New rural construction movement in Ben Tre: New look in every village and hamlet

With the drastic participation of the entire political system, the unanimous response of all levels, sectors and local people, Program No. 09-CTr/TU dated January 29, 2021 of the Ben Tre Provincial Party Committee on new rural construction (NTM) for the period 2020-2025, with a vision to 2030, has achieved many results, helping the face of the countryside change every day.

In the period of 2026-2030, Ben Tre province strives to complete the goal of building new rural areas; the number of communes meeting new rural standards will reach 100%. Of these, 60% of communes will meet advanced new rural standards, 10% of communes will meet modern new rural standards. The rate of poor households according to multidimensional poverty standards will decrease to below 2% by the end of 2030; 100% of extremely disadvantaged communes in coastal areas will escape from extreme poverty.

In fact, policies and guidelines on building new rural areas have been implemented in conjunction with the implementation of the “New Dong Khoi” emulation movement, especially focusing on propagating the campaign “All people unite to build new rural areas and civilized urban areas”. Thereby, many forms of propaganda have also been focused on, contributing to raising people’s awareness in building new rural areas.

Ms. Nguyen Thi Kim Thoa, Chairwoman of the Ben Tre Provincial Women's Union, said that the unit has maintained 154 "5 no, 3 clean" clubs and promoted the movement of women starting businesses, protecting the environment, and adapting to climate change. Ben Tre Provincial Youth Union organized more than 3,266 propaganda sessions, attracting over 92,000 union members, youth, and students to participate in practical activities such as planting trees, beautifying the landscape, building "green - clean - dynamic" schools and agencies, protecting the rural environment, and maintaining security and order. The Farmers' Association carried out 3,200 propaganda sessions; the Veterans' Association carried out 2,902 campaigns with tens of thousands of participants. Through these campaigns and propaganda sessions, the role of gathering, leading, and spreading the patriotic emulation movement to every hamlet and village has been well promoted. In particular, Ba Tri district is a prominent locality with a model of mobilizing people to donate land and crops to build roads; the roads are bright, green, clean, beautiful, safe, and affectionate, becoming a model of community cooperation.

In particular, the "New Rural Sunday" movement, which was carried out from 2019 to February 2025, had 5,883 implementations on the environmental theme, 204 implementations on the traffic theme, 1,602 implementations on both traffic and environmental themes... with more than 1.7 million participants, with a total mobilized budget of 86.7 billion VND. Mr. Nguyen Minh Canh, Vice Chairman of Ben Tre Provincial People's Committee, said that the propaganda work to implement the National Target Program on New Rural Construction has been paid attention to by provincial departments, branches, localities, especially political and social organizations at all levels in the province, playing the role of "locomotive", regularly and extensively organized. Thereby, it has fundamentally changed the awareness and actions of all classes of people, receiving the consensus and response of the people, voluntarily contributing money, labor, and land to join hands to build and meet the criteria of New Rural.

The inter-district traffic system in Ben Tre is invested synchronously, contributing to socio-economic development and improving people's lives.

126/132 communes meet new rural standards

Secretary of Ben Tre Provincial Party Committee Ho Thi Hoang Yen said that Ben Tre completed the target of building new rural areas and civilized urban areas 1 year ahead of the Congress Resolution. Up to now, 126/132 communes have met the new rural standards (95.45%/80%); 52 advanced new rural communes (42.62%/40%); 23 model new rural communes. Ben Tre city has improved the quality of new rural areas, Cho Lach district has met the advanced new rural standards, Mo Cay Nam, Mo Cay Bac, Thanh Phu, Chau Thanh, Binh Dai districts have met the new rural district standards. In addition, the work of eliminating temporary and dilapidated houses has been carried out resolutely. Since the beginning of the term, 9,213 houses have been supported to be built. Of which, 7,762 new solidarity houses, charity houses, comradeship houses, and warm homes have been built; 1,451 gratitude houses for families with revolutionary contributions, total cost over 473,980 billion VND (of which social mobilization is over 358,960 billion VND).

In Thanh Phu district, with the consensus of the people, the district has mobilized a total of nearly 700 billion VND to invest synchronously in the transportation system, schools, medical stations, etc. The poverty rate of the district has decreased sharply; 8 communes in the coastal alluvial plain, from An Thanh to Thanh Hai, have been recognized as meeting the NTM standards, officially leaving the list of particularly difficult communes. Economic and social infrastructure has always received more and more synchronous investment, contributing to the socio-economic development of the locality, with 1,168.9 km of newly built rural traffic routes; the rate of households with electricity is 99.98%; The number of schools meeting national standards has increased: 51/153 public preschool schools (41 schools in 2020), 79/174 primary schools (87 schools in 2020), 69/126 secondary schools (61 schools in 2020), and 20/36 high schools (11 schools in 2020).

Through the movement to build a new rural area, the appearance of Ben Tre from urban to rural areas has changed significantly. Specifically, with 3.72% of poor households at the beginning of the term, it has now decreased to 2.05%, the rate of households with solid houses has reached more than 91%. “Building a new rural area is not a destination, but a path that changes every day. What Ben Tre has done today is the result of perseverance, determination and love for the homeland to the end. Each newly opened road, each more solid roof, each child studying in better conditions are “rural dreams” that have become reality, a rich, beautiful, civilized and affectionate Ben Tre is present”, the Secretary of the Ben Tre Provincial Party Committee expressed.

According to Secretary of Ben Tre Provincial Party Committee Ho Thi Hoang Yen, the province continues to focus resources on improving the quality of NTM, advanced NTM and model NTM criteria, especially in communes with difficulties and at risk of falling in rank. Special attention is paid to synchronous investment in essential infrastructure, developing production associated with digital transformation, building a green - clean - beautiful environment and firmly ensuring national defense and security criteria. At the same time, localities are encouraged to innovate their thinking and working methods, and strengthen the role of the people in building NTM in a substantial and sustainable manner.
