According to the approved land use conversion plan, in 2023, Phuc Yen city will convert more than 400 hectares of agricultural land to non-agricultural land; convert more than 22 hectares of non-agricultural land that is not residential land to residential land, mainly to serve the needs of people and build project works.

The main reason is that the projects have not been implemented yet such as Phuc Yen Industrial Park; Dam Dieu New Urban Area; Tien Chau New Urban Area - Area 2; Dong Phuc Yen New Urban Area project in Nam Viem ward...

In addition, there are some projects that have been completed but have not completed land allocation procedures such as Cao Minh A Kindergarten; the project to renovate and upgrade Highway 301 from under the QL-BOT overpass over the Hanoi - Lao Cai railway to Nguyen Tat Thanh Street; the project of inner-city roads in Phuc Yen City from Hoi Tin Lanh to Go Chai area, Tien Chau ward...
