
Mr. Tran Luu Quang - Secretary of Ho Chi Minh City Party Committee
On the morning of October 14, at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030, the Central Organizing Committee announced the Politburo 's decision to appoint the Executive Committee, the Standing Committee of the Ho Chi Minh City Party Committee, the Secretary and Deputy Secretaries of the Ho Chi Minh City Party Committee for the term 2025 - 2030.
Accordingly, the Politburo decided to appoint Mr. Tran Luu Quang to hold the position of Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.
The Deputy Secretaries of the Ho Chi Minh City Party Committee for the 2025-2030 term include: Mr. Le Quoc Phong, Mr. Nguyen Van Duoc, Mr. Vo Van Minh, Mr. Nguyen Phuoc Loc, Mr. Dang Minh Thong and Ms. Van Thi Bach Tuyet.
Previously, on August 25, the Politburo decided to transfer, assign, and appoint Mr. Tran Luu Quang to join the Executive Committee, Standing Committee, and hold the position of Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.
Mr. Tran Luu Quang was born in 1967, hometown in Trang Bang ward, Tay Ninh province. He has a master's degree in public administration, mechanical engineering and a bachelor's degree in political theory.
During more than 30 years of work, Mr. Tran Luu Quang has held many positions, led many localities and held important positions in the Government and the Central Party.
Being appointed as Secretary of the Ho Chi Minh City Party Committee, for Mr. Quang, is a return to continue his leadership work at the Ho Chi Minh City Party Committee, when he held the position of Standing Deputy Secretary of the Ho Chi Minh City Party Committee from February 2019 to June 2021.
Previously, from 2015 to 2019, Mr. Tran Luu Quang was the Secretary of the Tay Ninh Provincial Party Committee. This is also where he worked for 25 years, as a cadre who rose from the grassroots and successively held the leadership positions of the Department of Planning and Investment, Chairman of the People's Committee, Secretary of the Trang Bang District Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Secretary of the Tay Ninh Provincial Party Committee.
In June 2021, the Politburo assigned him to be Secretary of the Hai Phong City Party Committee for the 2020-2025 term.
After working and leading in Tay Ninh, Ho Chi Minh City, Hai Phong, in January 2023, he began working at the Central level. At the 2nd extraordinary session of the 15th National Assembly, he was approved and appointed as Deputy Prime Minister by the National Assembly.

In August 2024, the Politburo continued to assign him an important role in the Party agency, as Head of the Central Economic Committee. On February 3, 2025, the Central Economic Committee was renamed the Central Policy and Strategy Committee. The Politburo decided to assign Mr. Tran Luu Quang as Head of the Central Policy and Strategy Committee.
Mr. Tran Luu Quang assumed the position of Secretary of the Ho Chi Minh City Party Committee in a particularly important context for Ho Chi Minh City and the whole country. In particular, along with other provinces and cities, Ho Chi Minh City has just been expanded, merging Binh Duong and Ba Ria - Vung Tau into the new Ho Chi Minh City, expanding the development space.
At the same time, to meet the development requirements in the new era, the Politburo also issued a set of four important and strategic Resolutions, including: Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law-making and enforcement; and Resolution 68-NQ/TW on private economic development.
These are the key Resolutions, with the participation of the Central Economic Committee, the Central Policy and Strategy Committee. In his role as Secretary of the Ho Chi Minh City Party Committee, Mr. Tran Luu Quang will continue to work with Ho Chi Minh City to realize the policy, playing the leading and pioneering role of the whole country.

Secretary Tran Luu Quang: Ho Chi Minh City applies the most open mechanism to call for investment
On August 25, speaking after receiving the decision from the Politburo, Secretary Tran Luu Quang shared that accepting the task of leading the Ho Chi Minh City Party Committee was a great joy and honor for him. His greatest thoughts and emotions, similar to those of previous assignments, were anxiety and worry.
Mr. Quang confided: "I am worried because the task assigned to the city is extremely large, worried because of the expectations of the leaders, the desire for a better life of nearly 14 million people in the city; the expectation of investors and businesses for an efficient, effective, and productive government, not only for the growth of the city but also for the development of businesses."
Then, on September 15, when delivering the closing speech at the 4th Ho Chi Minh City Party Committee Conference (expanded), Mr. Tran Luu Quang said that in the near future, Ho Chi Minh City will have major changes in personnel according to certain principles.
On October 2, at the meeting of the Ho Chi Minh City Steering Committee on implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Mr. Quang emphasized that Ho Chi Minh City applies the most open mechanism to call for investment, reform administrative procedures and prioritize infrastructure arrangement for development.
