In Da Lat City, Master - Doctor Nguyen Thi Hieu Hoa - Director of Da Lat Medical Center briefly reported on the unit's activities; including Covid-19 prevention and vaccination and preventive medical activities.
Currently, Da Lat Medical Center is a multifunctional district-level medical center, performing preventive medicine, treatment, population - family planning tasks. The center does not have inpatient treatment facilities, only arranged inpatient beds, initial treatment and referral; has 2 specialized departments and 20 affiliated units. There are 203 human resources, compared to the assigned human resources target of 234 (still lacking 29, not recruited yet). Of which, there are 45 doctors, 4 public health specialists, 9 pharmacists and 119 nurses, technicians, midwives, physicians...
Da Lat health sector has implemented digital transformation in the health sector, effectively applied the document management and administration system, signed 99% of electronic documents; applied information technology in medical examination and treatment management, created electronic health records for people, with a creation rate of 94%. Cashless payment in most revenue and expenditure activities. Implemented QR code scanning in hospital fee payment for people at city-level medical examination and treatment facilities. Deployed the use of chip-embedded citizen identification cards when people come to medical examination and treatment facilities.
Development orientation from now to 2025, the health sector of Da Lat city continues to do well in preventing infectious diseases, preventing and controlling non-communicable diseases; ensuring food safety and hygiene; health projects and programs; ensuring full and safe vaccination; doing well in population work in the new situation. Continue to implement the Project to strengthen and improve grassroots health care in the new situation; carry out digital transformation of health care, implement solutions to increase patient attraction for medical examination and treatment at grassroots health facilities. Improve the quality of human resources; improve the quality of medical examination and treatment services, rehabilitation; ensure the supply of medicines, medical supplies, etc.; propose additional means and equipment to serve activities.
However, currently, Da Lat Medical Center has scattered facilities (4 locations), a specific operational model without inpatient beds, making it difficult to manage and organize activities. Therefore, the leaders of Da Lat Medical Center proposed that the Provincial People's Committee allocate land funds, build a multifunctional Medical Center to organize activities according to a common model, ensuring the implementation of tasks according to regulations. Consider supporting subjects (currently working at Medical Centers of districts and cities) who have not received preferential allowances according to Resolution 05/NQ-CP at the same level as prescribed in Resolution 05/NQ-CP or propose the Government to supplement regulations on beneficiaries. Have specific attraction policies; prescribe standards for appointing heads and deputy heads of medical stations during the period of professional standardization of medical staff. Allocate funds to upgrade equipment infrastructure, rent software, and investigate household databases to establish electronic health records to support activities. Specify specific spending norms for activities; adjust compensation regulations after training.
Leaders of the Department of Health and the People's Committee of Da Lat City also had some opinions on the proposal of the Da Lat health sector and proposed that the Provincial People's Committee consider and resolve it.

Compared to other localities, Da Lat Medical Center achieved high indicators of the ratio of doctors/population. However, there are limitations in scattered facilities; lack of human resources, and insufficient implementation of staffing targets. The provincial leaders agreed on the direction of operation of the unit, focusing on preventing infectious diseases; ensuring medicine for medical examination and treatment; investing in facilities and equipment; continuing to implement digital transformation; developing projects and plans to develop multifunctional medical centers.

The District Medical Center has a Grade III Hospital with 30 beds, achieving an index of 8.7 doctors/10,000 people with 28 doctors (the whole province has 8.23 doctors/10,000 people); only reaching 9.3 hospital beds/10,000 people (the whole province has 20.5 hospital beds/10,000 people). The total number of human resources is 98 people, not reaching the assigned staffing target (106 people).

In recent times, the health sector of Lac Duong district has actively implemented measures to prevent and control epidemics; ensured adequate medicines, chemicals, and supplies for epidemic prevention and control; ensured the epidemic reporting regime according to regulations. Ensured high coverage of Covid-19 vaccines. Fully implemented preventive and population health activities to meet targets and progress.
Orientation 2023-2025, Lac Duong district health sector focuses on training and developing human resources; improving the quality of medical examination, treatment and rehabilitation services. Developing technical portfolio at Medical Centers and Medical Stations.
Currently, Lac Duong District Medical Center has prepared a proposal to divide the communes according to the 2023 criteria, striving for 6 stations to meet the health criteria for the period up to 2030.
The Director of Lac Duong District Health Center proposed and recommended that the Provincial People's Committee give opinions on the regime for a number of cadres and civil servants who have not yet received preferential allowances for their jobs according to Decree 05/2022/ND-CP. At the same time, the District People's Committee is recommended to continue directing the People's Committees of communes, towns and local departments, branches and organizations to closely coordinate with the health sector in implementing the National Criteria for Commune Health by 2030 and epidemic prevention.
At the meeting, leaders of the Department of Health and the People's Committee of Lac Duong district also spoke about a number of issues facing the Lac Duong health sector at present and future directions.
In his speech, Vice Chairman of Lam Dong Provincial People's Committee Pham S acknowledged the efforts of the health sector of Lac Duong district in protecting and taking care of people's health, especially ethnic minorities in the area. Medical facilities in remote areas have been invested and achieved a high doctor/population ratio.
However, the most obvious limitation is the low number of hospital beds and bed occupancy rate. Therefore, the provincial leaders requested that in the coming time, the Lac Duong health sector continue to promote its achievements, overcome difficulties, especially the shortage of drugs, synthesize reports to the Department of Health on rare drugs that are lacking (a common requirement in the whole province); review the criteria of the National Criteria for Commune Health; focus on human resource training; review the contents for medium-term public investment. Regarding minor repairs of medical station facilities, the district is requested to consider funding sources for investment in ethnic minority areas. Regarding attracting human resources for the health sector in general, the Provincial People's Committee is assigning the Department of Home Affairs to advise on this policy. Regarding training, the unit needs to consider creating conditions for employees to continue to improve their professional qualifications and skills to meet the requirements of the task of taking care of people's health in the new situation.
