According to the report at the conference, currently, the province has more than 2,500 key irrigation works (lakes, dams, pumping stations). In addition to the irrigation works assigned to 3 Irrigation Works Exploitation LLCs for direct management and exploitation (Song Chu LLC; Bac Song Ma Irrigation LLC; Nam Song Ma Irrigation LLC), the remaining works are managed by the People's Committees of districts, towns and cities. However, there are no specific regulations on decentralization of management to the People's Committees of districts, towns and cities.

The issuance of the Decision on decentralization and assignment of management and exploitation of irrigation works is necessary, based on legal provisions to clearly define the responsibilities of management and units exploiting irrigation works; enhance responsibility and initiative in the management and exploitation of irrigation works in the province; ensure safety and effective exploitation of irrigation works in irrigation, water supply for production sectors, people's lives, socio-economics and the environment.
