Mr. Nguyen Duc Trung was introduced to the Hanoi People's Council to elect him as Chairman of the City People's Committee.

On the afternoon of November 10, at the City's key officials conference, the Hanoi Party Committee announced the Politburo's Decision to transfer and appoint Mr. Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee - to hold the position of Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term, and at the same time introduced him to the City People's Council to elect him as Chairman of the City People's Committee for the 2021-2026 term.

At the conference, Party Central Committee member, Deputy Head of the Central Organization Commission Nguyen Quang Duong announced Decision No. 2509-QDNS/TW of the Politburo on personnel work, according to which Mr. Nguyen Duc Trung ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Secretary of Nghe An Provincial Party Committee for the 2025-2030 term; was transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Hanoi Party Committee for the 2025-2030 term. Secretary of Hanoi Party Committee Nguyen Duy Ngoc presented the decision to comrade Nguyen Duc Trung.

In his speech, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized that the Politburo's assignment of Mr. Nguyen Duc Trung shows the recognition of the qualities, capacity, prestige and practical achievements of a well-trained official who has worked in many positions at the central and local levels. He said that this is also a step in implementing the policy of arranging Chairmen of People's Committees of provinces and cities who are not local people to ensure objectivity and transparency in leadership.

According to the Hanoi Party Committee, Mr. Nguyen Duc Trung, born in 1974, has an innovative mindset, scientific working methods, is determined, close to the grassroots; dares to think, dares to do, dares to take responsibility and always completes assigned tasks well. The Party Committee leaders believe that the new Deputy Secretary of the Party Committee will inherit the tradition of the capital with thousands of years of culture, solidarity, intelligence and creativity to contribute to building Hanoi to develop to be worthy of being the political, economic and cultural center of the whole country.

Secretary of the City Party Committee Nguyen Duy Ngoc requested the Executive Committee, Standing Committee and leaders at all levels in the City to unite, support and accompany Mr. Nguyen Duc Trung in implementing political tasks and socio-economic development of Hanoi.

Also at the Conference, City Party Secretary Nguyen Duy Ngoc pointed out three key groups of tasks in the coming time.

Firstly, agencies and units must focus on reviewing the Action Program to implement the Resolution of the 18th City Party Congress according to the motto "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority; concretize the implementation of 9 strategic Resolutions of the 13th Politburo and thoroughly grasp the spirit of action "Hanoi said and did, do quickly, do correctly, do effectively, do to the end".

Second, the City continues to review, supplement and perfect the system of strategic documents such as Resolution No. 15-NQ/TW of the Politburo, the Capital Law 2024 and two major plans; at the same time, research and develop the Capital Master Plan with a long-term vision, prioritizing the resolution of urgent urban issues: underground space, flooding, environmental pollution, traffic congestion.

Third, from now until the end of 2025, Hanoi needs to "accelerate direction and management" to achieve the target of GRDP growth of over 8%; promote disbursement of public investment capital; handle obstacles and speed up key projects such as Tran Hung Dao Bridge, renovating and beautifying both sides of To Lich River, the road connecting Gia Binh Airport with the Capital. The city must also promote administrative reform, decentralization, decentralization, cut procedures associated with digital transformation and implement Resolution 57-NQ/TW; ensure price stability and social security, take care of the Lunar New Year 2026, especially for policy beneficiaries and the disadvantaged, and stimulate tourism and year-end consumption.

The City Party Secretary requested the City to closely coordinate with central agencies to maintain political security, social order and safety, and serve the organization of the 14th National Congress of the Party; at the same time, prepare well for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. He emphasized: "There are only 50 days left until the end of the year, all levels and sectors must make the greatest efforts, clearly decentralize and delegate power, and combine procedural reform with digital transformation to both serve the people and promote development."

Previously, at the 14th Conference, the Party Central Committee elected Mr. Tran Sy Thanh - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee - to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.
