On June 19, the Central Steering Committee issued Plan No. 02-KH/BCĐTW on promoting digital transformation in a synchronous, fast, and effective manner, meeting the requirements of restructuring the political system's apparatus.

On the morning of June 23, in Hanoi, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (referred to as the Central Steering Committee) held a conference to disseminate and implement Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus (referred to as Plan No. 02).

The conference was held directly online to connecting points across the country.

The Conference was chaired by: Politburo member, Permanent member of the Secretariat Tran Cam Tu, Deputy Head of the Central Steering Committee; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee Nguyen Duy Ngoc, Deputy Head of the Central Steering Committee; Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung, member of the Central Steering Committee; Party Central Committee member, Deputy Head of the Central Office Pham Gia Tuc, standing member of the Steering Committee.

At the Conference, Comrade Pham Gia Tuc, Deputy Chief of the Central Office, Standing Member of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation, delivered a speech on the content of Plan No. 02.

The synchronous, comprehensive movement of all blocks in the political system

On June 19, 2025, the Central Steering Committee issued Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, fast, and effective digital transformation to meet the requirements of restructuring the political system's apparatus.

This is an urgent and strategic action plan, clearly demonstrating the comprehensive vision and high political determination of our Party in the current period.

The plan aims to concretize the major goals stated in Resolution No. 57 and Conclusion No. 130-KL/TW of the Politburo, focusing on ensuring that the new apparatus after the merger is not only streamlined in terms of organization but also operates smoothly, effectively, efficiently, and best serves the people and businesses from July 1, 2025.

The breakthrough difference of Plan No. 02 is the synchronous and comprehensive movement of all blocks in the political system. This is no longer the sole task of the Government, but the synchronous participation of the entire Party, National Assembly, Vietnam Fatherland Front and socio-political organizations. Each block has specific tasks, associated with political responsibility to the Party and the people, together creating a unified national digital space.

Specific itinerary

The plan sets out 2 phases with clear goals, a specific roadmap, strict implementation methods and strict progress requirements:

Specifically, the urgent phase (until June 30, 2025): Focus on immediately removing bottlenecks, ensuring that the two-level local government system after the merger operates smoothly, continuously and effectively. This is a phase that requires the simultaneous, synchronous, focused and key participation of all ministries, branches, localities and blocs in the political system.

Regarding public services: All sectors and localities: Must complete the integration of 100% of online public services (DVCTT) onto the National Public Service Portal (NDPS), specifically 29 full-service public services, perfect the Provincial and Commune Public Administration Service Centers, and digitize 100% of valid administrative procedure (AP) results at the district level.

Regarding the information system serving operations: Must complete the review and upgrade of internal information systems (Document management, Personnel management, online meetings...) to be compatible with the new organizational structure and administrative units, ensuring that internal direction and operations are not interrupted.

General tasks: Issue initial legal documents (new administrative unit codes, Party organization codes); Government Cipher Committee provides sufficient security equipment to commune level.

Breakthrough phase (until December 31, 2025): This is the phase of solving fundamental problems and building a foundation for the future. Fundamentally overcoming inherent problems, perfecting infrastructure, shared digital platforms, standardizing and promoting connections, sharing important databases, substantially improving the quality of public services and the effectiveness of direction and administration.

Government sector: Focus on building and cleaning 12 key national and specialized databases; develop "Interactive electronic declaration platform" on the National Public Service Portal.

Party Bloc: Build and put into operation the Party's online administrative procedure settlement information system; complete the database on party organizations and party members.

National Assembly Bloc: Building the National Assembly's Open Data Portal, specialized databases to serve legislation and supervision; piloting the application of artificial intelligence to support delegates.

Fatherland Front Bloc: Build an interactive portal and receive people's feedback and recommendations; database on social supervision and criticism work.

General task: Complete the National Digital Architecture Framework, ensuring that all systems are not built in isolation but must comply, be ready to connect, and share data through a common integration platform.

Eight task groups

Comrade Pham Gia Tuc said that to facilitate management and supervision, the Plan is organized into 8 groups of tasks and key solutions, requiring the participation of the entire political system.

The eight groups include: Group on Institutional and Legal Improvement; Group on Digital Infrastructure Construction; Group on Data; Group on Unifying Platforms and Applications to Serve People, Businesses and Activities in Political System Agencies; Group on Human Resources for Digital Transformation; Group on Financial Resources; Group on Digital Transformation in the Bloc of Agencies of the National Assembly, the Fatherland Front and Socio-Political Organizations, the Court, the Procuracy; Group on Ensuring Cyber ​​Safety, Security and Confidentiality.

The Institutional and Legal Improvement Group aims to create a synchronous and unified legal corridor, ensuring that "institutions are one step ahead".

Each task group clearly states the requirements for completing work in the Urgent Phase (by June 30, 2025) and the Breakthrough Phase (by December 31, 2025).

To successfully implement the Plan, on behalf of the Standing Office of the Steering Committee, Comrade Pham Gia Tuc requested the leaders of Ministries, branches, and Central agencies in the entire political system: This must be identified as the number one key political task.

Urgently assign a focal point to coordinate with the Command Center, issue a detailed action plan and take full responsibility to the Steering Committee for the progress and quality of tasks assigned to their block.

Comrade Secretaries and Chairmen of provinces and cities: Must directly direct and immediately establish an Inter-sectoral Working Group in the locality, proactively coordinate with solution providers to organize drills, test operations and be ready for July 1, 2025; must resolutely apply situational solutions to ensure that no people or businesses are affected during the transition process.

Corporations and technology enterprises promote the spirit of social responsibility, considering this a political task; mobilize the best resources, establish response teams, support localities 24/7, ensure technical systems operate stably and safely.

Press and media agencies actively and proactively participate in widely promoting the goals and significance of the Plan, spreading good models and good practices, and at the same time performing the function of monitoring and reflecting promptly and honestly, creating consensus and combined strength of the whole society.

Comrade Pham Gia Tuc emphasized that the Plan is an important political task of strategic significance, requiring the synchronous, drastic and substantial participation of the entire system. The Standing Agency will closely coordinate with central and local agencies to organize the implementation of the Plan to ensure the right goals, progress, quality and efficiency.
