This is a great spiritual motivation urging our entire army to strive together with the entire people to fulfill the historical mission in the resistance wars to liberate the nation and unify the country and to make every effort to build and defend the Fatherland in the new era - the era of national growth.

At this historical moment, a major policy, a major decision of profound revolutionary nature "strengthening the organizational apparatus of the political system" meets the requirements of the tasks in the new situation. We all understand that the organizational apparatus of the Vietnamese political system, although having been strengthened through many terms of the Party, is still basically following the model designed decades ago associated with the centralized planned economic institution.

With the country's development after 40 years of renovation, along with the process of building a modern market economy , deeply integrating in the direction of Socialism, many issues are no longer suitable with many shortcomings.

Specifically, the apparatus is cumbersome, with many levels and focal points; the effectiveness and efficiency of operations have not met requirements; functions, tasks and powers are not really clear and still overlap... the demarcation, decentralization and delegation of powers are not synchronous and reasonable, in some places there are still excuses to do things instead...

Breakthrough policy for national prosperity

With a breakthrough and drastic policy, an extremely important focus of the country's work in the current and upcoming period for the country to develop prosperously and sustainably. By 2030, the 100th anniversary of the founding of the Party, Vietnam will become a developed country with modern industry and high average income, and by 2045, the 100th anniversary of the founding of the country, it will become a high-income socialist country.

The requirements of that strategic mission and goal pose for our entire Party, army and people an extremely heavy task with many advantages, but also many challenges to overcome.

In this historical context, "Uncle Ho's soldiers", whether they are working, retired or have changed to another field of activity in the country in general and the People's Army in particular, need to have correct, complete and profound awareness with high determination and drastic action, striving with the whole country to create social consensus to successfully implement major policies and decisions.

Thoroughly grasping to have correct perception requires each of us to study and understand more fully the resolutions and conclusions of the Central Committee and the Politburo in leading the implementation of the innovation policy, arranging the organization and apparatus of the political system in many recent congress terms, and answering why up to now the Central Committee has had to implement it drastically with the urgent spirit of "running and lining up at the same time".

Thoroughly implementing the Party's major decisions requires each of us - "Uncle Ho's soldiers" to strive to practice, always questioning ourselves: on the one hand, we must express our own legitimate aspirations, as well as those of the cadres, civil servants and public employees that we have recognized. At the same time, we must be exemplary in implementing the requirements of tasks and decisions assigned by the organization with a self-aware and sincere attitude for the common good.

Absolutely do not "refute", speak with subjective consciousness, emotion, lack of careful consideration... easily create conditions for people with strong individualism to complicate and cause more common difficulties.

On the other hand, we must proactively and uncompromisingly fight, especially in cyberspace, against hostile ideological arguments, spreading false information that causes information disruption, causing internal turmoil in order to break the great national unity bloc, and shake the people's trust in our Party and State.
