Promoting the role of people in fire prevention, fire fighting and rescue

With its central position in the midland and mountainous region of the North, the industrialization and urbanization in Thai Nguyen is taking place rapidly, posing new requirements for ensuring security and safety; including fire prevention, fire fighting and rescue. Promoting the role of the people in this work has been strongly and creatively implemented by the province, bringing about clear results.

Awakening the fire prevention power of the people

As soon as the apparatus is streamlined and the transition to a two-level local government model is implemented (from July 1, 2025), the Party Committee and the government of Thai Nguyen province always thoroughly grasp the Prime Minister's guiding viewpoint: "People are the center and the subject; putting people's safety and lives first and foremost; fire and explosion safety for economic and social development, ensuring political stability, order and social safety of the country".

When people are aware of their responsibilities and ownership, each individual will be more proactive in prevention, equipping themselves with the necessary knowledge and skills. That is the first and most effective “shield” to prevent the risk of fire and explosion…

In order to promote the people's strength in fire prevention and rescue work, the Provincial Police have directed the implementation of many creative solutions. Propaganda work has been promoted with many vivid forms. More than 545 propaganda, training, fostering and practical experience sessions on fire prevention and rescue have attracted over 11,500 participants.

The organization launched a mass movement for fire prevention and fighting and search and rescue at Buddhist establishments in the province with the participation of 400 delegates including monks, nuns and representatives of Buddhists, thereby spreading the movement to nearly 200 pagodas in the area.

Along with that, Thai Nguyen Newspaper, Radio and Television coordinated to propagate 344 news and articles recommending fire safety; along with that, more than 50 articles on the Provincial Police website and propaganda clips on social networks reached thousands of views.

The provincial police coordinated with the Executive Committee of the Buddhist Sangha of Thai Nguyen province to launch a mass movement to prevent and fight fires at Buddhist establishments.

The dissemination of self-management models has been widely replicated and effectively promoted. By September 2025, the whole province had 2,399 "Public fire fighting points" and 1,006 "Fire safety inter-family groups" in 85/92 communes and wards.

In each inter-family group, households voluntarily agree to equip themselves with fire-fighting equipment; develop on-site fire-fighting plans; self-check and propagate, remind family members to comply with fire safety regulations and support each other when incidents occur.

In the alleys, "Public Fire Stations" with fire extinguishers, pliers, hammers, etc. have become the initial support, helping people handle fires promptly when they first break out, preventing them from spreading.

Vivid, familiar visual messages help people from cities to the countryside become familiar with knowledge about the causes of fires, prevention methods, escape skills, and use of fire extinguishers...

In addition, the province has strengthened the role of the core on-site forces. There are currently 2,350 civil defense teams with more than 26,237 members, along with 2,276 grassroots fire prevention and rescue teams with 12,425 people. These are the "extended arms" of the professional force, always adhering to the motto "Four on-site".

In just the first three months after the model conversion, the Provincial Police organized 59 training courses for nearly 2,300 team members. Thanks to that initiative, many small fire incidents were detected and successfully handled right from the start.

Promoting the role of the people in fire prevention and rescue not only limits human and property damage, but also strengthens the great national unity. When the community joins hands and the sense of responsibility is raised, a solid "fire prevention safety network" will be formed.

In fact, the work of fire prevention and fighting and search and rescue in the province has achieved many clear results in recent times, ensuring the correct direction of the Government, the Ministry of Public Security and the participation of the entire political system. Creative models have aroused and strongly promoted the role of the people as the main subject, making an important contribution to ensuring fire safety right from the grassroots, serving the socio-economic development of the locality.

Distribute leaflets, instruct people on fire prevention, fire fighting and rescue.

To further promote the people's role as masters and improve the effectiveness of fire prevention and rescue work, the Provincial Police directed specialized units to continue to perform well the key tasks: Innovate propaganda and training work. Apply information technology and social networks to spread fire prevention and rescue knowledge more quickly and vividly.

Increase the development and use of intuitive, easy-to-understand videos and images that are appropriate for each audience and age. At the same time, maintain propaganda and training sessions associated with practice and drills on fire fighting plans, helping people practice skills in handling real-life situations.

Complete and expand self-management models. Continue to review and supplement the operating regulations for "Fire Prevention and Control Inter-family Teams", "Public Fire Fighting Points" and other models suitable for each ward and commune; operate effectively, with clear responsibilities for each member. Prioritize expansion in densely populated areas, craft villages, and places with high potential for fire and explosion.

Promoting the core role of the Commune Police force. Because this is a force close to the people, playing an important role in advising the Party Committee and local authorities to build and maintain the activities of the militia, fire prevention and rescue teams at the grassroots level. At the same time, it is a force that directly propagates, guides the people, supports and inspects self-management models, ensuring that all activities are maintained in a practical and effective manner.

Along with that, promote the socialization of fire prevention and rescue work. Encourage businesses, organizations and individuals to join hands in investing in equipment and means to serve the community.

Continue to advise the Provincial People's Committee to issue timely regulations on rewards and incentives to replicate advanced models in the mass movement of fire prevention and fighting and search and rescue, creating momentum for the movement to develop widely... to join hands to build Thai Nguyen to be safe, stable and develop sustainably.
