On the afternoon of May 8, at the headquarters of the People's Committee of Tuyen Quang province, Comrade Hoang Gia Long, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the People's Committee of Tuyen Quang province received and worked with the delegation of the Consulate General of Vietnam in Kunming, China led by Mr. Hoang Minh Son, Consulate General of Vietnam in Kunming, China. Also attending were leaders of a number of departments, branches and sectors of the province.

Vice Chairman of the Provincial People's Committee Hoang Gia Long welcomed the delegation to visit and work with Tuyen Quang province. He discussed with the delegation the basic features of the local economic and social development, security and defense, especially the results of cooperation with Yunnan province, China.

At the meeting, the Department of Foreign Affairs reported on the results of cooperation between Tuyen Quang province and Yunnan province, China. Accordingly, Tuyen Quang province and Yunnan province continue to maintain exchange activities, participate in annual conference and dialogue mechanisms at the provincial, sectoral and local leadership levels. Import and export activities through border gates in Tuyen Quang province are promoted by both sides. The total import and export turnover in 2024 reached 293.2 million USD and the total import and export turnover in the first 7 months of the year (from January 1 to July 31, 2025) reached 418.702 million USD, an increase of 125.27% over the same period in 2024, reaching 83.74% of the plan.

Tuyen Quang province actively coordinates with Yunnan province and Van Son district to promote the submission to competent authorities for approval to open and upgrade border gates on both sides. In the coming time, Tuyen Quang province will continue to coordinate with the Ministry of Construction to submit to the Government for promulgation of a Resolution approving and a Plan for implementing the Agreement and Protocol on construction of cross-border traffic works in the Thanh Thuy (Vietnam) - Thien Bao (China) international border gate area and organize the implementation of construction works in the field.

Tuyen Quang province continues to direct departments and branches to maintain and effectively implement the Agreement on cross-border labor management between Ha Giang province (old) and Van Son district that has been signed. Regarding tourism and cultural cooperation, travel companies from both sides have connected to establish tours connecting scenic spots and historical and cultural relics of the two countries. The two sides continue to maintain and effectively implement the three legal documents on the Vietnam-China land border...

Vietnamese Consul General in Kunming, China Hoang Minh Son said that he will continue to be a bridge for the development of Tuyen Quang and Yunnan Province, China in all fields. The Consulate General discussed the economic and social situation of Yunnan Province; the issue of cooperation in the Greater Mekong Subregion; the advantages and difficulties when the two-level local government in Vietnam officially operates from July 1, 2025; and the work situation of the Vietnamese Consulate General in Kunming, China over the past year.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Gia Long affirmed that the substantial results achieved in the exchange and cooperation between Tuyen Quang province and Yunnan province in the past mentioned in the report cannot be separated from the attention, support and guidance of comrade Hoang Minh Son personally and the Consulate General of Vietnam in Kunming.

The Vice Chairman of the Provincial People's Committee emphasized that Tuyen Quang province has just been newly established on the basis of merging Tuyen Quang and Ha Giang provinces. In the coming time, Tuyen Quang province will continue to maintain and promote the results of exchanges and cooperation with Yunnan province in the past time and seek and expand new areas of cooperation between the two sides in accordance with the needs, conditions and new cooperation space.

On this occasion, Tuyen Quang province proposed a number of contents related to the exchange and cooperation between Tuyen Quang province and Yunnan province and respectfully requested the Consul General to consider, pay attention and support, such as: Continue to pay attention and support, help the Northwestern border provinces to effectively implement the mechanism of the Annual Conference between Provincial Party Secretaries and the Joint Working Group Meeting between Tuyen Quang, Lao Cai, Lai Chau, Dien Bien provinces (Vietnam) and Yunnan province (China).

Request the Consulate to support the reopening of some border markets and traditional border trails according to the agreement that have not been restored after being closed due to the impact of the Covid-19 pandemic. In October 2025, Tuyen Quang province will organize the 2025 Thanh Tuyen Festival and is expected to invite foreign partners and international delegations to attend, including the Secretary of the Van Son District Party Committee or the Head of the Van Son District People's Government to attend this activity.

After the merger, Tuyen Quang province has expanded many cooperation spaces, wishing to attract many foreign enterprises to invest in areas such as transport infrastructure, trade, agriculture, tourism. Tuyen Quang province hopes that Comrade Consul General will pay attention to introducing capable enterprises of Yunnan province in particular, and China in general, to survey and cooperate in investing in Tuyen Quang province.

Currently, China is in a period of explosive development of artificial intelligence, which has been applied in all fields, bringing practical results. In order to effectively implement the international cooperation content stated in Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Tuyen Quang province hopes that the Consul General will pay attention to connecting and proposing to Yunnan province and other localities with strong artificial intelligence in China to support the organization of training courses on artificial intelligence for Tuyen Quang province's officials. In addition to the specific contents mentioned above, we hope that the Consul General will continue to pay attention to and support Tuyen Quang province in implementing cooperation with Yunnan province in the fields of trade, culture, sports, cross-border labor management, expanding the list of export products, and border management, so that the two sides can build an increasingly strong friendly relationship, bringing practical benefits to both sides.
