(TN&MT) - On the morning of December 21, in Hanoi, the Ministry of Natural Resources and Environment (MONRE) held a conference to review the work in 2024 and deploy tasks in 2025 of the MONRE sector. Member of the Party Central Committee, Deputy Prime Minister Tran Hong Ha attended and delivered a speech at the conference.

Also attending the Conference were representatives of Central agencies: Central Party Office, Central Inspection Committee, Central Organization Committee, Central Economic Committee, National Assembly's Finance and Budget Committee, Ministry of National Defense, Ministry of Public Security, Ministry of Planning and Investment, Ministry of Science and Technology.

On the local side, there were leaders of the People's Committees of the provinces and centrally-run cities of An Giang, Bac Can, Binh Thuan, Ca Mau, Cao Bang, Hai Phong city, Ha Nam, Ha Giang, Khanh Hoa, Lai Chau, Long An, Ninh Binh, Hung Yen, Quang Nam, Soc Trang, Thanh Hoa, Tuyen Quang.

On the side of the Ministry of Natural Resources and Environment, there were comrade Do Duc Duy, member of the Party Central Committee, Minister of Natural Resources and Environment; Deputy Ministers: Nguyen Thi Phuong Hoa, Tran Quy Kien, Le Cong Thanh, Le Minh Ngan; leaders of units under the Ministry; leaders of the Department of Natural Resources and Environment of 63 provinces and cities.

Innovation, creativity, proactiveness and flexibility in perfecting policies and laws on natural resources and environment

The summary report of the Ministry of Natural Resources and Environment clearly stated that 2024 is of special importance, identified by the Government as a year of acceleration, breakthrough, creating premise and motivation for 2025 to ensure the completion of the 5-year socio-economic development goals 2021-2025 according to the Resolution of the National Assembly, contributing significantly to the successful implementation of the Resolution of the 13th National Party Congress.

During the year, the world economic and political situation continued to develop in a complex and unpredictable manner with many uncertain factors; strategic competition, armed conflicts, and political instability increased; global growth recovered slowly; non-traditional security challenges had a direct and multi-dimensional impact on the development of many countries and regions.

Domestically, the political, economic and social situation is basically stable, growth is high, major balances are ensured, inflation is under control, and the material and spiritual life of the people continues to improve. However, our country still has to face many difficulties and challenges from external impacts, as well as internal limitations and shortcomings, and at the same time has to bear the heavy impacts of natural disasters and floods.

In that context, the Party Central Committee, the National Assembly, the Government and the Prime Minister have accurately assessed and forecasted the situation, promptly led and directed with many decisions; at the same time, they have been resolute in directing and operating, flexible in organizing and implementing, ensuring the completion of the country's immediate and long-term development goals.

In 2024, closely following the direction of the Government and the Prime Minister, the Ministry of Natural Resources and Environment has resolutely and synchronously implemented assigned tasks, especially removing policy bottlenecks, ensuring effective and sustainable management, exploitation and use of resources, closely linked with environmental protection, responding to climate change, making important contributions to the socio-economic development of the country and each locality.

In particular, many important results of the Natural Resources and Environment sector have been recognized by the Party and State leaders and highly appreciated by the People. Notably, the institutions, policies and laws on natural resources and environment continue to be supplemented and improved, ensuring the full institutionalization of the Party's viewpoints, policies and orientations, meeting the management requirements and practical development of the country. The organization and implementation of policies and laws are implemented synchronously by the whole sector from the central to local levels.

The system of national sectoral plans is built, promulgated and implemented, creating an important legal basis for allocating, arranging and rationally using space and resources for the development of sectors, fields, socio-economic regions, localities and the whole country.

Along with that, the work of managing, exploiting, and using resources effectively and sustainably, meeting development needs, and creating a foundation to promote economic growth drivers is being carried out fully and seriously in accordance with the direction of the Government and the Prime Minister.

Environmental protection and climate change response have been implemented with attention by all levels and sectors, with positive changes; environmental indicators have become important criteria for assessing the effectiveness and socio-economic sustainability of the country and each locality. Solutions for green transformation, comprehensive economic development, and low-carbon economy have achieved initial results.

