Attending the meeting were comrades: Nguyen Dinh Chuyen, member of the Standing Committee of the City Party Committee, Chairman of the Inspection Committee of the City Party Committee; Le Trung Kien, member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board; representatives of the leaders of the Vietnam Fatherland Front Committee of the city, the Organizing Committee of the City Party Committee, the Department of Home Affairs and comrades expected to hold key leadership positions in new communes from July 1, 2025.
Reporting on the results of the implementation of the organization and streamlining of the apparatus according to the direction of the Central and City Party Committees, the leaders of An Lao and Tien Lang districts said that the implementation work ensured the correct principles, complete content, and was suitable to the actual situation. The localities have developed personnel plans for the Executive Committee, Standing Committee, and Inspection Committee of the new commune Party Committee; planned to assign personnel to leadership and management positions for the 2025-2030 term and arrange staff, civil servants, and public employees at Party agencies, authorities, and the Fatherland Front at the commune level. At the same time, the districts focused on directing the organization of the Party Congresses and grassroots Party Committees according to the instructions, preparing political reports and material conditions to serve the Congress.
At the meeting, representatives of the districts proposed that the city soon issue specific instructions on methods, ways, and time for establishing, dissolving, and transferring party organizations and party members; and mobilizing district- and commune-level cadres, civil servants, and public employees to work at Party, government, and Vietnam Fatherland Front agencies, in order to ensure that the new commune-level political system operates effectively from July 1, 2025. Localities also proposed that the city soon have a policy to allow leave and resolve policies and regimes for cadres, civil servants, public employees, and workers who wish to quit their jobs or retire before the above time.
Speaking at the meeting, Standing Deputy Secretary of the City Party Committee Do Manh Hien acknowledged and highly appreciated the proactive and serious spirit of the Standing Committees of the An Lao and Tien Lang District Party Committees in implementing the direction of the Central Committee and the City Party Committee on the arrangement of the apparatus and administrative units. He emphasized that the meeting aimed to grasp the actual situation at the grassroots level, promptly direct the removal of difficulties and obstacles, contributing to speeding up the implementation of the goal of building a streamlined apparatus, operating effectively and efficiently in accordance with the spirit of the Central Resolution and the direction of the City Party Committee.
He requested that localities continue to closely follow the instructions of the Central and City Party Committees; carefully review, ensure compliance with criteria and regulations and create consensus in the political system and the people. In particular, it is necessary to promote propaganda work, create high unity in awareness and action among cadres, party members and people, maintain political and ideological stability in the locality. The arrangement of the apparatus must ensure suitability, effectively promote the role and responsibility of cadres after the arrangement. The work of arranging and perfecting personnel must be carried out objectively, publicly, transparently, based on capacity, qualities and task requirements.
The Standing Deputy Secretary of the City Party Committee requested the City Vietnam Fatherland Front Committee, the City Party Committee's Organization Board, and the Department of Home Affairs to pay attention to and guide localities on the Project on reorganizing the apparatus of Party, government, and Vietnam Fatherland Front agencies at the new commune level. He requested that districts urgently make procedures and issue decisions on personnel work to ensure the set criteria and standards; develop regulations, statutes, functions, and tasks of agencies; make decisions on dissolution, establishment, and transfer of Party organizations and Party members; direct the organization of Party cell congresses as well as new commune congresses; manage documents well to avoid loss; pay attention to policies and regimes for cadres who wish to resign or retire early. He also requested that leaders of new communes who are city cadres be strengthened, and that cadres at the grassroots level need to quickly access new areas and jobs, ensuring normal operations from July 1, 2025./.
