The Prime Minister criticized many ministries and localities for slow disbursement of public investment capital.

TPO - The Prime Minister criticized and requested ministries, central and local agencies to review and learn from experience, clarify the responsibilities of relevant collectives and individuals, and from there propose appropriate solutions to promote disbursement in the coming time.

On the morning of June 22nd, Prime Minister Pham Minh Chinh chaired a "3-in-1" conference on implementing measures to eliminate temporary and dilapidated housing, national key projects, and promoting the disbursement of public investment capital.

In outlining the work for the coming period, the Prime Minister requested that ministers, provincial Party secretaries, and chairmen of provincial and city People's Committees thoroughly understand the principle that the implementation of the organizational revolution and the two-tiered local government model should not affect ongoing tasks.

Regarding the results achieved, disbursements in the first six months of this year totaled nearly 265,000 billion VND, reaching 32.06% of the plan, higher than the same period last year in both relative and absolute terms.

Regarding the progress of implementing national key projects and priority projects in the transportation sector, 19 projects/sub-projects have been put into operation to date.

Regarding the elimination of temporary and dilapidated houses, nearly 263,000 houses have been demolished nationwide, reaching over 90% of the total demand. Since the fourth session, nearly 54,000 more houses have been started or completed, averaging 28 houses per locality per day.

On behalf of the Government , the Prime Minister acknowledged, commended, and highly appreciated the results that ministries, sectors, and localities have strived to achieve.

In addition, the Prime Minister also noted that some localities have not been proactive or decisive enough, and are still hesitant in their direction and management; 17 ministries and central agencies and 21 localities have not yet fully allocated the assigned capital plan.

By the end of June, 35 ministries and agencies and 26 localities had disbursement rates below the national average. Some ministries and localities had a large proportion of this year's planned capital, but low disbursement rates.

The Prime Minister criticized and requested ministries, central and local agencies to review their performance, learn from experience, clarify the collective and individual responsibilities involved, and then propose appropriate solutions to accelerate disbursement in the coming period.

Agencies and localities that have not performed well need to learn from their experiences to improve their performance, be more decisive, and avoid allowing obstacles to persist and require review at multiple meetings.

The Prime Minister requested that ministers, heads of departments, secretaries, and chairmen of provincial People's Committees uphold a high sense of responsibility and leverage the role of leaders in directing and organizing implementation; "only discuss how to act, not how to retreat"; regularly review, supervise, and promptly identify and resolve difficulties and obstacles arising in each project.

In addition, it is necessary to uphold discipline and order, strengthen inspection and supervision; strictly handle investors, project management boards, and contractors who intentionally create difficulties and obstacles that slow down the progress of capital allocation and disbursement; and promptly review and handle incompetent and corrupt officials who fail to complete their assigned tasks.

Regarding the task of eliminating temporary and dilapidated houses, the Prime Minister requested that ministries, all levels, sectors, localities, and the entire political system be determined to achieve the set goals, focusing on completing the target of eliminating temporary and dilapidated houses before August 31, 2025.

"A home is built, love is left behind, the path to poverty reduction is opened, and the people are grateful for national solidarity and brotherhood – that is the most precious reward for us," the Prime Minister emphasized.
