Economic development in disadvantaged areas

To implement the goal of sustainable poverty reduction in the 2021-2025 period, Son La province mobilizes and effectively uses resources from the National Target Program on Sustainable Poverty Reduction, promotes the development of essential infrastructure and livelihoods, and improves people's lives.

From 2021 to present, Son La province has disbursed more than 643 billion VND to implement 7 projects under the National Target Program, including: Investing in socio -economic infrastructure in extremely difficult areas; diversifying livelihoods; supporting production, improving nutrition; developing vocational education, creating jobs; supporting housing for poor and near-poor households; strengthening communication, reducing information poverty and improving monitoring and evaluation capacity. Thanks to that, many localities have effectively implemented poverty reduction work, replicating sustainable poverty reduction models.

In Thuan Chau district, one of the poor districts of the province, in the period of 2021-2025, the locality mobilized and effectively integrated resources to invest in infrastructure, support production, replicate poverty reduction models, developeducation , credit, vocational training, create jobs... Mr. Le Hong Phong, Vice Chairman of the District People's Committee, said: The district deployed the construction of 277 infrastructure works, maintained and repaired 95 works serving people's lives and production. Many important routes such as Cha May - Provincial Road 117, Bon Phang - Nam Lau, Phong Lap - Long He were completed, creating momentum to promote trade and socio-economic development. Up to now, 100% of communes have paved car roads to the center; 100% of ethnic minorities use clean water; 99% can watch television... The rate of multidimensional poor and near-poor households has decreased by an average of 9% per year.

In the border district of Song Ma, the capital is allocated with a focus, focusing on solving urgent problems. Mr. Nguyen Tien Hai, Vice Chairman of the District People's Committee, said: In the past 5 years, the district has achieved many outstanding results: 100% of schools in extremely difficult areas have housing, kitchens, and sanitary facilities for students; all people in remote, isolated, and border areas have access to medical services; 3 communes of Muong Lam, Muong Sai, and Muong Hung have escaped from the extremely difficult situation; 100% of workers from poor, near-poor, and newly escaped-poverty households are supported with job counseling and connection; the average income of ethnic minorities reaches 39 million VND/year, double that of 2020; the poverty rate decreases by over 4% each year.

Along with supporting and investing in many programs and projects in poor districts and disadvantaged areas, Son La province has paid close attention to directing the implementation of support for livelihood diversification; building, forming, replicating and developing poverty reduction models, contributing to job creation, sustainable livelihoods, increasing income, improving people's quality of life and adapting to climate change.

Districts and cities have developed plans to implement value chain production support projects for the 2021-2025 period under the National Target Program for Sustainable Poverty Reduction. The province has exempted or reduced tuition fees and supported study costs for 1.4 million students with a total budget of VND4,087 billion; issued 657,366 health insurance cards to the poor and policy beneficiaries; and supported the construction of 9,317 houses for poor and near-poor households.

In addition, the Provincial Social Policy Bank disbursed VND 8,753 billion to more than 175,000 households with preferential loans, focusing on poor, near-poor, and newly escaped-poverty households, creating jobs, and developing the economy in disadvantaged areas. Thanks to that, the poverty rate in the province decreased to 10.8%, an average decrease of 3.59%/year compared to 2021. At the same time, it supported 91,114 workers to connect with jobs and change careers.

Creative application, suitable to the reality of each locality, shows the right direction, contributing to spreading effective and sustainable models, promoting the poverty reduction goals of the Party and State.
