On the afternoon of September 6, Mr. Tran Hong Ha, Deputy Prime Minister and Head of the National Steering Committee for Natural Disaster Prevention and Control, inspected storm prevention work in Van Don District, Ha Long City and Quang Yen Town. He was accompanied by Mr. Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

Reporting to the Deputy Prime Minister on the response to storm No. 3 in Quang Ninh province, Mr. Cao Tuong Huy, Chairman of the Provincial People's Committee, emphasized that as soon as the Prime Minister issued an official dispatch directing storm prevention work, Quang Ninh province directed the entire political system in the province to proactively deploy response measures according to the motto "3 before, 4 on-site".

In particular, the authorities have called on nearly 5,600 boats to return to anchorage areas to avoid the storm, implementing the sea ban from this morning. Before 4:00 p.m. today, the evacuation of about 3,000 workers from nearly 2,900 offshore aquaculture facilities to shore was completed. Measures to protect irrigation works, dykes, and traffic routes have also been deployed.
The province also mobilized forces to be on standby at key locations to be ready to handle any arising situations; at the same time, it developed scenarios that could occur when the storm made landfall to have a unified and synchronous direction plan from the province to the grassroots level.

Deputy Prime Minister Tran Hong Ha highly appreciated Quang Ninh's proactive implementation of measures to respond to storm No. 3, especially the development of specific scenarios when the storm makes landfall to have appropriate response plans.

From now until the storm makes landfall, the Deputy Prime Minister requested the province to continue to strengthen leadership, direction, inspection and supervision of prevention work; noting that response solutions must be appropriate and close to the actual situation of each locality. At the same time, the province needs to strengthen propaganda work so that people can proactively take preventive measures. Absolutely do not let subjective and negligent thoughts arise in the direction and management work as well as towards the people.

Inspecting storm prevention work at the Ha Tu Coal Joint Stock Company in Ha Long City, the Deputy Prime Minister emphasized that it was necessary for the Vietnam National Coal and Mineral Industries Group to temporarily suspend production from this morning to serve storm prevention work. At the same time, he requested that the Group continue to closely monitor the storm situation to have appropriate response plans. Note that the implementation of response plans must be closely coordinated with local authorities. Especially the mobilization of forces on duty and handling of situations that may arise.

Inspecting the situation and talking with people in Lien Hoa commune, Quang Yen town, the Deputy Prime Minister praised the proactive spirit of the local government and people in storm prevention work. At the same time, the Deputy Prime Minister hoped that people, especially households living in coastal areas, would continue to closely monitor weather developments and strictly follow the evacuation requests of local authorities when necessary.
The Deputy Prime Minister also requested Quang Ninh province to prepare measures to prevent heavy rain after the storm, especially in mountainous areas and areas at high risk of landslides, to ensure minimizing damage caused by the storm.
