democratic centralism, Party regulations, State laws, and working regulations.
Specifically, the Standing Committee of Thanh Hoa Provincial Party Committee in the two terms above has approved investment policies, planning, and planning adjustments for a number of land-use projects of FLC Group; approved policies and implemented public investment projects under the Smart City project. In addition, there were violations in land management, use and implementation of the Hac Thanh Tower project; in personnel work; leaders declaring and publicizing assets and income.
The Standing Committee of Thanh Hoa Provincial Party Committee for the two terms mentioned above also lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and many organizations and individuals to violate Party regulations and State laws.
Violations by the Standing Committee of the Thanh Hoa Provincial Party Committee during the 2010-2015 and 2015-2020 terms "have caused serious and difficult-to-remedy consequences, causing great damage and risk of damage to the state budget, resulting in many officials and party members being disciplined and criminally prosecuted, causing bad public opinion in society, reducing the prestige of the party organization and local government".
