Clearly identifying mineral resources as immediate and long-term resources for socio-economic development, ensuring national defense and security, Dak Nong province has always paid attention to protecting and effectively and reasonably exploiting mineral resources.

Dak Nong is a province with diverse mineral resources potential, large reserves such as bauxite, kaolin, pozzolan, mineral water, gemstones... Up to now, some types of minerals have been exploited and developed into industries, especially bauxite. Therefore, in recent times, Dak Nong has built and issued Resolutions and policies on leadership, direction, management, protection and exploitation of minerals. Typically, Resolution No. 02-NQ/TU dated November 15, 2010 of the Provincial Party Committee on management, exploitation and use of resources and minerals of the province until 2015, with a vision to 2020; Resolution No. 05-NQ/TU dated July 27, 2016 of the Provincial Party Committee on strengthening the leadership of the Party in land management and use associated with population management in the period 2016 - 2020...

The management, exploitation and use of minerals in Dak Nong province are increasingly effective thanks to the implementation of the above Resolutions. Specifically, from 2015 to 2020, the implementation of the Resolutions has created a major change in both awareness and action of the entire political system, people and businesses in the management and exploitation of minerals. Up to now, the province has basically completed the investigation, exploration and assessment of bauxite reserves. For other minerals, the province has approved the Plan for protection of unexploited minerals and adjusted the Mineral Planning for a long term. The political report of the 12th Provincial Party Congress also pointed out one of the key tasks of the 2020 - 2025 term is "Continuing to direct the implementation of the management of resources, land and minerals, focusing on implementing well the work of protecting and developing forests; land management associated with population management".

With the slogan "Development and Integration", Dak Nong province has gradually transformed, innovated and upgraded the province's infrastructure. In addition, the economic life of the people has improved day by day, the demand for construction is increasing. To meet the demand for raw materials in construction activities, the Department of Natural Resources and Environment has advised the Provincial People's Committee to issue mining licenses to companies and organizations exploiting minerals in the province. Up to now, there have been 42 licenses for mining minerals for common construction materials.

According to Mr. Nguyen Van Hiep - Director of the Department of Natural Resources and Environment of Dak Nong province, in order to effectively exploit mineral resources, serving the socio-economic development of the locality, in the past time, the Department has coordinated with relevant units to review and add mineral mines to the Provincial Mineral Exploration, Exploitation and Processing Plan and advised the Provincial People's Committee to organize auctions of mineral exploitation rights according to regulations. At the same time, in order to improve the effectiveness of state management of mineral exploitation activities, economically and effectively use resources and restore order and discipline in mineral exploitation, the Department of Natural Resources and Environment has reviewed and advised the Provincial People's Committee to revoke 11 Mining Licenses because the license holders violated regulations in mineral exploitation activities such as not fulfilling financial obligations (paying fees for granting mineral exploitation rights), not putting the mine into operation, etc.

Hold managers accountable

In addition to achieving some outstanding results, the management and protection of resources and minerals in the province still have shortcomings and difficulties. One of the prominent problems is the illegal exploitation of minerals. Typically, illegal stone and pillar mining sites take place in some localities; illegal sand mining on the Krong No River; illegal peat mining in Dak Song; illegal soil mining for leveling materials in many localities... In particular, there are still some enterprises specializing in organizing illegal mineral exploitation activities and although they have been detected and handled by the authorities, they have still recurred. According to statistics from specialized agencies, up to now, along the Krong No River, there have been 19 key landslides due to sand mining and hydropower operations, with a total length of more than 9.7km. Erosion of river sections not only wastes land and sand resources but also affects local security and order.

According to Mr. Le Trong Yen - Vice Chairman of Dak Nong Provincial People's Committee, in the coming time, facing these problems, the province will also issue documents and notices on handling violators and assigning responsibility to the heads of each locality.

Specifically, Dak Nong province will review the responsibility of local government leaders in cases where illegal mineral exploitation activities occur in the area without being handled thoroughly or failing to promptly report to superior agencies in cases where they cannot be prevented. At the same time, the province will also consider the protection of unexploited minerals as one of the criteria for evaluating the results of emulation, rewards and the level of completion of annual tasks of units assigned to manage them; focus on budget allocation, ensuring that local governments and police forces carry out activities to protect unexploited minerals in the area. “The police need to strictly handle cases of illegal mineral exploitation occurring in the whole province. The Provincial Tax Department will resolutely implement measures to urge collection and handle tax arrears according to the direction of the General Department of Taxation. At the same time, the Provincial Tax Department needs to transfer the files of mineral exploitation enterprises that are slow to pay and have long-term tax arrears to competent authorities for handling, such as revoking projects, mining licenses or business registration certificates,” Mr. Le Trong Yen shared.

To solve the above difficulties, Dak Nong province needs to continue to strengthen leadership in the management and use of mineral resources; all levels and sectors need to promote solutions to complete social and environmental goals in the process of developing the mineral exploitation and processing industry. Regarding sand mining activities, Dak Nong needs to closely monitor and implement measures to minimize and overcome riverbank erosion. In the coming time, the province will make proposals to relevant ministries and sectors to carry out geological surveys and mapping of minerals in the area to serve as a basis for developing plans for protection, exploitation, and reasonable and sustainable use... To aim at the goal of promoting mineral potential to actively contribute to socio-economic development and create jobs for many workers, Dak Nong province needs to pay more attention to the management and protection of resources and minerals.
