Permanent Deputy Prime Minister Nguyen Hoa Binh attends investment promotion conference in Bac Ninh province

BAC NINH - On the afternoon of August 15, at the Bac Ninh Provincial Conference Center, the Provincial Party Committee, People's Council, and People's Committee held an investment promotion conference, awarded the Decision approving the investment policy, the Investment Registration Certificate, and started the construction of the Social Housing Project for Workers.

Attending the conference, on the Central side were comrade Nguyen Hoa Binh , Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister of the Government; representatives of leaders of a number of ministries and branches.

Attractive destination for investors

At the conference, delegates heard an introduction to the province's potential and advantages. After the merger, Bac Ninh province has affirmed that it is a locality with a remarkably and comprehensively developed economy, a growth pole in the North, and is among the most developed provinces in the country. GRDP in the first 6 months of the year is estimated to increase by 10.47%, the scale of GRDP reached more than 9.5 billion USD; industry - construction, services account for nearly 90% of the economic structure. The province's export turnover is often in the leading group, making a positive contribution to the total turnover of the whole country. In July alone, Bac Ninh for the first time surpassed to rank first in the country in terms of export turnover; in 7 months, it exported more than 48 billion USD.

With many advantages, Bac Ninh is currently the second largest locality in Vietnam in attracting foreign direct investment (FDI) with more than 2,800 projects, total investment capital of about 45 billion USD. Bac Ninh has become a reliable "destination", starting the journey to the world of global corporations such as Samsung, Foxconn, Amkor, Hana Micron, Canon, Goertek, and is the destination of many leading semiconductor corporations in the world.

Currently, Bac Ninh province has planned 50 concentrated industrial parks, with a total area of over 15 thousand hectares. The industrial parks are all systematically planned, with synchronous investment in infrastructure for electricity, water, environmental treatment, fire prevention and fighting, workers' housing and logistics services.

Provincial Party Secretary Nguyen Van Gau and Provincial People's Committee Chairman Vuong Quoc Tuan presented the Decision on selecting investors for enterprises to implement urban area projects in the province.

Bac Ninh province is focusing on developing industry in a modern, efficient and sustainable direction; gradually building an "industrial ecosystem" that develops synchronously with urban services... Besides synchronous industrial and urban infrastructure, Bac Ninh province has a diverse and convenient transportation system including roads, waterways, railways with expressways, national highways, Ring Road IV - Hanoi Capital Region... easily and conveniently connecting directly with many gateways of the capital and key economic regions in the region. Among them, Kep Station is an international transit station, connecting directly with China.

In particular, Gia Binh International Airport with a scale of nearly 2,000 hectares is currently being deployed, becoming the second largest international airport in Vietnam in terms of both area and scale. In the Gia Binh International Airport Complex, it is expected that there will be 4 key traffic routes invested to connect the airport, a large-scale, modern urban railway to shorten travel time and transport goods, opening up space for modern urban development.

Bac Ninh has an abundant labor force, a system of specialized and widespread vocational training facilities with relatively synchronous investment, meeting the requirements of training in key and high-quality occupations. The province has many policies to encourage the improvement of human resource quality, leading the country in issuing specific support policies for training human resources in the semiconductor industry and is being oriented to become the center for training labor in the semiconductor industry of the country.

Facilitate businesses to speed up project implementation progress

At the conference, representatives of investors such as Foxconn, SB Bac Giang Limited Liability Company, Lach Huyen International Deepwater Port Industrial Park and Logistics Joint Stock Company highly appreciated the investment and business environment of Bac Ninh province; expressed their determination to expand production and business scale in the coming time.

Provincial leaders and representatives of central ministries and branches granted new investment registration certificates to 9 FDI enterprises and 7 domestic enterprises; granted investment registration certificates adjusting capital increase to 9 FDI enterprises in the industrial park; granted 7 decisions approving investment policies and 12 decisions selecting investors for investment projects outside the industrial park. In addition, 2 enterprises agreed and committed to increase capital with a total additional capital of 300 million USD.

Speaking at the conference, comrade Nguyen Hoa Binh emphasized that Bac Ninh is currently a bright spot in attracting investment nationwide; investors choosing Bac Ninh is the right decision.

He congratulated the enterprises that were awarded investment certificates at today's conference, and also praised the comprehensive achievements that Bac Ninh province has achieved in recent times.

Referring to the projects that are about to start construction such as: Gia Binh International Airport and the road connecting Hanoi to Gia Binh Airport - strategic infrastructure projects that will create a breakthrough, helping Bac Ninh accelerate its development even more strongly. Before the merger, Bac Ninh and Bac Giang were both localities with high growth rates and strong industrial development. After the merger, Bac Ninh will create a dynamic economic region.

The Deputy Prime Minister acknowledged and highly appreciated the efforts of the Bac Ninh provincial government in accompanying businesses, building a friendly and open investment environment, always listening and promptly removing difficulties for investors. Therefore, he suggested that the province should continue to maintain that spirit to create momentum for sustainable growth in the coming time.

Looking towards a new era, an era of accelerated development, the Deputy Prime Minister suggested that Bac Ninh province focus on preparing and successfully organizing Party Congresses at all levels, especially the Bac Ninh Provincial Party Congress for the 2025-2030 term. In particular, the Congress Resolution must be highly actionable, practical, and build trust among the people. He also noted that the Bac Ninh provincial government should pay more attention to people's lives. Practical experience shows that projects that people do not support will face many difficulties, so it is necessary to step up propaganda and support people to stabilize their lives; properly resolve emerging social issues. Industrial development must be accompanied by adequate investment in agriculture.

The Deputy Prime Minister requested Bac Ninh province to continue promoting a friendly administration, strongly reforming administrative procedures, and creating the most favorable conditions for investors. The projects that were granted decisions today must be facilitated and accelerated; at the same time, effectively implementing key national and local projects; expecting Bac Ninh to continue to be a bright spot in the country, leading in the development of high technology, green technology, semiconductor industry, artificial intelligence and future industries.

Receiving the Deputy Prime Minister's direction, comrade Vuong Quoc Tuan said that since the beginning of the year, Bac Ninh has been the leading locality nationwide in attracting investment; second in export, and first in July alone. These results are very encouraging, creating a premise for the province to carry out its tasks for the whole year. The highlight of this promotion is the diversity and breakthrough in the field of investment attraction. In addition to high-tech and semiconductor industry projects - which are the strengths of Bac Ninh, the province has expanded to potential areas such as high-tech industrial parks, trade, services, entertainment and ecological urban areas. These projects not only make up for the shortcomings in the investment structure in recent times but also create a strong push for the development of cultural tourism and high-quality services.

From now until the end of the year, Bac Ninh aims to continue attracting about 6 billion USD in investment capital. It is expected that in 2025, the budget revenue will be from 66-68 trillion VND.

In the coming time, Bac Ninh will continue to complete technical infrastructure projects; commit to providing the safest power source for investors. Special attention will be paid to developing high-quality human resources to serve the development of industrialization and modernization.

He emphasized that the profound suggestions of the Deputy Prime Minister are fundamental orientations of strategic significance for the long-term development of the province. This is an important basis for Bac Ninh province to seriously absorb and study, thereby building a long-term development vision, completing the political report and action program for the 2025-2030 term in a comprehensive, substantive and effective manner.
