Before answering questions from National Assembly deputies at the Question and Answer Session this morning (June 20), on behalf of the Government and the Prime Minister, Permanent Deputy Prime Minister Nguyen Hoa Binh gave a report explaining and clarifying issues of concern to National Assembly deputies.
On behalf of the Government, the Prime Minister would like to sincerely thank the National Assembly deputies for their attention, agreement and many dedicated, profound and responsible comments on the Government's reports; Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that the Government listened to and seriously accepted the National Assembly's comments and respectfully reported and explained a number of key issues.
Socio-economic situation continues to have positive trend, growth is promoted, macro-economy is basically stable
Specifically, updating the socio-economic situation for the first 6 months, Deputy Prime Minister Nguyen Hoa Binh said that at the beginning of the session, the Government reported to the National Assembly on the socio-economic situation for the first 4 months of 2025. The update showed that the socio-economic situation continued to trend positively, growth was promoted, the macro-economy was basically stable, inflation was controlled, and major balances of the economy were ensured.
In general, in the first 6 months, many indicators and indices are better than the same period last year. Early estimates in May 2025 show that GDP in the second quarter could reach about 7.6% over the same period, equivalent to GDP in the first 6 months of the year forecasted to reach about 7.3% (the proposed scenario is 7.58%), among the highest growth groups in the region and the world, in which all 3 sectors of agriculture, industry and services maintain good growth momentum; consumer price index (CPI) is forecast to increase by about 3.2%; state budget revenue is estimated to reach 66.2% of the estimate; FDI attraction continues to be a bright spot with total registered capital estimated at over 20 billion USD and realized capital estimated at about 12 billion USD, showing that Vietnam continues to be an attractive destination for foreign investors. Total import-export turnover increased, trade balance maintained a trade surplus; disbursement of public investment capital was higher than the same period in both proportion and volume.
Socio-political stability; national defense and security are maintained; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are enhanced. International organizations continue to positively assess Vietnam's economic prospects.
In addition to the achievements, Deputy Prime Minister Nguyen Hoa Binh also said that we still have many limitations, shortcomings and difficulties and challenges, as many National Assembly deputies have pointed out. The Government and the Prime Minister continue to direct all levels, sectors and localities to resolutely and effectively implement tasks and solutions in all fields, striving to achieve the highest target by 2025.
Promote growth to achieve the set target
Referring to the synchronous and focused solutions to achieve the GDP growth target of 8% or more in 2025, Deputy Prime Minister Nguyen Hoa Binh emphasized that in the context of greater difficulties and challenges than favorable opportunities, the forecast of GDP growth results in the first 6 months of 2025 is very positive, worthy of respect and pride.
However, the growth target of 8% or more in 2025 is a huge challenge. In the coming time, the Government will focus on directing all levels, sectors and localities to be more determined, make greater efforts and take more drastic actions to promote growth to achieve the set target, while maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy.
In particular, renewing traditional growth drivers. Specifically, in terms of investment, striving to disburse public investment capital to reach 100% of the plan, especially speeding up the construction progress of important and key national projects and works; urgently researching and building a national and provincial investment one-stop portal; promoting public-private partnership (PPP); continuing to selectively attract foreign investment, prioritizing large-scale, high-tech projects...
Regarding exports, effectively exploit 17 signed FTAs and promote new FTAs to diversify markets, products, and supply chains, striving for a total import-export turnover increase of 12% in 2025, with a trade surplus of 30 billion USD; proactively promote harmonious and sustainable trade with the United States, China, and major partners.
Regarding consumption, perfecting tax and credit mechanisms and policies to support increased purchasing power and stimulate consumption; strengthening supply-demand connections, promoting the campaign for Vietnamese people to prioritize using Vietnamese goods; resolutely preventing and combating smuggling, trade fraud, counterfeit goods, fake goods, and poor quality goods; striving for total retail sales of goods and consumer service revenue to increase by about 12%. Strengthening tourism promotion and advertising, expanding visa policies, striving to reach 120-130 million domestic visitors and 22-23 million international visitors in 2025.
Promote new growth drivers, focusing on implementing resolutions of the Party, National Assembly, and Government on special mechanisms and policies to create breakthroughs in science, technology, innovation, and national digital transformation; develop green economy, circular economy, e-commerce, and new business models; continue to vigorously implement Project 06; support and promote the development of the private economy. Early construction of free trade zones in some localities, research on the "duty-free port" model. Timely implement the National Assembly's Resolution on the International Financial Center in Vietnam. Research and develop mechanisms and policies for the exploitation of outer space, sea space, underground space, etc.

