Developing supporting industries is a strategic link.

During the socio-economic discussion session at the 10th Session of the 15th National Assembly, a National Assembly delegate affirmed that the development of supporting industries is a strategic link in the process of industrialization and modernization of the country, determining the capacity for self-sufficiency in production and participation in the global value chain of our country. However, in reality, the development of supporting industries has not been commensurate with potential and expectations.

According to statistics from the Trade Promotion Agency, Ministry of Industry and Trade , our country currently has about 1,700 FDI enterprises operating in the supporting industry sector, accounting for about 40% of the total number of enterprises in the industry, but the industry structure and localization rate in many fields are still modest. Specifically, textiles, footwear reach about 45-50%; mechanical engineering reaches 15-20%, automobile assembly only reaches 5-20%. As for about 6,000 domestic supporting industry enterprises, they currently only meet 10% of the demand for components and spare parts for production...

The reason for this situation is said to be due to barriers in technology, capital and human resources. High technology is a mandatory requirement because only high technology can produce suitable products. If the supporting industry continues to use old technology, it will not be able to meet the requirements of industrialization. Regarding capital, to have high technology, enterprises must have capital but most of our enterprises are weak in financial capacity. Credit support policies have not been effective.

There are also many shortcomings in human resources. The number of skilled workers has not met the demand. Most domestic enterprises have not linked with universities and colleges to develop human resources, leading to shortages and inability to proactively develop human resources. In addition, there is still a large gap between the training program and the development trend of science and technology in the world; the training programs are too theoretical and lack practice.

To overcome this situation, the Government issued Decree No. 205/2025/ND-CP dated July 17, 2025 amending and supplementing a number of articles of Decree 111/2015/ND-CP, which replaced and updated many new contents. Specifically, the Decree sets the target that by 2035 the localization rate must reach 50-60%. There must be at least 3,000 supporting industry enterprises with sufficient capacity to supply FDI enterprises and supporting industry must contribute 10% of the value of processing and manufacturing industry production. In particular, the Decree has expanded the scope of development to the production, processing and manufacturing ecosystem, considering supporting industry as the pillar of an autonomous and innovative industry.

However, the issuance of a new decree is only one of the conditions. To promote the rapid and sustainable development of supporting industries, a National Assembly delegate said that it is necessary to soon develop the Law on Development of Supporting Industries to form a unified and stable legal framework, ensuring production autonomy, sustainable integration and development of domestic enterprises in the global value chain.

In addition, it is necessary to substantially implement the National Support Industry Development Fund in 2026, ensuring that preferential loans reach businesses. Realize a one-stop mechanism to support supporting industries; shorten procedures and processes, creating conditions for businesses to access quickly and effectively. Prioritize support for on-site training tuition fees, support for internship scholarships at businesses, and at the same time, international cooperation in technology transfer and human resource training. Selectively attract FDI investment associated with commitments to localization and technology transfer.

Developing supporting industries is not only an economic issue but also a pillar of national autonomy, enhancing competitiveness, ensuring security and sustainable development. Resolution 68 of the Politburo on private economic development also emphasized that developing supporting industries, processing and manufacturing industries is a priority focus. Therefore, only when supporting industries develop strongly, will our country no longer be a place for processing and assembling, no longer taking advantage of cheap labor, but will become a place for design, production and distribution. And when enterprises are capable of participating in the global supply chain, that is the real success of industrialization and modernization of the country.
