Phu Yen attracts businesses to invest in agricultural processing sector

According to Ms. Dang Thi Thuy, Deputy Director of the Department of Agriculture and Environment of Phu Yen, the locality is attracting businesses to invest in developing agricultural processing factories.

Expected project to link about 15,000 hectares of rice

Phu Yen is a province with a large plain area with fertile land and two distinct seasons. The province has a dense river system and relatively abundant water resources, so it is favorable for agricultural development.

Currently, the province has many irrigation works such as: Dong Cam irrigation system, Tam Giang irrigation system, 51 reservoirs, 1,156 km of canals and many pumping stations, dams of all types, basically providing enough water to produce short-term crops, including ensuring enough water to produce about 55,000 hectares of rice/year.

According to Mr. Nguyen Van Minh, Head of the Phu Yen Department of Crop Production and Livestock, the total agricultural land area in the province is currently about 164,321 hectares, of which more than 134,200 hectares are land for annual crops, the rest is land for perennial crops.

The province's annual cultivated area is about 135,000 hectares, mainly focusing on major crops such as rice, corn, sugarcane, and cassava.

In addition, the whole province also has about 7,300 hectares of quality fruit trees in mountainous districts such as avocado, durian, custard apple, jackfruit, orange, tangerine, and mango, which have initially brought high economic efficiency.

In order to improve the productivity and quality of agricultural products, in recent times, the province has focused on applying science and technology to crop production, especially using quality varieties, expanding models of spraying pesticides using drones mainly on rice plants, applying RiceMoRe software to support monitoring, management and direction of rice production; applying smart pest and planthopper monitoring systems to support management, monitoring and warning of pests on rice and fruit trees. At the same time, combining with appropriate cultivation techniques for crops to contribute to increasing farmers' income.

In 2024, the province's crop production value will reach about VND 5,502 billion, exceeding the plan by 1.3%, up 4.18% compared to 2023. Of which, rice output will reach over 395,000 tons, exceeding the plan by 2.2%, up 2.6% compared to 2023. However, to further increase the value, the province is attracting large enterprises to participate in investing and building a value chain for agricultural products in the province.

The good news is that recently, Phu Yen province has attracted the project "High-quality rice production linkage area, purchasing, processing and exporting rice in Phu Yen province" of Trung An High-tech Agriculture Joint Stock Company (Can Tho City).

The project has been approved by the People's Committee of Phu Yen province in Decision No. 757 dated June 20, 2023, approving the investment policy and the investor.

The project aims to build a cluster of rice processing factories for export, associated with the development of high-quality organic rice material areas in districts, key rice areas and neighboring Phu Yen province through linkages in the districts: Tay Hoa, Phu Hoa, Tuy An, Dong Hoa town and Tuy Hoa city. Thereby improving the quality and value of the rice chain for domestic use and export processing, as well as building a strong rice brand for enterprises in the province and the country.

“The project has a total investment of about 590 billion VND, a scale of linking about 15,000 hectares of organic rice; investing in the construction of technical cluster works including rice drying lines, rice silos, milling factories, material warehouses, offices, canteens, workers' rest areas and other auxiliary items with an area of ​​about 10.26 hectares in Hoa Quang Bac commune, Phu Hoa district,” Mr. Minh shared.

Call for business investment

According to Ms. Dang Thi Thuy, Deputy Director of the Department of Agriculture and Environment of Phu Yen, the cultivation sector of Phu Yen province still has a lot of untapped potential.

The province is looking forward to continuing to attract businesses to invest in developing processing factories, linking production and consumption of vegetables and fruits in the direction of GAP, applying high technology in production, packaging, preservation and consumption in the domestic and export markets, ensuring food hygiene and safety.

“Phu Yen province welcomes and invites businesses to research and invest in projects approved by the People's Committee of Phu Yen province in Decision No. 1826 dated December 16, 2021, such as: building raw material areas and fruit processing and packaging factories for export in Song Hinh district, with a scale of about 300 hectares. Project of a factory processing fruits and herbs in Son Hoa district, with an expected scale of 5 hectares and a capacity of 5,000 tons of products/year. Or investing in building raw material areas according to the value chain of spices and medicinal plants in the delta regions to promote the effective conversion of crop structure on rice fields", Ms. Thuy shared and added that when businesses invest in this field, they will enjoy many preferential policies of the province.

Specifically, Decision No. 68/2013/QD-TTg dated November 14, 2013 of the Prime Minister on support policies to reduce losses in agriculture; policies to encourage the development of cooperation, production linkage associated with agricultural product consumption, and large-scale field construction according to Decree No. 98/2018/ND-CP dated July 5, 2018 of the Government; Resolution No. 19/2020/NQ-HDND dated December 9, 2020 of the Provincial People's Council stipulating the level of support for the development of small-scale irrigation, intra-field irrigation and advanced, water-saving irrigation in the province to increase investment in irrigation systems for upland crops; Decision No. 25/2020/QD-UBND dated September 4, 2020 of the People's Committee of Phu Yen province amends and supplements a number of articles of the regulations on support levels to restore agricultural production in areas damaged by natural disasters and epidemics in Phu Yen province, issued together with Decision No. 10/2018/QD-UBND dated March 22, 2018 of the People's Committee of the province...

The Department of Agriculture and Environment always creates favorable conditions for businesses to invest in the agricultural sector in general and the cultivation sector in particular.

According to the Deputy Director of the Provincial Department of Agriculture and Environment, the Department has recently consulted on integrating the planning of concentrated crop production areas for the province's key crops into the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050 in Decision No. 1746/QD-TTg dated December 30, 2023 of the Prime Minister.

Along with that, the Department of Agriculture and Environment has also advised on policies to promote the development of crop production such as: Resolution No. 01/2023/NQ-HDND dated April 21, 2023 of the Provincial People's Council on regulations on policies to support the conversion of crop structure from rice land to annual crops, perennial crops and rice cultivation combined with aquaculture in the period of 2023-2025 in the province; Resolution No. 15/2023/NQ-HDND dated October 18, 2023) on the level of support for fruit tree varieties in the period of 2023-2025 in the province; Project on building fruit tree areas associated with commodity processing, building product brands by 2030 in Decision No. 1914/QD-UBND dated December 28, 2021; Project on Restructuring the Rice Industry of Phu Yen Province to 2025, with a vision to 2030 in Decision No. 97/QD-UBND dated February 8, 2023 of the Provincial People's Committee.

According to Ms. Thuy, to attract businesses to invest in deep processing, it is necessary for departments, branches and localities to pay attention to guiding businesses to access preferential capital sources. At the same time, grasp the difficulties to promptly propose solutions to support businesses and units in procedures and capital sources. On the other hand, to have raw material areas, localities must plan growing areas, apply new technologies in production; ensure clean and quality products, create favorable conditions for businesses to link up in chains to purchase agricultural products for people.