Meteorological and hydrological forecasting, natural disaster forecasting and warning are always proactively “going early, going ahead”, the quality is improved, increasingly meeting the requirements of serving the direction, operation and implementation of prevention and control measures, thereby contributing to minimizing human and property damage.

In addition, digital transformation has achieved many positive results; scientific research, training, human resource development, international cooperation, information and communication are increasingly innovative, practical and effective, effectively serving state management.

On this occasion, speaking at the Conference, on behalf of the Party Committee, the leaders of the Ministry and the entire Natural Resources and Environment sector, Minister Do Duc Duy respectfully thanked the leaders of the Party, State, National Assembly, Government; Committees, Ministries, branches, Provincial Party Committees, City Party Committees, People's Committees of provinces and cities. At the same time, he thanked the efforts of cadres, civil servants, public employees and workers in each position who have strived to overcome difficulties and challenges, making worthy contributions to the development of the Natural Resources and Environment sector and the overall development of the country.

The Natural Resources and Environment sector unites, breaks through, and enters a new era

The year 2025 is of special importance with many major national and ethnic holidays. The world and regional situation is forecast to continue to be complicated and unpredictable; difficulties, challenges and opportunities, advantages intertwine but difficulties and challenges are greater. Domestically, we have very basic advantages, we must both "accelerate and break through", focus on striving to successfully achieve the socio-economic development goals of the entire 2021-2025 term; we must also reorganize the apparatus; successfully organize party congresses at all levels towards the 14th National Congress of the Party.

In that context, the Ministry of Natural Resources and Environment aims to complete all goals and tasks set out at the beginning of the 2021-2025 term with the spirit: "Any goals and tasks that have not been completed must be completed; any goals and tasks that have been completed must continue to improve quality and efficiency".

Regarding the key tasks in 2025, the entire Natural Resources and Environment Sector strives to complete the set goals. In particular, focusing on perfecting policies and laws covering all areas of the Sector; the organizational structure is arranged, streamlined, and operates effectively; digital transformation and the construction of a database on Natural Resources and Environment are promoted, serving well the state management of the Ministry and localities; natural resources are managed, exploited, and used effectively and sustainably; environmental quality is improved, and pollution sources are well controlled; proactively and flexibly mobilizing resources to respond to climate change; accurately and promptly forecasting and warning about meteorological situations and extreme weather phenomena to proactively prevent, combat, and respond.

The industry also sets specific goals and targets to strive to achieve in 2025, specifically: Completing the restructuring and organization of the Natural Resources and Environment Industry according to the direction of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, the Government, and the Prime Minister.

The system of policies and laws on natural resources and environment is organized and implemented synchronously, fully, comprehensively, and smoothly from the central to local levels; Complete the construction of a database to connect with the land information system according to the goals stated in Resolution No. 18-NQ/TW by 2025.

Improve environmental component indicators: over 92% of industrial parks and export processing zones in operation have centralized wastewater treatment systems that meet environmental standards; 95% of urban solid waste and 80% of rural solid waste are collected and treated to ensure standards; 30 - 40% of domestic solid waste is treated with energy recovery.

Complete 80% of the geological and mineral mapping area at a scale of 1:50,000 on the mainland; complete investigation and assessment of mineral potential in prospective structures in the Northwest and North Central regions.

Complete 90-100% of large and important reservoirs, complete the marking of water source protection corridors; complete the development of water source scenarios on 8 river basins with comprehensive planning, to announce the water source scenarios in early 2025.

Automate 65% of hydrometeorological monitoring stations to gradually form a modern and fully automatic hydrometeorological monitoring network, connecting and sharing data with countries in the region and the world; 100% of natural disasters such as storms and floods are monitored, forecasted and warned promptly and reliably; form a hydrometeorological monitoring network connected in the Mekong River basin; enhance environmental and hydrometeorological monitoring capacity.

Achieve 39% of the sea area to have basic survey of marine resources and environment at the map scale of 1:500,000; 75% of the mainland area to have geological and mineral maps at the scale of 1:50,000. Ensure 100% of national satellite positioning stations operate continuously.

After the speech of Minister Do Duc Duy, the Conference listened to the speeches of representatives of the leaders of ministries, central departments, branches and localities. In particular, the Conference will listen to the direction of Deputy Prime Minister Tran Hong Ha on the direction for the Ministry of Natural Resources and Environment in the coming time.