Improve the effectiveness and efficiency of government operations at all levels
Informing about the official start of the operation of two-level local government from July 1, 2025, Deputy Prime Minister Nguyen Hoa Binh emphasized that implementing the resolutions and conclusions of the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Prime Minister has focused on leading and directing ministries, branches and localities to urgently organize and implement to ensure progress, meeting the overall goal of streamlining the apparatus associated with building two-level local government and improving the effectiveness and efficiency of government operations at all levels.
In the first 6 months of the year, the Government's Steering Committee for the arrangement of administrative units at all levels and the organization of two-level local governments has oriented the arrangement and reorganization of local boundaries, administrative centers, and public service units; directed the implementation of decentralization and delegation of power, provided specific instructions on the organization of the apparatus, payroll, job positions, and the process of arranging cadres, civil servants, and public employees to ensure compliance with regulations, while stabilizing the psychology and creating motivation for the staff after the merger.
In order to promptly remove obstacles and quickly stabilize the organization and operation of the two-level local government apparatus from July 1, 2025, the Government continues to focus on leadership and direction: Continue to review the system of legal documents, especially in priority and urgent areas. Manage the total payroll assigned in 2025, streamline the payroll associated with restructuring the staff, civil servants and public employees. Resolve well the regime and policies for cadres, civil servants, public employees, workers and armed forces when implementing the organizational arrangement. Arrange and organize the headquarters, facilities and working conditions of new provincial and commune-level agencies; review and effectively handle public assets and redundant headquarters after the arrangement and merger. Decide on the timely appointment of Chairmen and Vice Chairmen of the People's Committees of new provinces and cities.
Spend a lot of time and resources on building and organizing law enforcement
Regarding the work of building and organizing law enforcement, Deputy Prime Minister Nguyen Hoa Binh said that the Party, National Assembly and Government always spend a lot of time and resources on building and organizing law enforcement, considering this a "breakthrough of breakthroughs" to create new growth drivers, unleashing all resources for rapid and sustainable development.
At the 9th Session, the Government submitted to the National Assembly the largest number of laws and resolutions ever at a Session with 42 laws and resolutions, of which 39 laws and resolutions were submitted for consideration and approval with many particularly important contents, of historical significance, removing bottlenecks to mobilize all resources for socio-economic development. The Government issued Resolution No. 140/NQ-CP on the Government's Action Program to implement Resolution No. 66-NQ/TW of the Politburo, continuing to innovate the thinking of law-making, ensuring harmony with state management requirements and encouraging innovation and creativity. At the same time, promptly promulgating detailed implementing regulations.
In the coming time, the task of developing regulations to guide the Laws newly promulgated by the National Assembly is very heavy. In 2025, the Government will focus on reviewing and enhancing coordination to perfect the legal system; promote the initiative and creativity of ministries, branches and localities; strengthen the prevention and fight against corruption, negativity and waste; regularly urge and organize inspections of implementation, and handle responsibilities in cases of delayed issuance of guiding documents.
Inauguration and groundbreaking of 80 projects with significance to promote growth and serve social security
Referring to the content of focusing on completing key national projects; deploying and starting new key projects, Deputy Prime Minister Nguyen Hoa Binh emphasized that socio-economic infrastructure has been developed in a synchronous and modern direction, prioritizing key and important projects on highways, high-speed railways, airports, seaports, energy infrastructure, industry, education, health, and society, and has achieved many outstanding results.
The Government actively implemented the National Assembly's Resolutions on the investment policy of the Lao Cai-Hanoi-Hai Phong railway line, the high-speed railway on the North-South axis, accelerated the implementation of the Long Thanh International Airport project, the North-South Eastern Expressway in the 2021-2025 period, Hanoi Ring Road 4, Ho Chi Minh City Ring Road 3, 3 East-West Expressways...
From now until the end of the year, open the expressway from Cao Bang to Ca Mau; basically complete the construction of Long Thanh International Airport; start construction of Lao Cai-Hanoi-Hai Phong railway, Hanoi-Vientiane expressway (Vinh-Thanh Thuy section), Ca Mau-Dat Mui expressway, Tan Phu-Bao Loc-Lien Khuong expressway and Hon Khoai port. Effectively implement the adjusted Power Plan VIII; complete and put into operation important power and transmission projects such as Hoa Binh Hydropower Plant expansion (480 MW), Quang Trach 1 (1,430 MW), Nhon Trach 3 and 4 (1,600 MW), Lao Cai-Vinh Yen 500 kV line. Develop synchronous and modern digital infrastructure, strive to deploy at least 55,000 new 5G transmission stations in 2025. Proactively complete investment procedures for major projects in the 2026-2030 period.
On the occasion of the 50th anniversary of the Liberation of the South and National Reunification, the Government has organized the inauguration and groundbreaking of 80 projects that are significant in promoting growth and serving social security. To practically celebrate the 80th anniversary of the August Revolution and National Day on September 2, the Government is actively directing preparations for the inauguration and groundbreaking of at least 80 new key and important projects.
