According to the report of the National Center for Hydro-Meteorological Forecasting: On the afternoon of September 5, storm No. 3 was in the northern area of the North East Sea, about 420 km east of Hainan Island (China). The storm intensity is level 16 (super typhoon level), gusting over level 17. This is a very strong storm with a wide circulation. The area with strong winds above level 8 has a radius of about 250 km, the area with strong winds above level 10 is about 150 km, the area with strong winds above level 12 is about 80 km around the center of the storm. International storm forecasting centers all have the same opinion that storm No. 3 will continue to maintain the level of super typhoon (level 16 or higher). It is forecasted that storm No. 3 will maintain level 16, gusting over level 17 until it moves into the sea area east of Hainan Island.
It is forecasted that around the night of September 6, the storm will pass the northern area of Hainan Island and move into the Gulf of Tonkin, then directly affect all coastal provinces from Quang Ninh to Thanh Hoa. Around the afternoon to the night of September 7, the storm will move inland in the northern provinces, then move to the northwest, weaken into a low pressure area and gradually dissipate.
At the conference, representatives of central ministries, branches and relevant localities quickly reported on preparations and response to storm No. 3, the results of implementing notification of ships and boats, agricultural production, irrigation works operation, etc. and forecasted the possibility and measures to minimize damage caused by storm No. 3.
In response to storm No. 3, Ninh Binh province has regularly updated the situation and developments of the storm, promptly informing people to proactively take preventive measures. In the coming time, it will continue to organize inspection teams for "four on-site" work and prepare plans to protect key areas in the area; proactively implement plans to evacuate people, move facilities and assets in coastal areas, etc.
Speaking at the online conference, Deputy Prime Minister Tran Hong Ha said that storm No. 3 is very strong, affecting the lives of people in many localities. The Government is very concerned about the developments of the storm. Today (September 5), the Prime Minister issued two dispatches to direct the response to storm No. 3. The Government leader requested ministries and local branches to further strengthen forecasting work, maintain regular communication between countries affected by the storm; strengthen inspection work, especially in key and vulnerable areas; regularly update storm information on the forecast map; and at the same time, effectively implement the Prime Minister's dispatch No. 87 dated September 5 on focusing on urgent response to storm No. 3.
Immediately after the Government's online conference, Vice Chairman of the Provincial People's Committee Tran Song Tung spoke to acknowledge the proactiveness of sectors and levels in closely monitoring the developments of storm No. 3, thereby proactively deploying response measures.
The Vice Chairman of the Provincial People's Committee emphasized: This is a very strong storm with complicated developments, so it is recommended that all levels and sectors regularly monitor and update the storm and flood situation to ensure timely information to authorities and people, especially in remote areas, to proactively take preventive measures.
Localities need to focus on leading, directing, organizing inspections, urging, and implementing drastic, timely, and effective storm prevention and response work with the spirit of proactive prevention and response at the highest level to ensure the safety of lives, especially children and vulnerable groups, and minimize damage to people's and State's property.
Organize screening and evacuation of people from low-lying areas and areas at risk of landslides to safe shelters. Strictly prohibit ships from going out to sea, notify owners of ships and boats operating offshore to find shelter; organize arrangements for ships and boats at anchorages; deploy plans to evacuate areas outside Binh Minh 2 dike to safe storm shelters...
Strengthen monitoring of storm developments, organize patrol forces to guard and protect the safety of dikes and dams. Promptly direct and deploy response work according to the "four on-site" motto according to assigned tasks and authority, not to be passive or surprised. Urgently find solutions to ensure drainage in points, residential areas, urban areas, and industrial zones when heavy rain occurs.
For relevant sectors, organize inspection, review and practical implementation of dike protection plans, protect key vulnerable points, paying special attention to the Binh Minh 4 sea dike and dike and embankment locations where incidents have occurred but have not been handled or repaired. Urgently complete reinforcement of locations at risk of insecurity before the storm makes landfall. Direct and guide localities to implement measures to ensure safety for rice, crops and aquaculture facilities.
Ninh Binh Radio and Television Station, Ninh Binh Newspaper, and Hydrometeorological Station closely monitor, strengthen forecasting, warning, and timely information on storm developments, floods, and landslide risks. At the same time, coordinate with specialized agencies to provide guidance on prevention skills for people, agencies, and units to proactively prevent.
Sectors and localities organize 24/7 duty seriously, regularly report to the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to direct issues beyond their authority.
