On January 11, Member of the Party Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment Dang Quoc Khanh attended and gave a speech at the Conference to review the state management work of the Geology and Minerals sector in 2023 and deploy directions and tasks for 2024. Deputy Minister of Natural Resources and Environment Tran Quy Kien also attended and spoke at the Conference.
Also attending the conference were leaders of units under the Ministry of Natural Resources and Environment; specialized experts of the Departments, Offices, Inspectorate of the Ministry of Natural Resources and Environment, and all leaders, civil servants, public employees, and workers of the Vietnam Geological Survey and the Vietnam Minerals Administration.
Continue solidarity and unity in performing tasks
Speaking at the conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien assessed that over the past year, the Vietnam Geological Survey and the Vietnam Minerals Administration have made great efforts to carry out their assigned tasks and achieved good results, including urgent projects serving the country's major socio -economic development programs. The Deputy Minister hopes that in 2024, the two units will successfully complete the tasks they have registered in the work program of the natural resources and environment sector.
Speaking at the Conference, Minister of Natural Resources and Environment Dang Quoc Khanh acknowledged, commended and congratulated the results achieved by the two units in the past year. According to the Minister, although 2023 is the first year that the two Departments implement the new model after being separated from the General Department of Geology and Minerals of Vietnam, the work of perfecting and rearranging the organizational apparatus still faces difficulties, but the two units have well implemented their professional tasks. Among those tasks, there is a very important task that the Government has assigned the Ministry of Natural Resources and Environment to coordinate with ministries and branches to implement, which is to implement the Project "Assessing sea sand resources to serve highway and transport infrastructure projects in the Mekong Delta".
In 2024, with a huge amount of work, especially focusing on building the Law on Geology and Minerals, Minister Dang Quoc Khanh suggested that the two units need to continue to promote the spirit of solidarity between units, unify in management work to ensure the effectiveness of assigned work, and importantly, frankly acknowledge the shortcomings and limitations in 2023 to develop solutions to overcome them. In particular, Minister Dang Quoc Khanh pointed out that, with the long tradition and history of the geology and mineral industry and many generations of seniors who have contributed to the development, each officer of the two units of Geology and Minerals must always be proud and honored but also feel the responsibility to continue the heroic tradition of the industry, always orienting the effective use of national resources.
Regarding the Vietnam Geological Survey, Minister Dang Quoc Khanh said that the role of geology is very important, which is also clearly shown in the draft Law on Geology and Minerals. Nowadays, geological databases are very necessary and are always linked to the strategic plans for socio-economic development of all levels, sectors and localities. Therefore, the Minister emphasized that in order to do a good job of state management of geology, there must be a geological database - that is the key point, the Vietnam Geological Survey must connect and synthesize to build a database linked to localities to serve socio-economic development; at the same time, research and provide documents to serve the work of warning about natural disasters, geology, etc.
For the Vietnam Minerals Department, the Minister proposed to strengthen the decentralization of assignment, but to strengthen inspection and supervision. At the same time, research on mineral classification, decentralization of management of some types of minerals to localities, under the inspection and supervision of the Ministry of Natural Resources and Environment. There must be transparent policies and regulations, the decentralization of mineral resource management is carried out systematically, suitable for each locality, which will promote initiative and creativity in the good management of mineral resources in each locality, contributing to the good management of domestic mineral resources.
In addition, Minister Dang Quoc Khanh requested that in 2024, Deputy Minister Tran Quy Kien direct units to inspect material mines for highways and projects according to Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.
The Minister suggested that the two units continue to unite and be unified in performing assigned tasks; promote the role of leadership, promote democratic regulations, assign tasks and responsibilities in a transparent and clear manner; promote the experience of veteran cadres, strengthen training and fostering of young cadres to attract cadres.
Close coordination in implementing the task of law making
According to the report, in 2023, the development of the Law on Geology and Minerals is a key task of both units. Realizing this, right from the time the Ministry of Natural Resources and Environment assigned the Vietnam Minerals Department to co-chair with the Vietnam Geological Survey to develop the dossier of the Law on Geology and Minerals project, the Vietnam Minerals Department promptly implemented the procedures according to regulations, including: Completing the Drafting Committee and Editorial Team; establishing specialized Subcommittees, teams to develop component reports of the Law dossier; developing an implementation plan.
