Solving difficulties and problems in site clearance for resettlement areas in Nhu Xuan district

On the afternoon of April 16, comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a conference to review and resolve difficulties and problems in the site clearance work for the resettlement area in Nhu Xuan district under the Ban Mong Reservoir project, phase 1, Nghe An province.

To implement the Ban Mong reservoir project phase 1, Nhu Xuan district was assigned as the investor for compensation, support and resettlement in the district under the Project according to Decision No. 2738/QD-BNN-XD, dated August 6, 2024 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) on approving adjustments and supplements to the project construction investment project.

To implement the project, Nhu Xuan district had to relocate 121 households in Thanh Son village, Thanh Hoa commune and reclaim land from 141 households in Dong Trinh village, Xuan Hoa commune to build a new resettlement area. Up to now, Nhu Xuan district has completed the inventory of the area of ​​the relocation site; selected a consulting contractor, surveyed, designed the construction drawings of the resettlement area on the National Bidding Network and some other contents.

However, there are still 107 households with an area of ​​266.85 hectares (accounting for 80% of the resettlement area of ​​the project) in Xuan Hoa commune subject to land acquisition that are being produced on the land of Thanh Hoa Rubber One Member Co., Ltd. without a contract with the company, so the process of paying compensation for site clearance is facing many difficulties and obstacles, affecting the progress of the next steps of the project.

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang emphasized that this is an important project that the National Assembly and the Government pay attention to and regularly inspect and urge progress. He highly appreciated Nhu Xuan district and Thanh Hoa Rubber One Member Co., Ltd. for actively accompanying relevant sectors of the province to implement the project.

Regarding the land area of ​​Thanh Hoa Rubber One Member Co., Ltd. that was granted a red book but was cultivated by the people, Vice Chairman of the Provincial People's Committee Le Duc Giang requested Nhu Xuan district to prepare a dossier and send it to the Department of Agriculture and Environment as a basis for advising the province to recover it and hand it over to Nhu Xuan district for management according to regulations. After being allocated the land, Nhu Xuan district proactively prepared a plan to compensate and clear the land for households using the land in accordance with the provisions of law, ensuring the rights of the State and the people. Along with that, the Department of Agriculture and Environment guided Nhu Xuan district on the dossier and procedures to be implemented according to regulations.

For 34 households participating in planting and caring for the rubber area of ​​Thanh Hoa Rubber One Member Co., Ltd. that have been inventoried and compensated, and wish to receive support from the company, Vice Chairman of the Provincial People's Committee Le Duc Giang requested Nhu Xuan district to complete the documents and send them to Thanh Hoa Rubber One Member Co., Ltd. so that the company can report to the Vietnam Rubber Group for consideration, resolution of recommendations, and support for the people.
