Ninh Binh Mr. Nguyen Tien Dung, Deputy Director of the Department of Natural Resources and Environment, went to the residents' homes to apologize for using inappropriate forms of address at work.
Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son said on the afternoon of October 17 that after receiving feedback about Mr. Nguyen Tien Dung's inappropriate behavior towards people while performing official duties, the provincial leaders requested verification and rectification.
At a meeting with leaders of the Department of Natural Resources and Environment that morning, Mr. Dung admitted his rude behavior when dealing with Ms. Nguyen Thi Thuong, 32 years old, in Phu Son commune, Nho Quan district.
"Mr. Dung showed an open-minded attitude, realizing that his mistake was due to public work, he got angry and could not control his words," said the Vice Chairman of the Ninh Binh Provincial People's Committee, adding that at the meeting, Mr. Dung asked permission to go to Ms. Thuong's house to apologize. Ninh Binh Provincial leaders requested that Mr. Dung, when going to the locality, should be accompanied by district and commune leaders so that they could witness.
Mr. Dung then went to Ms. Thuong's house but she was not home. He went to the Phu Son Commune People's Committee headquarters to write a letter of apology, hoping that the family would forgive him for his inappropriate actions. He asked the Commune Party Secretary to forward the letter to Ms. Thuong's family and promised that when the family returned, he would come to meet them in person to apologize again.
According to Mr. Son, Mr. Nguyen Tien Dung is an official under the management of the Standing Committee of the Ninh Binh Provincial Party Committee, so he was asked to write an explanation to the provincial leaders to ask for opinions on the next steps.

On the morning of September 6, Deputy Director of the Department of Natural Resources and Environment Nguyen Tien Dung and an interdisciplinary working group inspected the current status of Ms. Thuong's house and several other households in Phu Son commune that were cracked due to blasting during stone mining.
After finishing the meeting, Mr. Dung went out to the alley and spoke loudly, using the word "you" with Ms. Thuong. Mr. Dung also said some very rude things like: "If your whole family dies, I'll go to jail" or "If you don't take the money, I won't give you any more". After that, Mr. Dung got in his car and left.
The incident was witnessed by many local officials and recorded by Ms. Thuong’s family’s security camera. Ms. Thuong has sent a petition to the Ninh Binh Provincial People’s Committee requesting that Mr. Dung’s actions be dealt with.
Mr. Dung is 55 years old, from Truong Yen commune, Hoa Lu district. He has a professional qualification in Land Management, Master of Economics . He is currently assigned to be in charge of the Department of Water Resources and Minerals, the Department of Environment and Islands, and the Center for Natural Resources and Environment Monitoring.
