
In Cao Bang province, the Binh Long Hydropower Plant (Binh Long Renewable Energy Joint Stock Company) announced that it would begin releasing water from 3:00 AM on October 7th at a rate of 350 m³/second through the spillway. The reservoir water level at 3:00 AM reached 208 meters, and is forecast to rise further as the inflow into the reservoir could reach 350 m³/second.
According to this announcement, the Hoa An commune (Pac Gay hamlet) area of Cao Bang province is likely to experience a water level rise of 0.6m, and within about 30 minutes, the water will merge with the Bang Giang river at Hong Viet bridge.
The plant warned residents living along the De Rao and Bang Giang rivers to urgently move away from low-lying areas to avoid risks.
Also in Cao Bang province, the Bach Dang Hydropower Plant is currently discharging water through all three gates at a rate of 584 m³/second, higher than the peak level during typhoon No. 10 (389 m³/second).
Authorities warn that this is not yet the peak of the flood, and people in downstream areas need to be especially vigilant.

In Tuyen Quang province, three hydropower plants also announced water regulation (release) on October 7-10.
Specifically, Thuan Hoa Hydropower Plant - Ha Giang (Thuan Hoa Ha Giang Hydropower Joint Stock Company) announced that it will begin releasing water at 3 PM on October 7, 2025, with a flow rate of 395 to 600 m³/second.
This water release is carried out through sluice gates and power generation units. Due to heavy rainfall in the upstream area, the reservoir has exceeded safe levels, so the company is proactively regulating the water supply.
Mr. Le Duy Tan, Director of Thuan Hoa Ha Giang Hydropower Joint Stock Company, signed an urgent document sent to the People's Committee and departments of Tuyen Quang province, requesting that local authorities promptly inform people in the downstream area to ensure safety.
At the Mien River system, Song Mien 5 Hydropower Joint Stock Company announced that it would begin releasing water from 11:00 AM on October 7th with an expected flow rate of 435 to 705 m³/second. The water release will be carried out through sluice gates and spillways until the water level in the reservoir balances with the power generation flow rate.
At the same time, the Song Mien 6 Hydropower Plant (Song Mien 6 Hydropower Joint Stock Company) also began releasing water from 11:00 AM on October 7th with a flow rate of 500 to 1,000 m³/second. The water level in the downstream reservoir is currently at 98.55m and in the upstream reservoir at 105.5m.


According to meteorological experts, with rainfall of 100-250mm in the past 24 hours in the upstream areas of the Lo, Gam, and Mien rivers, water levels on these rivers will continue to rise during the night of October 7th and the day of October 8th, posing a risk of severe flooding in downstream areas, especially in the central part of Tuyen Quang province, Bac Quang commune (Tuyen Quang province), Hoa An commune (Cao Bang province), and communes along the Bang Giang river.

Due to the release of water from hydropower plants upstream on the Lo River, and to reduce pressure on the downstream Lo River (upstream of the Red River - where water levels in Hanoi are still high), this morning, October 7th, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed a directive instructing the Tuyen Quang Hydropower Plant (one of the four major hydropower plants in the North) to close one of its bottom sluice gates from 12:00 PM on October 7th.

Deputy Minister Nguyen Hoang Hiep also signed a telegram sent to the People's Committees of Hanoi, Thai Nguyen, Bac Ninh, and Hai Phong warning of the possibility of exceptionally large floods on the Cau River, Thuong River, and Luc Nam River.
The Ministry of Agriculture and Environment has requested these localities to implement dike protection plans to ensure dike safety.
