Promoting bravery and intelligence to build a revolutionary, disciplined, elite, and modern Naval Region 5

On June 2 and 3, in Phu Quoc City (Kien Giang), the Party Committee of Naval Region 5 held its 13th Congress for the 2025-2030 term. Major General Nguyen An Phong, Secretary of the Party Committee and Political Commissar of the Navy attended and directed.

Attending the congress were Colonel Vu Anh Tuan, Chief of Naval Politics ; representatives of functional agencies of the Navy and 150 delegates representing all party members of grassroots party organizations under the Naval Region 5 Party Committee.

The Congress determined the direction throughout the 2025-2030 term to build a clean and strong Party organization; a revolutionary, disciplined, elite, and modern Navy Region 5, playing the core role in managing and firmly protecting the sovereignty of the sea and islands in the Southwest of the Fatherland.

Some outstanding targets set by the congress include: grasping the situation, promptly advising, handling situations at sea correctly, accurately, and effectively, not allowing conflicts or hot spots to occur; completing combat training tasks well; striving for no serious violations of the law or discipline, with normal discipline below 0.2%; building 100% of safe agencies and units (over 75% absolutely safe). Every year, striving for 100% of subordinate party organizations to complete their tasks, with over 90% completing their tasks well and excellently.

On behalf of the Standing Committee of the Party Committee and the Navy Command, Major General Nguyen An Phong commended the efforts, endeavors and comprehensive results that the Party Committee of Naval Region 5 has achieved in the past term. He requested that Party committees and commanders at all levels focus on thoroughly grasping the spirit of Party congresses at all levels and resolutely and synchronously deploy key tasks.

Continue to thoroughly grasp and grasp the Party's guidelines and viewpoints, policies and tasks of national defense and security, especially the task of protecting sea and island sovereignty in the new situation. On that basis, concretize them into functions and tasks that are close to the characteristics of the Region. Each cadre, party member and soldier needs to uphold the sense of responsibility, be ready to receive and complete well all assigned tasks.

The unit needs to proactively monitor and grasp the situation in the sea area assigned to it, not to be passive or surprised in any situation. At the same time, it needs to promote its advisory role well, proposing flexible, creative, principled and appropriate countermeasures to meet the requirements of the task.

Major General Nguyen An Phong requested that Naval Region 5 continue to promote its role as a peacetime working force, truly being the core force in building a national defense and a “people’s heart” at sea. Officers and soldiers of the Region need to proactively coordinate with local Party committees and authorities to help people prevent, combat, and overcome the consequences of natural disasters and ensure the safety of people’s lives and property, worthy of being a solid support for fishermen and people in coastal and island areas.

The unit focuses on improving the quality of training and combat readiness; thoroughly grasping and strictly implementing the 3 viewpoints, 6 principles, and 8 combinations in training. Officers and soldiers need to promote self-awareness, proactively practice, improve their bravery, qualifications, and skills in using weapons and technical equipment to meet the requirements of assigned tasks.

Major General Nguyen An Phong also emphasized the exemplary role of cadres and party members. In particular, superiors must set an example for subordinates, cadres must set an example for soldiers. From there, the spirit of responsibility, the will to rise up and fighting spirit spread throughout the unit. All levels need to do a good job of cadre work, evaluate and arrange the right people, the right jobs, the right strengths; strengthen inspection and supervision work, conduct inspections with focus and key points, closely combine prevention, detection and handling, ensuringeducation and effectiveness.

With the spirit of solidarity, democracy, discipline and development, the congress elected the Party Executive Committee of the Region for the 2025-2030 term, consisting of 15 comrades and 18 official delegates (2 alternate delegates) to attend the 14th Congress of the Navy Party Committee for the 2025-2030 term.

According to the report at the congress, in the past term, the Party Committee of Naval Region 5 has promoted its leadership and direction role well, and completed all assigned political tasks. Notably, it has strictly maintained combat readiness, patrolling, and guarding, firmly protecting the sovereignty of the Southwestern sea and islands; effectively handling situations, avoiding being passive or surprised.

Training work has been comprehensively innovated, closely following the motto of “basic, practical, solid”, closely combining military training with political education. Completing 100% of training content, programs, and time for subjects; the number of troops reached over 98.7%, the annual rate of good and excellent soldiers was from 81.26% to 87.35%; organizing competitions, sports, live-fire, and exercises achieved high results, with absolute safety.

Defense diplomacy activities continue to be promoted. The region has built and strictly implemented the Coordination Regulations with the Royal Thai Navy and the Royal Cambodian Navy; effectively maintained communication channels, especially hotlines; promptly exchanged and shared information, coordinated well in joint patrols, search and rescue, combated illegal fishing and effectively handled situations arising at sea.

Logistics and technical work is deployed synchronously and systematically, meeting regular requirements and sudden tasks, contributing to ensuring the lives and health care of soldiers, maintaining technical coefficients and improving the combat readiness of the unit in special conditions on islands and remote seas.

Party building work has many innovations, the leadership capacity and fighting strength of party organizations have been increasingly improved. The Party Committee of the Region always attaches importance to the principles of party organization and activities; effectively carries out inspection, supervision, political and ideological education, raising awareness, political capacity, and sense of responsibility for cadres and party members. The study and following of Ho Chi Minh's ideology, morality, and style continues to be widely and substantially implemented, becoming an important foundation in building the qualities of revolutionary soldiers.

In addition to military and defense tasks, Naval Region 5 actively carries out mass mobilization work, military rear policies, and propaganda for the sea and islands. The programs "Navy as a support for fishermen to go offshore and stick to the sea" and "Navy sponsors fishermen's children" have been effectively implemented.

During its term, the Region has organized rescue and towing of 33 ships, supported the construction of 6 gratitude houses, provided supplies at sea 27 times, provided more than 3 million liters of fresh water to fishermen, presented more than 781 gifts to families of policy beneficiaries and soldiers in difficult circumstances, and contributed more than 2 billion VND to the "Repaying gratitude" Fund. These acts of kindness have left deep impressions in the hearts of the people and local Party committees and authorities, contributing to building an increasingly solid "people's hearts" position in the area.
