In 2025, the Medical sector will have a total of 117 candidates proposed by the Industry and Interdisciplinary Professor Councils to be considered for recognition of meeting the standards for the titles of professor and associate professor.
Associate Professor, Dr. Nguyen Huy Ngoc - Vice Chairman of Phu Tho Provincial People's Committee is one of the candidates recommended by the Medical Professor Council to be considered for the title of professor.

Associate Professor, Dr. Nguyen Huy Ngoc was born in 1970, in Ha Hoa district, Phu Tho province (old). In 1994, he graduated from Bac Thai University of Medicine (now Thai Nguyen University of Medicine and Pharmacy), majoring in General Medicine. In 2002, he received a Master's degree in Medicine specializing in Emergency Resuscitation from Hanoi Medical University.
In 2012, he successfully defended his PhD thesis in Medicine, specializing in Internal Cardiology at the Military Medical Academy - Ministry of National Defense.
In addition to his medical expertise, Associate Professor Dr. Nguyen Huy Ngoc also expanded his knowledge of economics and management. In 2016, he was awarded a Master's degree in Economics, specializing in Economic Management from the National Economics University (now the National Economics University). By 2023, he completed the training program and was awarded a Bachelor's degree in English Language from the University of Science - Thai Nguyen University.
With outstanding contributions in the field of medicine, in 2022, Associate Professor Dr. Nguyen Huy Ngoc was recognized by the State Council of Professors as meeting the standards for the title of Associate Professor in Medicine, and was appointed to the title of Associate Professor at the University of Medicine and Pharmacy - Vietnam National University, Hanoi.
Regarding his working process, from April 1997 to June 2002, Associate Professor, Dr. Nguyen Huy Ngoc worked at the Department of Emergency Resuscitation, Phu Tho Provincial General Hospital. From July 2002 to December 2004, he was appointed Deputy Head of the Department of Emergency Resuscitation from July 2002 to December 2004.
From January 2005 to December 2009, he held the position of Deputy Director of the Hospital and Head of the Department of Endocrinology - Cardiology at Phu Tho Provincial General Hospital.
From January 2010 to January 2013, he was appointed Director of Phu Tho Provincial General Hospital, before moving to a department-level leadership position.
From February 2013 to March 2019, Associate Professor Nguyen Huy Ngoc held two positions simultaneously: Deputy Director of the Department of Health of Phu Tho province and Director of the Provincial General Hospital.
In April 2019, he was appointed Director of the Department of Health of Phu Tho province, holding this position until November 2024.
From November 2024 to January 2025, Associate Professor Nguyen Huy Ngoc was elected to hold the position of Vice Chairman of the People's Committee of Phu Tho province, concurrently holding the position of Director of the Department of Health. From January 2025 to present, he has held the position of Vice Chairman of the People's Committee of Phu Tho province.
In addition to the management and operation of the health sector, Vice Chairman of the People's Committee of Phu Tho province Nguyen Huy Ngoc also actively participates in teaching and professional research activities at many higher education institutions inside and outside the military, such as: Institute of Clinical Medicine and Pharmacy 108; University of Medicine and Pharmacy - Thai Nguyen University; University of Medicine and Pharmacy - Vietnam National University, Hanoi; Military Medical Academy - Ministry of National Defense.
In addition to his managerial role, Associate Professor Dr. Nguyen Huy Ngoc has also made many outstanding contributions to postgraduate training and scientific research. He guided 2 doctoral students to successfully defend their dissertations (1 of whom is the main doctoral student), and is currently guiding 5 doctoral students (including 4 main students, 1 assistant student, and 2 students awaiting their defense schedule). At the same time, he has successfully guided 11 graduate and specialist II students, and is currently continuing to guide 3 graduate students.
In the field of research, Associate Professor, Dr. Nguyen Huy Ngoc is the head and has completed 8 scientific projects at all levels, including 1 State-level project, 2 ministerial-level projects, 2 provincial-level projects and 3 grassroots-level projects. He is currently leading a provincial-level project for the period 2024-2026.
He has published 113 scientific articles, of which 18 were published in prestigious international journals in the Web of Science, Scopus and PubMed systems; he is the main author of 12 articles (7 articles published after being recognized as Associate Professor).
In addition, Associate Professor Dr. Nguyen Huy Ngoc published 9 specialized books, as editor or co-editor of 8 books, including 2 monographs (1 international book), 2 textbooks and 5 reference books. Notably, a book he co-edited was published by the prestigious international publisher Springer.
During his career, Associate Professor, Dr. Nguyen Huy Ngoc achieved many outstanding achievements and was recognized with many typical achievements, specifically: Certificate of Merit from the Prime Minister in 2015; National Emulation Fighter in 2016; Awarded the title of Excellent Physician in 2017; Certificate of Merit from the Minister of Health in 2011, 2012, 2017; Certificate of Merit from the People's Committee of Phu Tho province in 2011, 2019, 2020; Certificate of Merit and Certificate of Merit from the President of the Vietnam Stroke Association in 2017, 2018.
