Bao Lam improves the effectiveness of social policy credit

In recent times, social policy credit activities in Bao Lam district have always been directed by local authorities at all levels, with strong and effective solutions to complete the assigned targets and tasks. After 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the 11th Party Central Committee Secretariat on strengthening the Party's leadership over social policy credit, social policy credit work in Bao Lam district has achieved many important results. Ms. Truong Thi Le Phuong - Director of the Transaction Office of the Social Policy Bank of Bao Lam district said that as of May 31, 2025, the unit is managing a total capital of over VND 719.6 billion, an increase of VND 42.9 billion compared to the beginning of the year. The total outstanding debt as of May 31, 2025 is VND 713.2 billion, an increase of VND 36.6 billion compared to the beginning of the year, reaching 39.27% ​​of the growth plan.

In Bao Lam district, there are 14 transaction points in communes and towns. Here, information on credit policy programs, interest rates, outstanding debts, hotline addresses, and work handling procedures are fully disclosed, promptly, and in accordance with regulations. Through the 2024 assessment, the transaction quality at the transaction points in communes and towns is classified as good; in which, the disbursement rate at the transaction points is 100%, the debt collection rate is 99.27%, and the interest collection rate is 99.96%. By May 31, 2025, in Bao Lam district, there are 249 savings and loan groups classified as good, reaching 98.39%; 4 groups are classified as fair, and there are no groups classified as average. In addition, credit quality is maintained at a high level, in which overdue debt and frozen debt are only over 1.1 billion VND, accounting for 0.16% of total capital.

According to Ms. Truong Thi Le Phuong, the source of social credit capital has contributed to the implementation of new rural criteria such as residential housing; income; poverty rate; employed labor, production organization; education and training; environment and food safety; building the political system; national defense and security. At the same time, it has solved the basic and essential needs of people's lives in rural areas such as loans for clean water and rural environmental sanitation, loans for social housing, loans to support poor households in housing, production and business support such as loans for poor households, near-poor households, households that have just escaped poverty, loans to solve employment, working abroad...

In addition to the achieved results, social policy credit work still has some limitations, difficulties and obstacles; capital sources are not really diverse; and have not met actual needs. The investment scale is still small, household-based, not linked to chain-linked models and projects, and lacks stable and sustainable output support. The digital transformation of the Social Policy Bank is still limited. Therefore, on October 30, 2024, Standing member of the Secretariat Tran Cam Tu signed and issued Directive No. 39-CT/TW on improving the effectiveness of social policy credit in the new period.

On that basis, the law, mechanism and policies on social credit are improved in a more synchronous direction, creating more favorable conditions for the operation of social credit. In addition, the Bank for Social Policies will also expand the scope, scale, subjects, increase the loan amount, loan term in accordance with the development conditions, characteristics of each region, area, production and business cycle; focus on providing social credit to subjects affected by natural disasters, epidemics, poor students and other emergencies...

Particularly for the Transaction Office of the Social Policy Bank of Bao Lam district, in the coming time, the unit will continue to closely coordinate with local Party committees and authorities at all levels to effectively implement the tasks and solutions in the Development Strategy of the Social Policy Bank to 2030. Coordinate and advise on the work of entrusting local budget capital sources; continue to implement solutions to improve credit quality and manage and handle risky debts; continue to implement the digital transformation plan and tasks in 2025... At the same time, effectively carry out extensive propaganda work to service subjects, savings and loan groups, and entrusted socio-political organizations to effectively implement the State's credit policies and guidelines, improve the efficiency of lending investment and the sense of responsibility and obligations of households when borrowing capital. Effectively implement policy credit programs associated with the 3 National Target Programs on Sustainable Poverty Reduction, New Rural Development, and Socio -Economic Development in Ethnic Minority and Mountainous Areas; proactively review beneficiaries, promptly disburse loans to borrowers to ensure publicity, transparency, and the right beneficiaries; improve credit quality in a sustainable manner...
