From 2021 to the present, Son La province has disbursed over 643 billion VND to implement 7 projects under the National Target Program, including: Investment in socio -economic infrastructure in particularly difficult areas; diversification of livelihoods; support for production and improvement of nutrition; development of vocational education and job creation; housing support for poor and near-poor households; strengthening communication, reducing information poverty and improving monitoring and evaluation capacity. As a result, many localities have effectively implemented poverty reduction efforts and replicated sustainable poverty reduction models.
In Thuan Chau district, one of the poorest districts in the province, during the 2021-2025 period, the locality effectively mobilized and integrated resources to invest in infrastructure, support production, replicate poverty reduction models, develop education , credit, vocational training, and create jobs. Mr. Le Hong Phong, Vice Chairman of the District People's Committee, said: The district implemented the construction of 277 infrastructure projects and maintained 95 projects serving people's lives and production. Many important roads such as Cha May - Provincial Road 117, Bon Phang - Nam Lau, and Phong Lap - Long He have been completed, creating momentum to promote trade and socio-economic development. To date, 100% of communes have paved roads to their centers; 100% of ethnic minorities use clean water; and 99% have access to television... The multidimensional poverty and near-poverty rate decreased by an average of 9% per year.
In the border district of Song Ma, capital allocation is focused on addressing urgent issues. Mr. Nguyen Tien Hai, Vice Chairman of the District People's Committee, stated: Over the past five years, the district has achieved many outstanding results: 100% of schools in particularly difficult areas have housing, kitchens, and sanitation facilities for students; all people in remote, mountainous, and border areas have access to healthcare services; three communes, Muong Lam, Muong Sai, and Muong Hung, have been removed from the list of particularly difficult areas; 100% of laborers from poor, near-poor, and newly-escaped-from-poverty households have received support, advice, and job placement; the average income of ethnic minorities has reached 39 million VND/year, double that of 2020; and the poverty rate has decreased by over 4% annually.
Along with supporting and investing in many programs and projects in poor districts and disadvantaged areas, Son La province has paid close attention to directing the implementation of support for livelihood diversification; building, forming, replicating and developing poverty reduction models, contributing to creating jobs, sustainable livelihoods, increasing income, improving the quality of life of the people and adapting to climate change.
Districts and cities have developed plans to implement production support projects along the value chain for the period 2021-2025 under the National Target Program for Sustainable Poverty Reduction. The entire province has waived or reduced tuition fees and provided learning cost support for 1.4 million students with a total budget of 4,087 billion VND; issued 657,366 health insurance cards to the poor and policy beneficiaries; and supported the construction of 9,317 houses for poor and near-poor households.
In addition, the Provincial Social Policy Bank disbursed 8,753 billion VND to over 175,000 households for preferential loans, focusing on poor, near-poor, and newly-escaped-from-poverty households, creating jobs and developing the economy in disadvantaged areas. As a result, the poverty rate in the province decreased to 10.8%, an average reduction of 3.59% per year compared to 2021. Simultaneously, it supported 91,114 workers in finding employment and transitioning to new professions.
The creative application, tailored to the specific realities of each locality, demonstrates the right direction, contributing to the dissemination of effective and sustainable models, and promoting the poverty reduction goals of the Party and the State.
