According to this Plan, the total electricity produced by power plants (at the generator terminals) and imported nationwide during the peak dry season months of 2024 is 109,183 billion kWh.
The Ministry of Industry and Trade requires Vietnam Electricity Group (EVN) to be responsible for announcing the Power Supply Plan for the peak months of the dry season in 2024, including the plan to mobilize monthly electricity output for investors of power plants and related units so that the units can proactively prepare appropriate backup plans for electricity production.
Before March 15, 2024, EVN is responsible for updating and reporting to the Ministry of Industry and Trade on the Plan to ensure electricity for the national power system (including the plan to prepare fuel for thermal power plants), especially in the North during the peak months of the dry season in 2024 with scenarios to control and respond to difficulties in electricity supply, with reserves to ensure response to extreme situations, incidents, and difficulties;
Closely coordinate with hydropower reservoir management and operation units to regularly update and closely follow the hydrological situation of hydropower reservoirs to have an optimal and effective reservoir operation plan, comply with regulations and inter-reservoir and single-reservoir operation procedures, and ensure security and safety of power supply;
EVN is also responsible for directing and operating power generation units under its management in terms of maintenance and repair, and preparing good conditions to ensure safe and stable power production according to the operation and mobilization plan of the national power system;

At the conference to review the work of 2023 and deploy tasks for 2024 of Vietnam Electricity Group (EVN) recently held, Mr. Nguyen Duc Thien, General Director of the Northern Power Corporation (EVNNPC) said that with the forecasted electricity load plan, the risk in 2024 is that the North may lack from 1,200 - 2,500 MW, especially in the summer period from May to July.
The power shortage occurred while the allocated capacity of the National Power System Control Center (A0) was very low and prolonged, leading to the corporation having to adjust and reduce a large amount of load. The estimated maximum capacity to be adjusted and laid off was 3,952 MW. The reduced electricity output was estimated at 608 million kWh.
Currently, EVNNPC has developed two power supply scenarios for 2024 based on load forecast and A0 availability announcement. Accordingly, with the test scenario and the high load forecast scenario, EVNNPC may lack from 1,200 - 2,500 MW from the end of May to July.
In August, A0 calculated that water supply was better, so the available source was higher and the load also tended to be low, so the possibility of a capacity shortage was less. In the last months of the year, the demand for electricity is expected to be high and there is a risk of a shortage of 200 - 400MW.
