Phu Thuong applies digital transformation in implementing the Resolution of the Ward Party Congress

HNP - On the morning of September 19, Phu Thuong Ward Party Committee held a conference to study, disseminate and implement the Resolution of the 1st Ward Party Congress, term 2025-2030.

The conference was organized in a combination of in-person and online formats at the main bridge and 31 online bridges connecting all Party cells, residential groups, agencies, schools, public service units and enterprises in the area, ensuring that all cadres and Party members in the entire Party Committee directly received the spirit of the resolution, without any information gaps. This is a strong innovation in leadership methods, both responding to the trend of digital transformation and improving the effectiveness of ideological work, contributing to strengthening unity in the entire Party Committee.

Speaking at the conference, comrade Nguyen Quoc Ha - Party Secretary, Chairman of the Ward People's Council emphasized that implementing the Resolution of the Congress is not only a political task, but also an order for action, a determination to turn ideas, goals, targets and solutions into concrete actions, creating momentum for Phu Thuong Ward to develop quickly and sustainably in the new period.

Recently, the Ward Party Committee successfully organized the 1st Congress of Phu Thuong Ward Party Committee, term 2025-2030. This is a historic congress when Hanoi officially implements the two-level local government model from July 1, 2025.

The theme of the Congress clearly expressed the development aspiration: "Promoting the heroic tradition, solidarity, innovation, proactiveness, and creativity; building a clean and strong Party and political system; promoting digital transformation; mobilizing all resources to develop a green, civilized, and modern Phu Thuong ward". With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress conveyed a strong message about the spirit of innovation, responsibility, and aspiration to contribute.

The Congress Resolution identifies three major development perspectives, which are both strategic orientations and reflect the close connection between immediate tasks and long-term visions. First of all, socio -economic development and environmental protection are central; Party building is key; cultural and human development is the foundation; maintaining national defense and security is regular and important. Next is to strongly innovate the organizational apparatus, build a "Refined - Lean - Strong - Effective - Effective - Efficient" political system, associated with the application of science and technology, digital transformation, solving urgent problems of urban infrastructure and planning management. Finally, promote the strength of the people, consolidate the great national unity, build a strong and comprehensive Party organization, considering it the foundation to ensure sustainable development.

Based on these viewpoints, the Congress set the goal by 2030 to build a clean and strong Party organization, build a team of cadres with sufficient qualities, capacity and courage, and turn Phu Thuong into a green - civilized - modern ward. At the same time, the vision by 2045 is to develop comprehensively and sustainably, harmoniously combining the preservation of traditional values ​​and modern urban development, worthy of being a livable ward of the Capital.

To realize the goal, the resolution has set out comprehensive, specific and feasible criteria. In Party building work, strive to admit 15 new Party members every year, over 90% of Party organizations and Party members complete their tasks well. Regarding economic development, the growth rate of total product value in the period of 2026-2030 reaches 10.5-11.5%, average income per capita increases by 4-6%/year, the number of enterprises reaches 20-25 enterprises per thousand people. Regarding culture and society, maintain the rate of public schools meeting national standards at 100%, the rate of health insurance coverage is over 96%, the rate of cultural households is 93.5% and the rate of cultural residential groups is 86.5%. Regarding urban areas and the environment, 100% of households have access to clean water, the green area reaches 10-12m²/person, the daily household waste collection rate reaches 100%, and we strive to reduce PM2.5 fine dust by 20-30% compared to the annual announcement. Regarding national defense and security, we ensure that military recruitment meets 100% of the target, and the investigation and resolution of serious crimes reaches over 90%. These targets are not only clearly quantified, but also reflect a comprehensive vision, linked to the requirements of sustainable development.

Party Secretary and Chairman of the Ward People's Council Nguyen Quoc Ha said that the Congress also identified 5 key tasks and 3 breakthroughs. In particular, it emphasized the task of building a clean and strong Party and political system; developing the economy rapidly and sustainably based on science - technology and innovation; developing culture - society, improving the quality of people's lives; innovating urban planning, management, and environmental protection; and building a regular, elite, and strong ward armed force. The three strategic breakthroughs focus on building a team of virtuous and talented cadres; strictly managing planning, land, and construction order; and developing cultural industries associated with tourism - traditional craft villages such as Phu Thuong sticky rice, peach blossoms, and Nhat Tao kumquats.

Also at the conference, party members listened to Dr. Tran Quoc Duong - Ho Chi Minh National Academy of Politics share about the world political situation, domestic region and foreign affairs activities of the Party and State of Vietnam.

To specify the goals and tasks, the Ward Party Executive Committee has issued 05 full-term work programs. The first program focuses on improving the leadership capacity and fighting strength of the Party Committee. The second program is on economic management, tourism service development, administrative reform and digital government building. The third program comprehensively develops culture and society, maintaining the title of a civilized urban ward. The fourth program focuses on planning, building a green - civilized - modern urban area, managing land and apartment buildings. And the fifth program is ensuring political security, social order and safety, and strengthening local defense. Each program has a Steering Committee, a standing agency, a clear implementation roadmap and monitoring mechanism, demonstrating methodical, scientific and high determination.

The morning conference on September 19th has become a broad political activity, helping all cadres and party members grasp the spirit, content and direction of action. Immediately after the conference, party cells will continue to organize the study of the resolution; the Fatherland Front and mass organizations will concretize the resolution into practical action programs; Party committees at all levels will regularly inspect, supervise, periodically summarize, supplement and perfect solutions so that the resolution can truly come into life. As Party Secretary Nguyen Quoc Ha emphasized: "Do not let the resolution remain on paper, each cadre and party member must consider the implementation of the resolution as an honor, a political responsibility, an order from the heart of a communist".
