(QBĐT) - On the morning of March 21, the Provincial People's Committee held a working session with a number of departments, branches, and localities on the housing support program for people with meritorious services to the revolution and relatives of martyrs in the province, chaired by Mr. Hoang Xuan Tan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. Attending were representatives of leaders of relevant departments, branches, units, and localities.

Implementing the direction of the Provincial People's Committee, the Department of Construction has presided over and coordinated with agencies, departments, branches, People's Committees of districts, towns and cities to develop a housing support project for revolutionary veterans and martyrs' relatives in the province and directed the implementation.

Based on the list of NCC and martyrs' relatives eligible for housing support approved by the People's Committees of districts, towns and cities, the Department of Construction has compiled and determined the capital needs, reported to the Ministry of Construction and compiled, developed and submitted to the Provincial People's Committee for approval the Housing Support Project for NCC with the revolution and martyrs' relatives in Quang Binh province in Decision No. 480/QD-UBND, dated February 26, 2025.

The leaders of the Department of Construction reported on the implementation of the Housing Support Project for people with revolutionary contributions and relatives of martyrs.

Accordingly, the whole province has 2,583 households of NCC with revolutionaries and martyrs' relatives eligible for support in building and repairing houses; of which, 724 households are newly built, 1,859 households are repaired and renovated.

Based on the proposal of the Department of Finance on the additional support level from the provincial budget, the Department of Construction has drafted and reported to the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution regulating the level of housing support for NCC with the revolution and relatives of martyrs in Quang Binh province; which stipulates: In addition to the support level from the central budget (according to the provisions of Decision No. 21/2024/QD-TTg), the provincial budget supports an additional 20 million VND/household to build new houses, 10 million VND/household to renovate and repair houses.

The total estimated additional support from the provincial budget is 33,070 million VND, of which additional support for newly built households is 14,480 million VND, and for renovated households is 18,590 million VND...

At the meeting, delegates discussed and clarified difficulties and obstacles in implementing the Housing Support Project for revolutionary veterans and martyrs' relatives, and proposed solutions to ensure the project is implemented on schedule.

Speaking at the conclusion of the meeting, Vice Chairman of the Provincial People's Committee Hoang Xuan Tan emphasized that from now until the end of 2025, there are only 9 months left to implement and complete the project, in which October, November, and December are unfavorable months due to rainy and stormy weather, so it is necessary to be determined to complete the support for housing construction for households in the project on schedule.

He requested the Department of Construction to synthesize and propose specific measures to handle difficulties in the implementation of the project; report to the Provincial People's Committee and the Ministry of Construction if beyond their authority.

The Department of Finance guides localities in making estimates, managing, allocating, paying, and settling support funds; advising on the arrangement of provincial budget funds for policy implementation management with a maximum level of no more than 0.5% of the total State budget support for policy implementation; researching, advising, and proposing plans to advance funds from the provincial budget or other sources as prescribed to support housing construction for NCC with the revolution and relatives of martyrs. After being allocated by the Ministry of Finance , the source will be refunded as prescribed.

The Vice Chairman of the Provincial People's Committee also requested units and localities, especially news agencies and newspapers, to step up propaganda work to create a vibrant competitive atmosphere and spread strongly in the community and society.

The People's Committees of districts, towns and cities shall review the approved list of households of NCC with the revolution and relatives of martyrs receiving housing support before supporting construction, ensuring that the right subjects are eligible according to regulations. Localities need to urgently start construction, striving to start construction of 50% of the houses for NCC with the revolution and relatives of martyrs in the area by April 20...