Effectively implement the fight against smuggling, trade fraud and counterfeit goods
Regarding the prevention and combat of smuggling, trade fraud, counterfeit goods, intellectual property infringement, and the protection of consumer rights, Deputy Prime Minister Nguyen Hoa Binh said that in recent times, this work has been focused on and achieved positive results. Since the beginning of 2025, the Prime Minister has issued 5 telegrams, 1 directive, and many guiding documents; functional forces have vigorously deployed the peak period of the fight to prevent and repel smuggling, counterfeit goods, and intellectual property infringement nationwide.
In the first 5 months of the year, the Ministry of Public Security discovered and dismantled many production and trading lines of fake milk, food, medicine, health protection food; goods with fake origin, and large-scale and serious infringement of intellectual property rights; arrested and handled over 40,000 cases of smuggling, trade fraud and counterfeit goods; collected 6,583 billion VND for the budget; prosecuted 1,737 cases and 3,043 subjects. During the peak period (from May 15, 2025 to June 15, 2025), more than 10,400 cases were discovered, arrested and handled; temporarily seized goods and exhibits worth over 4,000 billion VND; collected over 1,200 billion VND for the state budget; prosecuted 204 cases with 378 defendants.
However, the situation of smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement is still very complicated. In the coming time, the Government and the Prime Minister will continue to direct the effective implementation of the fight against smuggling, trade fraud, and counterfeit goods; resolutely prevent and repel crimes with the spirit of "no tolerance, no forbidden zones"; review, amend, and promptly supplement relevant legal documents; immediately overcome shortcomings in inspection, supervision, and post-inspection work; strictly handle officials, civil servants, and public employees who are degraded, corrupt, and colluding with violations. Strengthen propaganda and mobilize businesses and people to actively participate and participate responsibly to detect early, fight, and prevent right from the grassroots, from the starting point.
Unleashing resources, contributing to socio-economic development
Regarding the content of removing and handling stuck and pending projects, Deputy Prime Minister Nguyen Hoa Binh said that in the past, after development stages, due to many objective and subjective reasons, many stuck and pending projects have arisen nationwide. The Government and the Prime Minister have focused on directing the removal of difficulties and obstacles for the above projects to free up resources, contributing to socio-economic development.
By the end of April 2025, the Government, the Prime Minister, ministries, branches and localities had resolved and removed obstacles to put into operation, business, continue investment, and initiate investment for 867 projects in the fields of renewable energy, real estate, and hospitals with a total estimated value of about 371.8 trillion VND.
In the coming time, the Government will continue to implement the Resolutions of the Party, the National Assembly, and the direction of the Politburo, focusing on handling difficulties and obstacles for the projects mentioned in the 2025 socio-economic report.
Programs and projects to develop social housing and eliminate temporary and dilapidated houses are widely implemented.
Regarding the development of social housing and the elimination of temporary and dilapidated houses, Deputy Prime Minister Nguyen Hoa Binh affirmed that the development of social housing and the elimination of temporary and dilapidated houses are major policies of the Party and State, with profound humanitarian significance, contributing to ensuring social security and improving the quality of people's lives.
In recent times, many programs and projects to develop social housing and eliminate temporary and dilapidated houses have been widely implemented and achieved many positive results. The Prime Minister has launched a movement to eliminate temporary and dilapidated houses nationwide in 2025. The Government has issued a Plan to implement the National Assembly's Resolution on piloting a number of specific policies and mechanisms for social housing development.
Regarding social housing development, the country has planned 1,309 locations with 9,737 hectares of land, most localities have reserved enough land for social housing development. Implement the Project to invest in the construction of at least 1 million social housing apartments, striving to reach 49% by the end of 2025. To date, the country has 686 social housing projects implemented with a scale of about 628,000 units; in the first 5 months of the year, over 22,600 units have been completed.
Regarding the elimination of temporary and dilapidated houses, by June 14, 2025, the whole country had supported nearly 207,000 houses, of which more than 155,500 houses were inaugurated and more than 51,300 houses were under construction. To date, 31/63 provinces and cities have completed the elimination of temporary and dilapidated houses.
In the coming time, the Government and the Prime Minister will continue to direct the promotion of social housing development, eliminating temporary and dilapidated houses; basically completing the goal of eliminating temporary and dilapidated houses nationwide before August 31, 2025; specifically, housing support for relatives of martyrs and meritorious people will be completed before July 27, 2025; urgently implementing the National Assembly's Resolution on specific policies for social housing development; provinces and cities will resolutely implement and strive to complete the assigned social housing development targets for 2025.
