Kim Phuong strives for sustainable poverty reduction

Mrs. Ly Thi Dan's family in Ban Ket hamlet, Kim Phuong commune has more motivation to rise up thanks to support for chicken farming from the poverty reduction program.

Determination to reduce poverty

Kim Phuong commune is currently merged from two communes Kim Phuong and Quy Ky (old), with a total natural area of more than 78km², including 26 hamlets with more than 11,000 people, 2,633 households of 11 ethnic groups living together. As a mountainous commune with a large area, rugged terrain, the lives of people here are still difficult, especially in the highland hamlets.

Over the years, the Party Committee, government and people of Kim Phuong ethnic groups have always been united, overcome difficulties, and promoted their potential strengths to develop the economy and society, and maintain security and defense. In particular, poverty reduction has been identified as a key task throughout.

Currently, the whole commune has more than 6,000 workers, of which over 54% are engaged in agriculture , mainly growing crops and raising livestock. The rate of trained workers reaches more than 73%, which is an important premise for the locality to promote economic restructuring and sustainable poverty reduction.

Immediately after completing the new administrative apparatus, the commune established a Steering Committee for Poverty Reduction, developed and deployed a plan to implement the National Target Program for Sustainable Poverty Reduction by 2025.

Mr. Le Quang Tuan, Chairman of Kim Phuong Commune People's Committee, said: We set the goal of sustainable multidimensional poverty reduction as a key task. The commune has implemented many solutions to limit re-poverty, support poor households to reach a minimum standard of living, and access basic social services. The locality also prioritizes helping poor ethnic minority households, households with meritorious people, and women in poor households, aiming to improve the quality of life of the people.

Since July 2025, Kim Phuong commune has synchronously implemented many poverty reduction solutions. Party committees, authorities, and organizations have stepped up propaganda and mobilized people to change the structure of crops and livestock to suit local conditions; sent specialized staff to each hamlet to guide production techniques, plant care, and disease prevention.

Joy from the new model

In order to support people, since October 2025, Kim Phuong commune has focused on implementing Project 2 "Diversifying livelihoods, developing poverty reduction models" and Sub-project 1 "Supporting production development in the agricultural sector" under Project 3 "Supporting production development, improving nutrition" of the National Target Program for Sustainable Poverty Reduction.

The project aims to support people in developing production, starting businesses and creating sustainable jobs. Beneficiaries are poor households, near-poor households, households that have just escaped poverty (within 36 months from the time the household is recognized by competent authorities as having escaped poverty); and people with disabilities who do not have a stable livelihood (with the ability to work).

The project focuses on technical support, providing plant and animal breeds, and production materials; and at the same time, forming production chain linkage models associated with the consumption of local key products. The Commune General Service Center is assigned to implement, monitor, and disburse funds according to schedule, ensuring publicity and transparency.

Implementing the Project, Kim Phuong commune supported 54 poor, near-poor, and newly escaped-poverty households from all 26 hamlets of the commune in the form of community production support, free-range chicken farming, and hill chicken farming. The goal of the group is to support people to improve production capacity, create stable livelihoods, and gradually escape poverty. For newly escaped-poverty households, it is to stabilize their lives and escape poverty sustainably.

Kim Phuong commune officials regularly go to the grassroots to support people.

Participating in the Project, households are supported with 21-day-old hybrid chicken breeds and a portion of feed in the initial stage; trained in free-range chicken raising techniques, and instructed on care and disease prevention. The Project strives to create jobs for 50% of the labor force in poor households, helping households have capital and knowledge to maintain the model long-term, increasing stable income after the project ends.

The family of Mrs. Ly Thi Dan, in Ban Ket hamlet, has been poor for many years. The family has 7 members, 4 of whom are of working age, living mainly by farming and working as hired laborers. After participating in the project, Mrs. Dan was supported with 100 chickens.

Mrs. Dan excitedly said: After only a month, the chickens have reached a weight of more than 1kg each, very healthy. I expect to be able to sell the first batch this Tet, have more money to shop, and improve my family's life.

From this small-scale farming model, the belief in the poverty reduction program of the commune government has increasingly spread throughout the community. Many other households have also boldly registered to participate in production development models, taking advantage of the hilly land to grow fruit trees, forestry trees, and combine livestock and poultry farming.

Along with implementing livelihood models, Kim Phuong commune also focuses on training and coaching staff and collaborators to work on poverty reduction, improving management capacity and skills to support people. The commune aims to reduce the multidimensional poverty rate by 1.29% by the end of 2025, including a reduction of 0.76% of poor households (equivalent to 20 households) and 0.53% of near-poor households (equivalent to 14 households), bringing the multidimensional poverty rate of the whole commune down to about 5.7%.

With the determination and consensus of the entire political system and people, poverty reduction work in Kim Phuong is being implemented in the right direction, bringing about clear initial results.
