Due to the influence of this phenomenon, from the afternoon of October 18, the northern and central areas of the East Sea, including the Hoang Sa archipelago, will have increasingly stronger winds and rough seas.
The time when the storm enters the East Sea coincides with a cold air mass from the North, so the storm is likely to weaken as it moves over the sea. From the night of October 18, the North will begin to be affected by cold air, gradually strengthening from October 20 to 25, causing cold at night and morning, and cold in mountainous areas. In the Gulf of Tonkin, the Northeast wind can be strong at level 6 - 7, gusting above level 8, waves 2 - 4m high, rough seas.
Meanwhile, from October 16 to 18, the area from Quang Tri to Quang Ngai will have moderate rain, heavy rain, and in some places very heavy rain with common rainfall of 70-150mm, in some places over 350mm, and in Hue city alone, some places over 500mm.
After October 19, the Central Central region will continue to have moderate to heavy rain, especially from October 23 to 26 due to the combination of cold air, East wind disturbances and terrain. The provinces from Ha Tinh to Quang Ngai are likely to experience heavy rain and floods on rivers and streams.
* Faced with complicated weather developments, on the afternoon of October 16, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, on behalf of the National Civil Defense Steering Committee, signed a document requesting the People's Committees of provinces and cities from Quang Tri to Quang Ngai to urgently deploy measures to prevent floods and rains.

Accordingly, localities need to closely monitor forecasts and warnings of heavy rain, floods, landslides, and provide timely information to people. Check residential areas along rivers, streams, low-lying areas, and flood-risk areas, organize forces to guard and control traffic at deep flooded areas and fast-flowing water.
Along with that, arrange materials and rescue vehicles, ensure smooth traffic, safety of dams, irrigation works and works under construction, especially small reservoirs that are full of water.
Proactively prevent flooding, protect production, residential areas, and industrial zones; prepare necessities according to the "4 on-site" motto. Strengthen information and propaganda about heavy rain developments, be on duty seriously, and promptly report to the National Civil Defense Steering Committee.
