TPO - The Prime Minister criticized and requested ministries, central and local agencies to review and learn from experience, clarify the responsibilities of relevant collectives and individuals, and from there propose appropriate solutions to promote disbursement in the coming time.

On the morning of June 22, Prime Minister Pham Minh Chinh chaired the "3 in 1" Conference on implementing the elimination of temporary and dilapidated houses, important national projects and works, and promoting the disbursement of public investment capital.

Giving a general overview of the work in the coming time, the Prime Minister requested that ministers, provincial party secretaries, and chairmen of provincial and municipal People's Committees thoroughly grasp the spirit of not allowing the implementation of the revolution in organizational apparatus and the implementation of the 2-level local government model to affect the work being done.

Regarding the results achieved, the disbursement in the first 6 months of this year was nearly 265,000 billion VND, reaching 32.06% of the plan, higher than the same period in both relative and absolute numbers.

Regarding the progress of implementing important national projects and works, key to the transport sector, up to now 19 projects/component projects have been put into operation.

Regarding the elimination of temporary and dilapidated houses, the whole country has eliminated nearly 263,000 houses, reaching over 90% of the total demand. Since the fourth meeting, nearly 54,000 houses have been started and inaugurated, an average increase of 28 houses/locality/day.

On behalf of the Government , the Prime Minister acknowledged, commended and highly appreciated the results that ministries, branches and localities have strived to achieve.

In addition, the Prime Minister also said that some localities are not proactive, not resolute, and are still confused in direction and management; 17 ministries, central agencies and 21 localities have not fully allocated the assigned capital plan.

By the end of June, 35 ministries, agencies and 26 localities had disbursement rates below the national average. Some ministries and localities had a large proportion of this year's planned capital, but disbursement was low.

The Prime Minister criticized and requested ministries, central and local agencies to review and learn from experience, clarify the responsibilities of relevant collectives and individuals, and thereby propose appropriate solutions to promote disbursement in the coming time.

Agencies and localities that have not performed well need to learn from experience to perform even better and more resolutely, and not let problems drag on and have to be reviewed at many meetings.

The Prime Minister requested ministers, heads of sectors, secretaries, and chairmen of provincial People's Committees to uphold their sense of responsibility, promote the role of leaders in leadership, direction, and implementation; "only discuss action, not retreat"; regularly review, urge, promptly detect and remove difficulties and obstacles arising in each project.

Along with that, it is necessary to promote discipline, strengthen inspection and supervision; strictly handle investors, project management boards, and contractors who intentionally cause difficulties, hinder and slow down the progress of capital allocation and disbursement; review and promptly handle weak and negative cadres who do not complete assigned tasks.

The Prime Minister requested Phu Tho province and the Ministry of National Defense to complete the construction of Phong Chau bridge before October 31...

Regarding the task of eliminating temporary and dilapidated houses, the Prime Minister requested ministries, branches, localities and the entire political system to be determined to complete the set goals, focusing on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025.

"A warm home is built, a love is left behind, the path to poverty reduction opens, people are grateful for national love and compatriotism, that is the most noble reward for us," the Prime Minister emphasized.