To develop and complete the content of the Draft Law, the Vietnam Minerals Department coordinated with the Vietnam Geological Survey to conduct surveys in Dak Nong, Lam Dong, Kien Giang and Thanh Hoa provinces; advised the Ministry of Natural Resources and Environment to organize 3 workshops to collect opinions in Quang Ninh, Lam Dong and Khanh Hoa provinces; sent comments to ministries, branches and localities and posted on the Government Electronic Information Portal to widely collect opinions from organizations, individuals and people on the Draft Law on Geology and Minerals. The Drafting Committee and Editorial Team held 3 meetings in March, May and November of 2023.
Based on the opinions of the Drafting Committee, the Editorial Team, along with the opinions of ministries, departments, branches, localities, and experts and scientists, the Vietnam Minerals Department has completed the Law dossier and reported to Minister Dang Quoc Khanh and Deputy Minister Tran Quy Kien on December 22, 2023. On December 28, 2023, the Ministry of Natural Resources and Environment requested the Ministry of Justice to appraise the draft Law on Geology and Minerals and on January 10, the Ministry of Justice held a meeting to appraise this Law project.
On the side of the Vietnam Geological Department, the Department has actively completed the draft geological component of the Law, ensuring the correct progress and steps according to regulations. Accordingly, the Department has established a Geological Component Drafting Team, organized 25 meetings and workshops to collect opinions from domestic and foreign experts and scientists on the content of the draft Law, completed the draft geological part, coordinated with the Vietnam Minerals Department to combine, supplement and complete the contents related to the geological field in the entire draft law. The Department has closely coordinated with the Vietnam Minerals Department to complete the entire Document to submit to the Government.
Ensuring progress of many parallel tasks of law making
Mr. Tran Phuong - Deputy Director of the Vietnam Minerals Department said: In addition to coordinating with the Vietnam Geological Survey to develop the Law, the Department has advised the Ministry of Natural Resources and Environment to strengthen the Drafting Committee and Editorial Team of the Decree amending and supplementing a number of articles of the Decrees detailing the Law on Minerals, developing a draft to send for comments from ministries, localities and a number of relevant agencies and organizations, posting it for public comments on the Government's electronic information portal; organizing workshops to collect comments from localities, mineral enterprises, managers, scientists, experts and relevant organizations and individuals.
The Vietnam Minerals Administration has completed the Draft Decree based on comments from ministries, localities, relevant organizations and individuals, and the appraisal opinions of the Ministry of Justice and submitted it to the Government for the first time; completed the Draft and submitted it to the Government for the second time according to the direction of Deputy Prime Minister Tran Hong Ha. The Ministry of Natural Resources and Environment has received and explained the opinions of Government members to complete the Draft Decree and report to the Prime Minister.
At the same time, the Vietnam Minerals Department has also coordinated with units under the Ministries of Planning and Investment and Transport to complete the dossier to submit to the National Assembly for approval of Resolution No. 106/2023/QH15 of the National Assembly to pilot a number of specific policies on investment in road construction.
According to Deputy Director Tran Phuong, in 2024, the Vietnam Minerals Department will continue to develop legal documents and complete assigned tasks on schedule; closely coordinate with the Government Office to report to the Government to soon issue a Decree amending and supplementing a number of articles of the Decrees in the field of minerals; complete the dossier of the Law on Geology and Minerals to submit to the National Assembly for approval in October 2024, and implement the development of documents detailing a number of articles of the Law on Geology and Minerals...
Effective implementation of basic geological investigation management
Similar to the Vietnam Minerals Department, in addition to implementing the construction of the Law on Geology and Minerals, the Vietnam Geological Department also completed a large amount of work in the past year.
