
With the theme “AI with open technology and open source”, the Forum is an opportunity to gather experts, managers, leading businesses in the ICT field, research institutes, universities and international organizations to exchange experiences, share knowledge, and move towards developing open AI and autonomous digital technology “Make in Vietnam”.
Open infrastructure and resources for Vietnam's AI ecosystem
Speaking at the Forum, Minister of Science and Technology Nguyen Manh Hung emphasized: “Open technology is not only open source code, but also open architecture and open standards. And along with open technology is open culture. We will all contribute to technology development, and share the use of technology to achieve universal access.”

According to the Minister, choosing to develop open technology, open source software and open data is a strategic orientation to help Vietnam proactively innovate, spread knowledge and improve digital competitiveness.
“With this orientation, Vietnam will develop into a technological nation, based on and inheriting human knowledge but also contributing to human knowledge,” Minister Nguyen Manh Hung affirmed.
Responding to that spirit, delegates agreed that "Open to develop and master Vietnamese technology, to Make in Vietnam" is not only a slogan but has become a specific action program of the Government , businesses and the technology community.
Presenting a report at the Forum, Mr. Ho Duc Thang, Director of the National Institute of Digital Technology and Digital Transformation, emphasized: AI is no longer a mere applied technology but has become the intellectual infrastructure of the country, similar to electricity, roads or the internet.

Generative AI requires huge computing power, so Vietnam needs to build “Make in Vietnam” data centers, modern, secure and autonomous high-performance computing (HPC) clusters. Along with that is the formation of national open data warehouses, standardization of Vietnamese data and establishment of a secure sharing mechanism, turning data resources into a driving force for innovation.
In that picture, Vietnamese technology enterprises are playing a pioneering role. MISA is an example when applying large language models (LLM) on domestic GPU infrastructure invested by MISA itself, helping to optimize costs, enhance data security and ensure high performance for AI applications.
According to Dr. Dang Minh Tuan, Director of CMC Institute for Technology Application Research, open source AI is expanding its influence, bringing opportunities to all individuals and organizations, turning AI into a driving force for inclusive and sustainable development.
Open to Creativity - Open to Autonomy
At the Forum, Minister Nguyen Manh Hung affirmed: “Openness is a condition to protect people and promote creativity. Openness to accelerate innovation, shorten the technology gap. Openness to autonomy, to build sovereign AI. Open source helps countries access core technology, not being locked into other people's platforms. Openness to nurture the business ecosystem, especially small businesses and startups, creating many layers of applications to help AI become widely popular.”
That “open” spirit is becoming a driving force spreading throughout the national innovation ecosystem - where businesses, institutes, schools, and technology startups are joining hands to develop globally competitive “Make in Vietnam” AI products.
The participation of international technology companies demonstrates a strong commitment to cooperating with Vietnam to build an open, safe and sustainable AI ecosystem. Quantum, Palo Alto Networks and Arista Networks corporations share knowledge and support digital infrastructure to serve AI and open source development in Vietnam. Asia Pacific Technology Distribution Joint Stock Company (APAC) is also a partner of the Ministry of Science and Technology in connecting and organizing the Forum, contributing to spreading the spirit of cooperation, innovation and open technology development.
Through two thematic discussion sessions, the Forum aims to connect the State - Enterprises - Institutes and Schools, forming a public-private partnership alliance, promoting innovation, digital sovereignty and developing AI for humans.

On the State side, Director of the National Institute of Digital Technology and Digital Transformation Ho Duc Thang said that the Ministry of Science and Technology will take the lead in perfecting the legal corridor for AI, including the development of the Law on Artificial Intelligence, establishing a flexible sandbox, investing in a shared national computing infrastructure and innovating public procurement to create “orders” for Vietnamese AI solutions. The forum affirmed Vietnam’s commitment to developing safe, humane and sustainable AI, making positive contributions to the global knowledge and open source community.
