Launching an emulation movement to leverage the combined strength of the entire political system and all sectors of the population to successfully implement the revolution in science, technology, innovation, and digital transformation in Dong Nai.

(Dong Nai) - The Chairman of the Provincial People's Committee, Vo Tan Duc, has just signed and issued Plan No. 217/KH-UBND dated June 20, 2025, on launching the emulation movement "Leveraging the combined strength of the entire political system and all strata of the people to successfully implement the revolution in science, technology, innovation and digital transformation in Dong Nai province" (hereinafter referred to as the Provincial Emulation Movement).

This movement aims to respond to the Prime Minister's call for the "Nationwide Emulation Movement for Innovation and Digital Transformation"; identifying participation in this emulation movement as an important political task for Party committees and heads of agencies, units, and localities in Dong Nai province.

The province's emulation movement has been widely implemented in agencies, units, localities, among cadres, civil servants, employees, and the entire population. At the same time, it leverages the strength of the entire political system and the active participation of entrepreneurs, businesses, and the people in the development of science , technology, and innovation to successfully implement the digital transformation revolution and create new momentum.

The provincial emulation movement is organized throughout the entire province. The participants include organizations, businesses, households, individuals, intellectuals, scientists, inventors, and all segments of the population with outstanding achievements in the development of science, technology, innovation, and digital transformation, who directly or collaboratively participate in this emulation movement.

The emulation movement will be implemented from 2025-2030, divided into two phases. Phase 1 (from 2025-2027) will involve advising on and launching the emulation movement "Leveraging the combined strength of the entire political system and all strata of the people to successfully implement the revolution in science, technology, innovation and digital transformation in Dong Nai province" to respond to and implement the emulation movement "The whole country is competing in innovation and digital transformation" launched by the Prime Minister...

Agencies, units, and localities shall issue plans to implement the province's emulation movement; organize the implementation of the emulation movement in a practical and effective manner; conduct a preliminary review and evaluation to draw lessons learned in 2027 for the next phase of implementation.

For phase 2 (from 2027-2030), based on the evaluation of the results of phase 1, the Department of Internal Affairs will take the lead and advise the Provincial Emulation and Commendation Council to continue implementing phase 2 of the emulation movement and summarize it in 2030.

The plan also sets targets for 2025 and aims to achieve them by 2030. It focuses on areas such as digital government, digital economy, digital society, digital infrastructure, and digital data.
