On the morning of August 28, Comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, Head of the Central Steering Committee for National Target Programs (NTPs) for the 2021-2025 period (Central Steering Committee) chaired the 4th online meeting of the Central Steering Committee with localities on the implementation of NTPs for the 2021-2023 period and key solutions and tasks in the coming time. Comrade Tran Thi Bich Hang, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Committee attended the meeting at the Thai Binh bridge.

According to the Ministry of Planning and Investment, the medium-term public investment plan from the central budget for the 2021-2025 period of the 3 national target programs reached more than 102,000 billion VND. Of which, the total central budget capital allocated and assigned to ministries, central agencies and localities to implement the national target programs for the 2021-2023 period reached nearly 84,000 billion VND, including public investment capital of 48,000 billion VND and public service expenses of more than 35,000 billion VND. By August 31, 2023, the estimated disbursement of public investment capital in 2023 of the programs (including capital in 2022 extended to 2023) reached nearly 47.81% of the plan. To date, the whole country has 6,022/8,177 communes meeting new rural standards, an increase of 11.3% compared to the end of 2020; 263 district-level units in 58 provinces and centrally run cities have been recognized by the Prime Minister for completing tasks/meeting new rural standards; 19 provinces and centrally run cities have 100% of communes meeting new rural standards. It is estimated that by the end of 2023, the multidimensional poverty rate will be 2.93%, the poverty rate in poor districts will be about 33%, the poverty rate of ethnic minority households will be about 17.82%, meeting the targets assigned by the National Assembly and the Prime Minister.

Representatives of ministries, branches and localities reported to clarify the results of program implementation; limitations, obstacles and difficulties related to implementation; and at the same time proposed groups of solutions and key tasks to accelerate the implementation of the National Target Programs in the coming time.

In his concluding remarks, Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee, acknowledged the efforts of ministries, branches and localities in accelerating the disbursement of the National Target Programs; at the same time, he requested ministries, branches and localities to further enhance their sense of responsibility and determination in directing and operating; promote the role of leaders in organizing the implementation of the set goals and plans of each program; carefully study legal documents, thereby continuing to propose recommendations to the Government and relevant ministries and branches to promptly remove shortcomings and obstacles, and improve the effectiveness of implementing the National Target Programs.

The Deputy Prime Minister and Head of the Central Steering Committee also requested localities to promote the highest role of Party committees and authorities in directing, operating, inspecting, urging and propagating to accelerate the implementation progress; strengthen coordination, inspection, direction and supervision of steering committees at all levels; promote proactiveness in the implementation process; flexibly integrate capital sources to promote disbursement progress and promote the effectiveness of capital sources of national target programs in the locality.