According to Mr. Tran My Dung - Deputy Director of the Vietnam Geological Survey, the Department has completed the dossier to submit to the Ministry of Natural Resources and Environment for submission to the Government for approval of the Strategy on Geology, Minerals and Mining Industry to 2030, with a vision to 2045. The Strategy was approved by the Prime Minister in Decision No. 334/QD-TTg dated April 1, 2023. After the Decision took effect, the Department urgently coordinated with relevant units and localities to complete the Implementation Plan to submit to the Ministry for promulgation.
The Vietnam Geological Survey has completed the task of establishing the "Plan for basic geological survey of minerals for the period 2021 - 2030, with a vision to 2050" on schedule, ensuring compliance with current regulations and the above Plan approved by the Prime Minister; completed the task of "Delineating national mineral reserve areas" on schedule assigned by superiors and approved by the Prime Minister.
Deputy Director Tran My Dung said that in 2024, the Vietnam Geological Survey will continue to develop the Law on Geology and Minerals (geological part) and draft documents guiding the Law on schedule. At the same time, it will focus on developing and implementing new tasks, as well as continuing to implement key projects and tasks...
At the Conference, leaders of units under the Ministry discussed and proposed solutions for the Vietnam Geological Survey and the Vietnam Minerals Administration to better perform their tasks in 2024, while strengthening coordination between these two units and units within the Ministry.
Speaking to receive the direction of Minister Dang Quoc Khanh and Deputy Minister Tran Quy Kien, Mr. Nguyen Truong Giang - Director of the Vietnam Minerals Department emphasized: "In the process of performing its tasks, the geology and minerals sector has always received the attention and close direction of the Ministry's leaders. The close and specific directions today from Minister Dang Quoc Khanh and Deputy Minister Tran Quy Kien are key orientations to help the geology and minerals sector continue to strive to complete the assigned tasks".
In 2024, the Vietnam Geological Survey and the Vietnam Minerals Administration will carry out the following key tasks:
1. Complete the Law on Geology and Minerals to report to the Government for submission to the National Assembly for approval in the 8th Session. This is a key task of the entire sector to overcome the shortcomings, limitations and inadequacies of the current Law on Minerals, create a comprehensive legal corridor in protecting unexploited mineral resources; strengthen environmental protection and labor safety in mineral activities; ensure harmony of interests between the State and organizations, individuals exploiting minerals and the community where mineral activities take place.
2. Coordinate with the Department of Organization and Personnel to review the functions and tasks of the Department and its affiliated units to suit the actual situation; Timely recruit additional civil servants to ensure sufficient assigned staff; at the same time review and propose rewards at all levels for collectives and individuals with achievements on the occasion of the 80th anniversary of the Traditional Day of the Geology and Minerals Industry (October 2, 1945 - October 2, 2025).
Proactively coordinate with the Department of Planning and Finance to review funding sources to implement assigned tasks according to the 2024 work program and coordinate with the General Department of Hydrometeorology in early warning of landslides, mudslides, flash floods in mountainous and midland areas of Vietnam.
3. Continue to strengthen and improve the effectiveness of coordination between the two Departments with units under the Ministry; with the Department of Natural Resources and Environment of localities in state management of geology and minerals. Proactively resolve issues within the functions, tasks and powers of the two Departments within their authority; Advise and propose to the Ministry of Natural Resources and Environment solutions to issues and practical problems that still have difficulties, ensuring compliance with policies, mechanisms and laws on minerals.
4. Strengthening the propaganda and dissemination of laws, unifying awareness and raising the responsibility of all levels of government, agencies, organizations and enterprises in the management, exploitation and use of minerals to ensure savings and efficiency, encouraging the continued application of advanced and modern technology, harmoniously combining conservation, reserves for the future and protection of the ecological environment according to the circular economic model.
5. Strengthen inspection, examination and better control in state management of geology and minerals.
6. The two Departments would like to receive the opinions of the Ministry's leaders on coordinating with units under the Ministry and localities to accelerate the digitization of mineral databases to achieve the goal of unified state management of geology and minerals; centralized and unified management of national databases on geology and minerals to serve multiple purposes, including the system of agencies performing specialized mineral inspection functions from the central to local levels before 2025 according to the direction in Resolution No. 10-NQ/TW of the Politburo issued on February 10, 2022.
