Currently, Vietnam has established the National Innovation Center (NIC) and many concentrated information technology parks are operating, expected to be the nucleus to promote innovation, creativity and development of the semiconductor industry. Notably, our country has about 240 universities, of which nearly 160 have technical training majors, capable of converting to train semiconductor human resources; there are 35 training institutions training majors related to the semiconductor industry. Over the past 20 years, Vietnam has trained hundreds of thousands of programmers, millions of information technology human resources, this is an important basis to affirm the ability to train 50,000 - 100,000 human resources in the semiconductor industry by 2030 as the target set out in Conclusion No. 64-KL/TW dated October 18, 2023 of the 8th Conference of the 13th Central Executive Committee.

Discussing the Project on human resource development for the semiconductor industry to 2030 and the Strategy for developing the Vietnamese semiconductor industry to 2030, delegates stated that Vietnam has a number of key advantages to affirm that it is ready for the semiconductor industry such as: High political determination; favorable investment and business environment; quality workforce; comprehensive strategic partnership with most countries with developed semiconductor industries. Delegates also proposed solutions, mechanisms and policies for training and attracting human resources for the semiconductor industry; developing supporting industries for the semiconductor industry; tasks of the Government, ministries, branches, localities, training institutions, enterprises... to create a breakthrough in developing human resources for the semiconductor industry.

Concluding the Conference, Prime Minister Pham Minh Chinh emphasized 5 pillars for developing the semiconductor industry, including the pillar of human resources. To achieve the goal of training 50,000 - 100,000 human resources for the semiconductor industry, the Prime Minister requested ministries, branches, localities, training institutions, and enterprises to consider human resource development for the semiconductor industry as a breakthrough in human resource training and to invest to match this breakthrough; diversify training types, resources, and promote public-private partnership for developing human resources for the semiconductor industry. The Prime Minister directed to urgently build and perfect institutions, specific policies, and incentives for training human resources for the semiconductor industry; invest in infrastructure for training human resources for semiconductor industry; train appropriate teachers, lecturers, and curriculum; have methods for developing human resources for the semiconductor industry that are asymptotic and breakthrough in both the short and long term. Ministries, sectors, localities and units, based on their functions, tasks and powers, develop specific programs and plans and closely coordinate with each other to develop human resources for the semiconductor industry. Along with that, the Prime Minister also assigned specific tasks to each ministry, sector and locality in developing human resources for the semiconductor industry.
For Thai Nguyen province, the semiconductor industry is a field that the province is paying special attention to and has many potentials and advantages for development. During his working trip to the United States at the end of 2023, Comrade Trinh Viet Hung, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Thai Nguyen Provincial People's Committee, had an important meeting and exchange to connect investment cooperation with the President and CEO of the US Semiconductor Industry Association; at the same time, he hopes to attract US investors to the semiconductor industry. At the meeting, Mr. John Neuffer, President and CEO of the US Semiconductor Industry Association also affirmed: The Association is particularly interested in the investment environment of Vietnam, including Thai Nguyen; at the same time, he pledged to be a bridge for semiconductor manufacturing enterprises to learn and decide to implement projects in Vietnam in general and Thai Nguyen province in particular. |
